If the boundary is seen as an <strong>in</strong>terface or membraneparticipat<strong>in</strong>g <strong>in</strong> constitut<strong>in</strong>g the system, we will be more concerned with the marg<strong>in</strong>sof the system, and perhaps less with what appears to be central. A second boundaryissue concerns the “place” of the boundary. The propensity we have towards visualmetaphors <strong>in</strong>cl<strong>in</strong>es us to th<strong>in</strong>k <strong>in</strong> spatial terms. A system is there<strong>for</strong>e often visualised assometh<strong>in</strong>g contiguous <strong>in</strong> space. This tendency is re<strong>in</strong><strong>for</strong>ced by the prevalence of biologicalexamples of complex systems. We th<strong>in</strong>k of systems <strong>in</strong> an “organic” way. Socialsystems are obviously not limited <strong>in</strong> the same way. Parts of the system may exist <strong>in</strong>totally different spatial locations. This may be exemplified by clusters as geographicallydef<strong>in</strong>ed systems and at the same <strong>in</strong>habited by actors belong<strong>in</strong>g to different social worldsor systems where the overlaps between these different k<strong>in</strong>d of boundaries constitutemuch of the governance issues related to horizontal <strong>in</strong>novation. And there is a discussionon boundaries there as well, especially if we <strong>in</strong>clude the cognitive and social aspects<strong>in</strong> the governance discussion which was mentioned above.33
