DAREBIN HERITAGE STUDY STAGE 2The Court House, like the Post Office, was built as part <strong>of</strong> the Northcote Town Hall complex.It was common in the nineteenth century for municipalities to incorporate court houses as way<strong>of</strong> gaining government funding to construct impressive civic buildings. Before that the firstCourt <strong>of</strong> Petty Sessions had sat in the Wesleyan school house, across the road in High Street.In 1929 the court moved out <strong>of</strong> the Town Hall into a new Court House built next door inWestbourne Grove (Lemon, 1983:46). The building is now used as the Namalaata KoorieEducation Centre.Preston’s first court cases were heard in the Court <strong>of</strong> Petty Sessions, which, like the ShireCouncil, used a room in the Junction Hotel (no longer standing). There was a link betweenthe court system and local government, as many Councillors served as magistrates and Justices<strong>of</strong> the Peace.Figure 53Northcote Police Station[Context Pty Ltd, 2007]6.3 Developing institutions <strong>of</strong> self-government and democracyDeveloping local government authoritiesThe Road Act 1853 established the Central Road Board with the authority to build main roads,and gave local communities the power to elect district road boards which would be responsiblefor the provision <strong>of</strong> local roads. The creation <strong>of</strong> road districts, with their elected road boardsallowed land holders and householders a role in the development <strong>of</strong> their districts. This was theearliest form <strong>of</strong> local government, which evolved into the local councils <strong>of</strong> Preston andNorthcote, which were eventually merged to become the <strong>City</strong> <strong>of</strong> <strong>Darebin</strong> in 1994.Shire <strong>of</strong> JikaThe residents <strong>of</strong> Northcote saw no urgent need to form a road board, as the two roads thatmost concerned them - Heidelberg Road and Upper Plenty Road (High Street) were mainroads made and maintained by the Central Road Board (Lemon, 1983:46-7).Further to the north, residents did see the need to form a road board. Edward Wood, thestorekeeper at Preston, started a petition to form one, and in 1854 the Epping Road Districtwas proclaimed. This was one <strong>of</strong> the first road boards ever formed in Victoria. The Districtincluded Thomastown and Epping as well as the Preston area north <strong>of</strong> Bell Street. Accordingto Edge, the meeting that formed the Epping Road Board was held in the <strong>Darebin</strong> BridgeHotel (just outside the study area), but Board meetings were held in the Belmont Hotel,Thomastown (again outside the area) and the Merrilands Hotel, on Epping Road (High Street)north <strong>of</strong> the site <strong>of</strong> the Reservoir station. Around the same time Morang Road Board was als<strong>of</strong>ormed to take responsibility for Plenty Road. The Epping Road District expanded to take inthe rest <strong>of</strong> Preston, and in 1864 the residents <strong>of</strong> Northcote decided to join the District, which88
