Section 668.6 is added to subpartA to read as follows:§ 668.6 Reporting and disclosurerequirements for programs that preparestudents for gainful employment in arecognized occupation.(a) Reporting requirements. (1) Inaccordance with procedures establishedby the Secretary an institution mustreport information that includes—(i) For each student who enrolled ina program under § 668.8(c)(3) or (d)during an award year—(A) Information needed to identify thestudent and the institution the studentattended;(B) If the student began attending aprogram during the award year, thename and the Classification <strong>of</strong>Instructional Program (CIP) code <strong>of</strong> thatprogram; and(C) If the student completed aprogram during the award year—(1) The name and CIP code <strong>of</strong> thatprogram, and the date the studentcompleted the program;(2) The amounts the student receivedfrom private education loans and theamount from institutional financingplans that the student owes theinstitution upon completing theprogram; and(3) Whether the student matriculatedto a higher credentialed program at theinstitution or if available, evidence thatthe student transferred to a highercredentialed program at anotherinstitution; and(ii) For each program, by name andCIP code, <strong>of</strong>fered by the institutionunder § 668.8(c)(3) or (d), the totalnumber <strong>of</strong> students that are enrolled inthe program at the end <strong>of</strong> each awardyear and identifying information forthose students.(2)(i) An institution must report theinformation required under paragraph(a)(1) <strong>of</strong> this section—

(1) For each program<strong>of</strong>fered by an institution under thissection, the institution must provideprospective students with—(i) The occupations (by names andSOC codes) that the program preparesstudents to enter, along with links tooccupational pr<strong>of</strong>iles on O*NET or itssuccessor site. If the number <strong>of</strong>occupations related to the program, asidentified by entering the program’s fullsix digit CIP code on the O*NETcrosswalk at http://online.onetcenter.org/crosswalk/ ismore than ten, the institution mayprovide Web links to a representativesample <strong>of</strong> the identified occupations (byname and SOC code) for which itsgraduates typically find employmentwithin a few years after completing theprogram;(ii) The on-time graduation rate forstudents completing the program, asprovided under paragraph (c) <strong>of</strong> thissection;(iii) The tuition and fees it charges astudent for completing the programwithin normal time as defined in§ 668.41(a), the typical costs for booksand supplies (unless those costs areincluded as part <strong>of</strong> tuition and fees), andthe cost <strong>of</strong> room and board, ifapplicable. The institution may includeinformation on other costs, such astransportation and living expenses, butit must provide a Web link, or access,to the program cost information theinstitutions makes available under§ 668.43(a);(iv) The placement rate for studentscompleting the program, as determinedunder a methodology developed by theNational Center for <strong>Education</strong> Statistics(NCES) when that rate is available. Inthe meantime, beginning on July 1,2011, if the institution is required by itsaccrediting agency or State to calculatea placement rate on a program basis, itmust disclose the rate under this sectionand identify the accrediting agency orState agency under whose requirementsthe rate was calculated. If theaccrediting agency or State requires aninstitution to calculate a placement rateat the institutional level or other than aprogram basis, the institution must usethe accrediting agency or Statemethodology to calculate a placementrate for the program and disclose thatrate; and(v) The median loan debt incurred bystudents who completed the program asprovided by the Secretary, as well asany other information the Secretaryprovided to the institution about thatprogram. The institution must identifyseparately the median loan debt fromtitle IV, HEA program loans, and themedian loan debt from privateeducational loans and institutionalfinancing plans.(2) For each program, the institutionmust—(i) Include the information requiredunder paragraph (b)(1) <strong>of</strong> this section inpromotional materials it makes availableto prospective students and post thisinformation on its Web site;(ii) Prominently provide theinformation required under paragraph(b)(1) <strong>of</strong> this section in a simple andmeaningful manner on the home page <strong>of</strong>its program Web site, and provide aprominent and direct link on any otherWeb page containing general, academic,or admissions information about theprogram, to the single Web page thatcontains all the required information;(iii) Display the information requiredunder paragraph (b)(1) <strong>of</strong> this section onthe institution’s Web site in an openformat that can be retrieved,downloaded, indexed, and searched bycommonly used Web searchapplications. An open format is one thatis platform-independent, is machinereadable,and is made available to thepublic without restrictions that wouldimpede the reuse <strong>of</strong> that information;and(iv) Use the disclosure form issued bythe Secretary to provide the informationin paragraph (b)(1), and otherinformation, when that form isavailable.(c) On-time completion rate. Aninstitution calculates an on-timecompletion rate for each programsubject to this section by—(1) Determining the number <strong>of</strong>students who completed the programduring the most recently completedaward year;(2) Determining the number <strong>of</strong>students in paragraph (c)(1) <strong>of</strong> thissection who completed the programwithin normal time, as defined under§ 668.41(a), regardless <strong>of</strong> whether theVerDate Mar2010 14:10 Oct 28, 2010 Jkt 223001 PO 00000 Frm 00119 Fmt 4701 Sfmt 4700 E:\FR\FM\29OCR2.SGM 29OCR2students transferred into the program orchanged programs at the institution. If a student transfers into theprogram, regardless <strong>of</strong> the number <strong>of</strong>credits the institution accepts from thestudent’s attendance at the priorinstitution, those transfer credits haveno bearing on the two-year timeframe.The student would still have two yearsto complete from the date he or shebegan attending the two-year program.To be counted as completing on time, astudent who changes programs at theinstitution and begins attending thetwo-year program must complete withinthe two-year timeframe beginning fromthe date the student began attending theprior program; and(3) Dividing the number <strong>of</strong> studentswho completed the program withinnormal time, as determined underparagraph (c)(2) <strong>of</strong> this section, by thetotal number <strong>of</strong> students who completedthe program, as determined underparagraph (c)(1) <strong>of</strong> this section, andmultiplying the result by 100.(Approved by the <strong>Office</strong> <strong>of</strong> Management andBudget under control number 1845–NEW1)(Authority: 20 U.S.C 1001(b), 1002(b) and (c))■ 15.
