34specific areas, ensuring that flood hazard <strong>and</strong> risk to other locationswill not be increased or, if possible, will be reduced.<strong>Planning</strong> GuidelinesLocal Area Plans4.27 <strong>The</strong> preparation of a development plan in accordance with these guidelinesshould identify the key flooding issues that need to be addressed from a localspatial planning perspective. In other words, the context for subsequent localarea plans (LAPs) should be clear. <strong>The</strong> local area plan is now an importantpart of the planning process allowing for more detailed <strong>and</strong> area-basedplanning. Many LAPs are equivalent in size to smaller development plans<strong>and</strong> will follow the methodology outlined above for development plans. Inother cases, planning authorities should use their discretion in addressingflood risk in a manner more appropriate to small-scale LAPs.4.28 In any event, SEA is m<strong>and</strong>atory for LAPs covering towns with a populationof 10,000 or more. LAPs below this threshold should also be subject to SEAscreening, which should highlight any local flooding issues. <strong>The</strong> flood riskassessment used to inform the development plan should identify the scale<strong>and</strong> extent of any potential larger flood risk issues.
