Being indicative, such mapsonly give an indication of the areas at risk but,due to the scale <strong>and</strong> complexity of the exercise,cannot be relied upon to give preciseinformation in relation to individual sites.Any flooding away from the sea, the primarycause of which is prolonged <strong>and</strong>/or intenseprecipitation (or the failure of water-retaininginfrastructure, such as burst water pipes or dambreaks).An assessment of whether a developmentproposal within an area at risk of flooding meetsspecific criteria for proper planning <strong>and</strong>sustainable development <strong>and</strong> demonstrates thatit will not be subject to unacceptable risk norincrease flood risk elsewhere. <strong>The</strong> justificationtest should be applied only where developmentis within flood risk areas that would be definedas inappropriate under the screening test of thesequential risk based approach adopted by thisguidance.L<strong>and</strong> uses <strong>and</strong> types of development whichinclude:• Garda, ambulance <strong>and</strong> fire stations <strong>and</strong>Comm<strong>and</strong> Centres required to beoperational during flooding;• Electricity-generating power stations <strong>and</strong>sub-stations;• Hospitals;• Emergency dispersal points;• Dwelling houses, student halls ofresidence <strong>and</strong> hostels;• Residential institutions such as residentialcare homes, children’s homes <strong>and</strong> socialservices homes;• Traveller sites using caravans or mobilehomes;• Mobile or park homes for permanentresidential use; <strong>and</strong>• Dwelling houses designed, constructed oradapted for the elderly or, other peoplewith impaired mobility
