December was a month of farewells! As the year 2011drew to a close, the Academy bid adieu to the participants ofthe 86th Foundation course (FC) belonging to the Police andForeign services who left for their respective traininginstitutes at Hyderabad and Delhi, and the IAS Officertrainees (OTs) started off with the Phase I Professionaltraining course. The OTs made the most of their last few FCdays - packing in many a cultural and sports events.A week into the Phase I, it was time for the OTs to embark onthe Winter Study Tour, which would take them to the nooksand corner of the country to give them a flavor of the taskthat awaits them as they step into the career in publicservices. The Academy also bade farewell to Dr. Tamta onhis superannuation, who during his long stint at theAcademy had, among others, treated many a batch of youngofficers for their indispositions - real as well as imaginary!We wish him many healthy and contented golden years.Taking full advantage of the lull in the otherwise freneticpace of life at the Academy, a Training of Trainers on wasorganized with a view to equip the faculty in some hardskills, workshops were conducted by Gender Centre andCentre for Disaster management to firm up and fine tunethese subject specific inputs for the various professionalcourses being conducted by the Academy. Workshops andmanagement development programmes were alsoorganized by National Institute of Administrative Researchfor various stakeholders in good governance. We bring youthe details in this issue. May the new year bring you a lot ofjoy and happiness!ACADEMYTheLal Bahadur Shastri National Academy of AdministrationVol. 2 Issue 11 December 2011News SparksFoundation Course: Wrapping off their end-of courseevaluations, the FC OTs had a day out at the Jungle safari tothe Rajaji National Park, as also a visit to the Indian MilitaryAcademy, Dehradun. The last week included some sessionson India's foreign policy, communalism & fundamentalismand leadership as a requisite trait for an effective officer. Anumber of team sports and cultural events were organizedby the various clubs and societies strengthening the bonds offriendship. A high point of the last week was the crosscountryorganized on 6 December, where the physicalendurance of the FC OTs was tested. The young OTs wereled by the Director of the Academy, who not onlyparticipated in the cross-country, but finished it ahead ofhalf the Batch!! In tune with the environmental concerns, theOTs participated in a Shramdaan along with the Faculty andstaff of the Academy. In the last week, the Clubs andsocieties gave the away the prizes to the winners of variouscompetitions and events organized during the 86th FC. 23...... and with the winning Counsellor group that he led from the front!documentary showcasing the ups and downs in the life ofthe FC OTs was also screened to packed audience.The final cultural event - Razmataaz held the audiencespellbound, as among a host of other beautifully coordinatedand presented programmes, the scintillating performance ofthe Rock Band of the batch brought everyone to their feet. Andthat is where most of them stayed till late in the night, as the DJcarried forward the musical evening post dinner!!The 86th FC concluded with the Valedictory ceremony on 9December, wherein the Chief guest Satyananda Mishra,Chief Information Commissioner, Central InformationCommission New Delhi, addressed the OTs and gave awaythe awards and certificates of merit. In his address, heemphasized the importance of integrity, continuouslearning and maintaining the work life balance to ensure ameaningful career in public services.Satyananda Mishra, Chief Information Commissioner addressing theofficer trainees ….Phase I: The IAS Professional Course Phase I programmecommenced on the heels of the Foundation course with theintroductory sessions on 12 December. The course has twomain components-the Winter Study Tour and classroombased academic inputs including select field visits. The IASProfessional Course Phase I (2011-2013) has 155 IAS OfficerTrainees. This includes 149 members from the 2011 batch,...... and giving away the awards at the Valedictory Ceremonyfour from earlier batches and two from the Royal BhutanCivil Services.A week into the Phase I, the OTs left for the Winter Study Tour(WST) in ten groups for eight weeks. These groups wouldtraverse the length and breadth of the country to imbibeexperiential learning from the scheduled attachments withdifferent institutions such as the defense establishment, publicsector enterprises, private sector units, non-governmentalorganizations, urban local bodies, tribal & insurgencyattachments and conservation & tourism development bodies.The WST aka Bharat Darshan is designed to inculcate a pan-India perspective and understand the role of IAS in thegovernance and development of the country throughexposing the OTs to the functioning of different agencies andinstitutions, besides helping them appreciate the rich socioculturalheritage of the country.National PPP Capacity Building ProgrammeThe second Training of Trainers (ToT) under the NationalPublic Private Partnership (PPP) Capacity Buildingprogramme was organized from 17-23 December. The ToT is anintegral part of the National Capacity Building Programmedeveloped by the DEA in collaboration with the KfW(Kreditanstalt für Wiederaufbau, the German government'sdevelopment bank), the World Bank, AusAID (through theirSouth Asian Region Infrastructure for Growth Initiative) andPublic-Private Infrastructure Advisory Facility (PPIAF).Centre for Rural Studies (CRS)The Centre assessed the village visit reports submitted by theOTs of the 86th FC and the best three reports were selected forawarding the gold, silver and bronze medals at the Valedictoryceremony. The report of Sanjay Kumar Muluka, VS Choudary K,Manjunath Bhajantri, Nitesh Kumar who went to Gopalpurvillage of Bijnor District was awarded the gold medal. Wecarried a write up titled "Gopalpur Memories" from this group, inthe previous issue of The Academy.Centre for Disaster Management (CDM)The Centre for Disaster Management conducted a"Consultation Workshop on Disaster Management" from 26- 27December, wherein besides the Academy faculty members,several experts from National Disaster Management Authority,Delhi, UNDP, National Institute of Disaster Management,Delhi and Disaster Mitigation Management Centre, Dehradundeliberated to arrive at the depth and prioritize the inputs ondisaster management to be imparted in various courses beingconducted by the Academy.National Centre for GenderConference on Gender Budgeting:National Gender Centre-NIAR, organized a two day conference on "Gender Budgeting"in collaboration with Ministry of Women & Child Development(MWCD) on 21-22 December 2011 with an attempt to develop acommon understanding of the concept, tools and techniques ongender budgeting and to take stock of the gender budgetingtrainings/workshops being undertaken by various traininginstitutes collaborating with the MWCD.National Consultation Workshop on Training Module onGender: National Gender Centre-NIAR, organized a two daynational consultation workshop to develop and design thedetails of the gender related training inputs to be imparted inthe various training programmes being conducted by theAcademy.Training and Capacity BuildingResearch Centres in ActionA team from IDFC led by Cherian Thomas, facilitateddiscussions on the various aspects of PPP such as theidentification & organization of service delivery needs andoptions, analysis & structuring of the identified projects, theprocess of tendering & contracting for such projects and theimplementation of monitoring of the PPP projects to ensurevalue for money. The discussions were based on soundtheoretical inputs and included several exercises to appreciatethe practical aspects of the discussions. The participantsincluded Sanjeev Chopra, Joint Director LBSNAA, DeputyDirectors of the Academy and two participants from the states.National Institute of Administrative Research (NIAR)A State level capacity building training programme for thestate of Odisha was organized on sanitation sector atNabakrushna Choudhury Centre for Development Studies,Bhubaneshwar (ODISHA) under the National Key ResourceCentre (NKRC) from 13-15 December. The issues coveredduring the deliberations were why and how sanitation?, roleof behavior change in sanitation & hygiene promotion,community participation in sanitation: issues and challenges,low cost technological option in sanitation and many more. Inaddition, participatory tools in sanitation: SARAR were alsodiscussed and shared with participants. Principal Secretary,State Chief Engineer, State Technical Advisors, District ProjectCoordinators, Subject Experts and representatives fromreputed NGOs participated in the programme.A research paper titled "Social Accountability: GovernanceScenario in the Health and Education Sector" was written by Dr.B.S. Bisht, Associate Professor and Shri Sanjeev Sharma, ResearchAssociate which has been published in the "Journal of SocialSciences" Interdisciplinary Reflection of Contemporary Society,29(3): 249-255 (2011). The paper is an outcome of the researchproject entitled "Social Accountability Mechanism for SarvaShiksha Abhiyan (SSA) & National Rural Health Mission(NRHM)" which was sponsored by the Ministry of Personnel,Public Grievances & Pensions, Department of AdministrativeReforms and Public Grievances, Govt. of India and carried out bythe National Institute of Administrative Research (NIAR)NIAR organized Management Development Programmefor senior officers of Labour Department, Uttar Pradesh from19-23 December, 2011 at Indira Bhawan campus.
