about equally coming from both parts of the continent and its<br />

surrounding neighbourhood, those parts which had been<br />

separated for many -too many - decades for political and<br />

ideological reasons. It makes hope, at the end of a<br />

millennium and at the beginning of a new one in front of us,<br />

that intemational science will now expand without artificial<br />

constraints and will less be concerned with destructive<br />

applications of human intellectual and technical capabilities,<br />

but will concentrate on the real welfare of mankind.<br />

Let me now reflect a little upon what the concern of this<br />

workshop is and which objectives could be envisaged.<br />

1) Introduction<br />

The tectonic phenomena active at present are a concern for<br />

dam designers since long time. The main interest in this<br />

respect was directed to seismic shaking and related<br />

consequences for the safety of dams. Very significant<br />

advances were made in this field , both in monitoring<br />

earthquakes and quantifying the input parameters and in<br />

analysing the dynamic response of structures. But the<br />

possibility of surface fault breaking and of areal creep form<br />

of crustal mobility were usually disregarded notwithstanding
