The practice ofSustainability Appraisal (SA) was initiated in 1992, when governmental planning policyguidance instructed Local Planning Authorities (LPA) to consider the environmental effectsof local development plans (PPG 12, DoE 1992). In 1993, a guidance on the conduction ofthe SA was released: ‘Environmental Appraisal of Development Plans – a Good Practice17 Set out in Planning Policy Statement 11: Regional Spatial Strategies18 Introduced in England and Wales by the Planning and Compulsory Purchase Act 2004 and given detail inPlanning Policy Statement 12.88
