64• Suggested policies for sustainable flood risk management forincorporation into the Regional <strong>Planning</strong> Guidelines (RPGs);• Suitable locational criteria for flood risk management measures for usein areas of high flood risk, that are likely to be considered fordevelopment; <strong>and</strong>• Guidance on the preparation of City <strong>and</strong> <strong>County</strong> level SFRAs <strong>and</strong> themanagement of surface water run-off from new developments.<strong>Planning</strong> GuidelinesStrategic <strong>Flood</strong> <strong>Risk</strong> Assessments - City/<strong>County</strong> Level<strong>The</strong> key outputs from a SFRA <strong>and</strong> the key steps in their delivery are:• Plans showing the LA area, principal rivers, <strong>and</strong> flood zones, includingthe location of any flood risk management measures, including bothinfrastructure <strong>and</strong> the coverage of flood-warning systems <strong>and</strong> of thenatural floodplain, where appropriate, across the local authority area,as well as key development areas in relation to the above;• An appraisal of the current condition of flood-defence infrastructure<strong>and</strong> of likely future policy with regard to its maintenance <strong>and</strong> upgrade;• An appraisal of the probability <strong>and</strong> consequences of overtopping orfailure of flood risk management infrastructure, including an appropriateallowance for climate change; 3• Maps showing the distribution of flood zones as recommended inChapter 2 of these guidelines <strong>and</strong> incorporating the appropriateallowance for climate change; 4• Areas at risk of flooding from sources other than rivers <strong>and</strong> the sea;• Locations where additional development may significantly increaseflood risk elsewhere;• Identification of specific development areas where specific FRA willbe required;• Guidance on the likely applicability of different sustainable drainagesystems (SuDS) techniques for managing surface water run-off at keydevelopment sites; <strong>and</strong>• Guidance on appropriate development management criteria for zones<strong>and</strong> sites.In general, the FRA should aim to provide clear guidance on appropriate riskmanagement measures for adoption on sites within flood zones to minimisethe extent to which individual developers need to undertake separate studiesof the same problem.
