2776THE KENYA GAZETTE 17th May, 2013The following are the anticipated impacts and proposed mitigationmeasures:EnvironmentalImpactsConstructionMaterialsSourcingDisruption ofEcosystemMitigation MeasuresSource building materials from supplierswho use environmentally friendlyprocesses in their operations.Ensure accurate budgeting and estimationof actual construction materialrequirements to ensure low wastage.Apply recyclable materials to the extentpossible. Specify locations for trailers andequipment, and areas of the site whichshould be kept free of traffic, equipment, and storage.Design and implement an appropriatelandscaping programme to help in revegetationof part of the site afterconstruction.Surface Drainage Development storm water managementplan for the site (piping systems orretention ponds or tanks) forimplementation after the building iscomplete.Solid WasteManagementDust and GaseousEmissionsProvide oil interception and grit traps toall drainage during the construction.Oil spill areas (pump locations, servicebays, and stores) should be budded toprevent runoff pollution.Ensure only optimum material usage toavoid wastage and resource sustainability.Use of durable materials that will not needto be replaced as often, thereby reducingthe amount of construction wastegenerated over time.Use construction materials containingrecycled content when possible and inaccordance with accepted standards. Provide reusable materials such ascartons, cement bags, empty metal andplastic containers for recycling.Dispose waste more responsibly bydumping at designated dumping sites orlandfills only the use of a registered wastedisposal company is encouraged.Removal of existing solid wastes on thesite including papers, plastics, metallicwastes, fabrics, etc. to approved publicdumping area.Removal of hazardous materials (ewastes, wastes from passenger processing)to designated areas approved by KAA. Dispose of excavated earth safetyconsidering it could be contaminated.Avoid dusty excavation works to theextent possible, especially during the dryweather. Ensure construction equipment emitsminimal emissions. Sensitize truck drivers to avoidunnecessary revving vehicle engines andswitch off vehicle engines.Ensure proper planning of transportationof materials.Sprinkle water on dry materials to preventdust emissions.Effluent Emissions Provide means for handling sewagegenerated by construction workers.Conduct regular checks for sewage pipeblockages or damages since such vicescan lead to release of the effluent into theland and water bodies during construction.Monitor effluent quality regularly toensure that the stipulated discharge rulesand standards are not violated.Noise Pollution Sensitize construction vehicle drivers andmachinery operators to switch off enginesof vehicles or machinery not being used.Energy Resourcesand UseWater Resourcesand UseViolation of Rulesand RegulationsOccupational Healthand SafetyCatastrophesSensitize construction drivers to avoidgunning of vehicle engines or hootingespecially when passing through sensitiveareas.Ensure that construction machinery is keptin good condition to reduce noisegeneration.Ensure that all power generators andheavy duty equipment are kept in noiseproof housing to minimize effects of theirnoise levels.Ensure electrical equipment, appliancesand lights are switched off when not beingused.Ensure planning of transportation ofmaterials to ensure that fossil fuels (diesel, petrol) are not consumed in excessiveamounts.Monitor energy use during constructionand set targets for reduction of energy use. Ensure quantification of constructionwater.Ensure no wastes are discharged into opendrainage systems. Provide drainage outfalls with oilinterceptors and grit traps. Ensure that all building plans areapproved by the Local Authority and thelocal Occupational Health and SafetyOffice.Registration of the premises under theFactories and Other Places of Work ActCap514, Laws of Kenya is mandatory.A general register should be kept withinthe facility as stipulated in Sec 62 (1) ofthe Factories and Other Places of WorkAct. The abstract of the Factories and OtherPlaces of Work Act must be displayed atprominent places within the site. Ensure that provisions for reportingincidents, accidents and dangerousoccurrences during construction usingprescribed forms obtainable from the localOccupational Health and Safety Office arein place. Ensure that the premises are insured as perstatutory requirements (third party andworkman’s compensation). Develop, document and displayprominently an appropriate policy forconstruction works. Provisions must be put in place for theformation of a Health and SafetyCommittee (with appropriaterepresentation) during the construction. Ensure that machinery, equipment, personal protective equipment, appliancesand hand tools used in construction docomply with the prescribed safety andhealth standards and be appropriatelyinstalled maintained and safeguarded. All machines and other moving parts ofequipment must be safe to the workersfrom injury.
