Other evaluations with outcome measures used surveys or national orregional time series data to report the outcomes of an intervention. Impactevaluations without micro-data or a robustness test were included in thiscategory. The outcome evaluation may also include a cost-benefit analysis.Categorizing Studies by Intervention Evaluated. Each of the 38 studieswas reviewed to identify the youth employment interventions evaluated (seetable 4.1). The interventions were categorized into three groups, following theMILES framework (box 2.1):• Fostering job creation/work opportunities (I)• Smoothing the transition from school to work and facilitating job mobility(L)• Fostering skill development and labor market relevance of skills (E).The 38 studies were reviewed to code the interventions, methodology, timeperiod, target groups, and employment and earning outcomes. The resultswere then entered in a spreadsheet. Coding was based on informationtaken directly from the text of the evaluation report. Target groups of theinterventions described in the 38 studies included the poor, females, specificage groups, youth (both highly educated and those with little education),certain ethnic or racial groups, and specific geographic areas. Table B.8 is anoverview of the 38 studies by country retained for the systematic review.
