However, a screening process is required for most LAPs <strong>and</strong>this should identify any significant flooding issue. <strong>The</strong> SEA process is triggeredwhere the plan is likely to have a significant effect on the environment regardlessof thresholds. While non-statutory plans <strong>and</strong> studies have an important roleto play in promoting integrated <strong>and</strong> sustainable development, they are notan appropriate means of strategic area planning where flood risk is a significantissue.3.18 In relation to development management, Environmental Impact Assessments(EIA) are required for certain types of development which exceed definedthresholds <strong>and</strong> for other types <strong>and</strong> below-threshold developments by reasonof likely significant impacts on the environment. For further information, seealso sections 5.16 to 5.18.3.19 As indicated in the Department’s Circular Letter SEA 1/08 & NPWS 1/08,appropriate assessments are required for plans <strong>and</strong> programmes potentiallyaffecting Natura 2000 sites under the EU Birds <strong>and</strong> Habitats Directives. <strong>The</strong>seassessments provide a structured process within which the flood risk assessmentcan sit.
