Is it possible to develop our science, educationand culture to the standards of tomorrow whilst usingyesterday’s methods? It is quite obvious thatrevolutionary changes in the economy demand theappropriate changes in science and education, make itinevitable to lay foundation of flexible and strongworld-wide thought and train new breed of specialists.Fundamental developments of modern areas of sciencein developed countries of Europe, America and Asia,and a well-governed education system as its organicunity, are indisputable arguments of the vitality ofWestern models in these spheres.Though Western universities have similarities inthe organizational principles of education, they differfrom each other from the viewpoint of the importance ofresearch or education, budgets, financing from state, anddifferent level of requirements for achieving degrees.Private universities in the USA and some othercountries are considered the most prestigious andinfluential science and education establishments. One ofthe most obvious examples of this is the famousHarvard University, USA, that has been an object ofpride, amazement and imitation for over 360 years.
In Search of "Khazar" 15Among its alumni are numerous specialists, scholarsand statesmen of worldwide fame.Today we have to think about the maincharacteristics of a new type of higher education andscientific institutions and to conduct certaininvestigations. These institutions must developspecialists qualified in exact, social-political sciencesand humanities and with good command of foreignlanguages (especially English). They have to contributeto the development of science and culture, and establishthemselves in the international arena. In this case whatprinciples must be taken as fundamental and why arethese principles of great importance?If higher education is to be in conformity withmodern standards it must consist of two stages. Theinitial stage is generally four years long, provides ageneral higher education in certain subjects and endswith the awarding of a baccalaureate degree. Thesecond stage of higher education lasts approximatelytwo years and usually ends with the narrowspecialization and master’s degree, in some cases, uponthe defense of a thesis. The need for such organizationof higher education is not for the sake of fashion andartificial Westernizing, but it is in order to shape a‘form’ necessary to improve the quality, to give aneffective push to our science and culture. We can makeuse and derive certain advantages from the programsand practices of the world-leading universities and fromthe knowledge and experience of visiting scholars. Wewill have a real chance to agree mutual recognition ofacademic achievements and diplomas and degrees withWestern countries. Until now, an agreement on mutualrecognition of diplomas has only been achieved withFinland from all the developed countries, and
