42In Search of "Khazar"CHAPTER 8A TRIPLE BARRIER...AND A RESOLUTION OF ESTABLISHMENTThe Prime Minister’s haste to find an accommodationfor our university perplexed us and evenconfused our plans, however strange this may sound.We were thinking of leasing a small building or at leasta part of it, which would enable us to set up an independentestablishment and think through its policies. Butnow we were about to establish close relationship ofsome kind with the Institute of National Economy Management,which was attached to the Council of Ministers,and this was not an exciting prospect.Hasanov not only invited the rector of INEM,Rahim Rahimov, but also the Head of the Department ofScience and Education in the Council of Ministers,S.Aliyev, to meet Saleh and myself. When there hadbeen three of us at meetings, I did most of the talking,with Hasanov directing the conversation with hisquestions and suggestions. Naturally, when two moreparticipants who were unaware of the course of previousdiscussions became involved in the conversation, myrole naturally decreased. The Prime Minister explainedthe matter in several sentences and explained thenecessity of this university.

The number of those coming to trainingcourses is decreasing day by day and you can use analternating timetable - some classes could be in the firstshift, others in the second shift.I think the words "attached to your institute" calmedR. Rahimov down. So at least his organization andpost remained untouched. On the other hand this"attachment" issue upset Saleh and myself greatly. Itseemed with every word said our scope of activity wasbecoming more limited. It was too late to say "we havetroubled you enough, thank you, we will look for abuilding elsewhere." But I decided to try anyway:
