WHITE SPACES INNOVATION IN SWEDEN1 The research project1.1 The research issuesThis report documents a multi-client research project to <strong>in</strong>vestigate the subject of <strong>Innovation</strong>Plat<strong>for</strong>ms as the next phase <strong>in</strong> the evolution of Regional <strong>Innovation</strong> Policy.Those development agencies with responsibilities <strong>for</strong> support<strong>in</strong>g and promot<strong>in</strong>g <strong>in</strong>novationat the lead<strong>in</strong>g edge have begun to recognise a basic truth about contemporary bus<strong>in</strong>ess<strong>in</strong>novation. This is that fruitful <strong>in</strong>novation <strong>in</strong>teractions <strong>in</strong>creas<strong>in</strong>gly occur at <strong>in</strong>terfacesbetween diverse firms, sectors, and even clusters. This offers national and regionaldevelopment agencies a new, catalytic role <strong>in</strong> stimulat<strong>in</strong>g regional <strong>in</strong>novation. Thisoccurs through shap<strong>in</strong>g <strong>in</strong>novation plat<strong>for</strong>ms that can enable cross-fertilisation betweenclusters and tackl<strong>in</strong>g complex social <strong>in</strong>novation challenges like climate change, age<strong>in</strong>g,and susta<strong>in</strong>able cities to name a few.The study builds on earlier work on Plat<strong>for</strong>m Policy <strong>for</strong> VINNOVA reported <strong>in</strong> TheMatrix – Post Cluster <strong>Innovation</strong> Policy and Regional Policy <strong>in</strong> Transition (VINNOVAReport VR 2010:10). The most recent evaluation of the VINNVÄXT program has alsobeen of <strong>in</strong>fluence <strong>in</strong> its recommendation <strong>for</strong> strategic growth through the identificationof needs or markets to target, on the one hand and on the other, to possess the necessarycapabilities to serve those markets <strong>in</strong> an efficient way.This proposal grows from a perception that traditional sector and cluster policieshave reached a po<strong>in</strong>t <strong>in</strong> their evolution where significant growth or employment ga<strong>in</strong>sare less <strong>for</strong>thcom<strong>in</strong>g than previously thought likely or experienced. Three reasons helpexpla<strong>in</strong> this. First, economic context is important and <strong>in</strong> a general downturn of the severityof the present one, conditions <strong>for</strong> sector or cluster growth are not good. Second,more directly, it is widely known that risk-f<strong>in</strong>ance <strong>for</strong> established and particularly newbus<strong>in</strong>ess ventures has all but dried-up due to cautionary <strong>in</strong>vestor practices. F<strong>in</strong>ally, themodel of vertically drill<strong>in</strong>g down <strong>in</strong> relatively narrow fields, even <strong>in</strong>volv<strong>in</strong>g partnershipwith similar overseas <strong>in</strong>itiatives, may need refresh<strong>in</strong>g. Fundamentally, our belief is thatrefreshment and expansion of a relevant development model comes from discover<strong>in</strong>g the<strong>in</strong>novative potential of horizontal <strong>in</strong>teractions among different sectors or clusters. Importantly,this commences a new evolutionary <strong>policy</strong> cycle that beg<strong>in</strong>s by focus<strong>in</strong>g on<strong>in</strong>novation opportunities <strong>in</strong> regional and national geographical proximity be<strong>for</strong>e scann<strong>in</strong>gthe globe <strong>for</strong> knowledge advantages.It is clear that this is a new and excit<strong>in</strong>g avenue <strong>for</strong> national <strong>in</strong>novation and regionaldevelopment agencies to understand and consider as a possible tool-set <strong>in</strong> their armouryof developmental <strong>in</strong>struments. It is not only an issue of add<strong>in</strong>g new tools. <strong>Innovation</strong><strong>policy</strong> also <strong>in</strong>creas<strong>in</strong>gly has to be relevant <strong>for</strong> design<strong>in</strong>g and implement<strong>in</strong>g <strong>policy</strong> <strong>in</strong>17
