WHITE SPACES INNOVATION IN SWEDENAn <strong>in</strong>terim conclusion regard<strong>in</strong>g Swedish regional cluster <strong>in</strong>novation management isthat the plat<strong>for</strong>m model of build<strong>in</strong>g upon different regional and non-regional clusterexpertise is becom<strong>in</strong>g established. This can be said to be the case <strong>in</strong>creas<strong>in</strong>gly where aless <strong>in</strong>terventionist, market-led approach has traditionally been preferred as <strong>in</strong>Östergötland. Not least, market shap<strong>in</strong>g has proved much more difficult than expected,either when pursu<strong>in</strong>g a l<strong>in</strong>ear <strong>in</strong>novation model perspective as the PEA experiencedemonstrated, or seek<strong>in</strong>g to shape a public quasi-market with localised <strong>in</strong>novations thatperturb normal large scale procurement management practices. Condens<strong>in</strong>g the contrast<strong>in</strong>gregional approaches of Skåne and Västra Götaland, they are not as different as theyat first seem except Skåne‟s approach builds its „Inf<strong>in</strong>ity‟ bi-focus from the strategiclevel downwards while Västra Götaland, possibly hav<strong>in</strong>g conducted strategic routemapp<strong>in</strong>gexercises earlier, can prepare and implement its action l<strong>in</strong>es from a bottom-up,eng<strong>in</strong>eered perspective, call<strong>in</strong>g <strong>in</strong> cluster expertise as and when required. This can <strong>in</strong>cludeexploit<strong>in</strong>g bridges with many extra-regional clusters on precise <strong>in</strong>novation agendas.Thus Smart Textiles contributes to the regional healthcare Grand Challenge throughits l<strong>in</strong>ks to biomaterials and bionics elaborated by <strong>in</strong>teractions with the textiles arm ofthe Processum Hub. Equally Processum <strong>in</strong>teracts with Göteborg BIO on new aspects ofthat cluster‟s transversality quest. This br<strong>in</strong>gs <strong>in</strong> biochemistry and biopharmaceutical<strong>in</strong>puts issues related to Västra Götaland‟s „petroleum & health‟ <strong>in</strong>itiative <strong>in</strong>volv<strong>in</strong>g theregional oil ref<strong>in</strong>eries who are sympathetic to the region‟s Fossil Fuel Free 2030 <strong>in</strong>itiativeby becom<strong>in</strong>g „Greener‟ fuel process<strong>in</strong>g bus<strong>in</strong>esses.3.4.5 Cluster & Agency Perspectives on Meet<strong>in</strong>g GrandChallengesIn what follows brief accounts are presented of a number of regional clusters and regional<strong>in</strong>novation support agency perspectives on their trajectories towards meet<strong>in</strong>g theEurope 2020 goals mediated by the ERA Grand Challenges as orient<strong>in</strong>g devices <strong>for</strong>regional and national <strong>in</strong>novation enhancement. The <strong>for</strong>ego<strong>in</strong>g discussion reveals that allregions studied have accepted this method of proceed<strong>in</strong>g, that they <strong>in</strong>terpret how best toachieve this <strong>in</strong> their own way dependent on regional societal, political and economicgeographyconsiderations. Central to this way of work<strong>in</strong>g is a recognition of the „valuevariety‟ that comes from the successful search <strong>for</strong> „relatedness‟ and „transversality‟ toidentify the „white spaces‟ among Swedish and home-region clusters and <strong>in</strong>dustries as aprelude to improv<strong>in</strong>g market potential abroad as a response to the present globalisationimperative <strong>for</strong> <strong>in</strong>dustry everywhere.However, each regional development agency is <strong>in</strong> the process of respond<strong>in</strong>g to various<strong>in</strong>novation perturbations consequent upon important changes <strong>in</strong> the <strong>in</strong>herited modelof <strong>in</strong>novation support. The global f<strong>in</strong>ancial crisis of 2008-2010 demonstrated to theworld the folly of economies follow<strong>in</strong>g the <strong>in</strong>junctions of l<strong>in</strong>ear <strong>in</strong>novation th<strong>in</strong>k<strong>in</strong>g asexpressed first <strong>in</strong> sectoral, later <strong>in</strong> cluster models of <strong>in</strong>dustrial support <strong>policy</strong>.
