TRANSMITTAL LETTER TO CITY COUNCILOctober 4, 2012Montpelier City Council and Mayor39 Main Street, City HallMontpelier, VT 05602RE: Transmittal of Budget Review Committee ReportDear Council Members and Mayor Hollar:The Budget Review Committee (BRC) respectfully submits the attached report to theMontpelier City Council for consideration, as requested. The members have workeddiligently and with the utmost professionalism and dedication. A total of 10 working subcommitteeswere formed in the course of our work, with 28 sub-committee positions staffedby members of the BRC.The effort expended by the volunteer members is estimated to total between 1/2 and 2/3 ofa person-year of work, with each member of the BRC contribution of time in the range of74-99 hours, per person. On a weekly basis, the City of Montpelier has benefited frombetween 72 hours to 96 hours of work, each week, since the BRC’s first meeting on June21, 2012, at no cost to the taxpayers.While the membership is comprised of individuals with divergent backgrounds,perspectives, and opinions, civility and inquisitive discourse prevailed throughout the entireprocess, without exception. Although unanimity with regard to each recommendation wasneither sought, nor was it likely even possible given the short schedule to complete thework, the committee discussed the body of work as a group and offered comments andcriticism on each of the subcommittee’s reports and recommendations.The document produced includes 10 pages of recommendations across each area studiedby the BRC. Changes in Process, Procedure, and Policy are included in these detailedrecommendations, among others. This work is comprehensive, and yet there are alsonumerous areas and topics which are recommended for further examination and review.We are grateful for the opportunity afforded by the City Council to conduct this work and itis with our unanimous hope and trust that it will be of use as the Council and the City ofMontpelier move forward.Sincerely,The Budget Review CommitteePage 3 of 88
