社會服務 Social ServicesThe Social Services Department社會服務部透過其一百四十九個服務單位主要提供五類服務 , 包括綜合家庭服務、幼兒服務、兒童及青少年服務、康復服務及安老服務。The Social Services Department provides five main areas of service, namelyIntegrated Family Services, Child Care Services, Children and YouthServices, Rehabilitation Services and Elderly Services, through its 149service units.屆內 , 本部所服務的嬰兒、幼兒、青少年、學生、家庭暴力受害人、弱能人士、失業人士及長者 , 超過七萬七千五百名。除以上五類服務外 , 本部另設行政組統籌部門日常行政工作 ; 保良局扶弱基金辦事處、保良局田生基金辦事處及保良局醫療資助基金辦事處處理基金事宜。During the year, we serve over 77,500 people including infants, youngchildren, youths, students, and victims of family violence, handicappedpersons, the unemployed and the elderlies. During the year,with the funding support of the Social Welfare Development Fund, 63 trainingcourses with topics varied from Management, Profession Enhancement andLanguages were conducted for around 1,050 staff members.Po Leung Kuk Annual Report 2012-2013 111

社會服務 Social Services為進一步加強醫護界及社福界對推動精神健康的合作及關注 , 本部於二零一三年一月十八及十九日假本局梁王培芳堂舉辦「醫社合作 — 精神健康齊抗逆」研討會 , 更邀得食物及衛生局副局長陳肇始教授 , JP 擔任主禮嘉賓。來自醫療及社會服務界的講者向出席的業界同工分享有關推廣精神健康的知識及心得。是次研討會吸引了約九百名不同界別的人士參加。To strengthen the cooperation between medical and social services sectorsin promoting mental health, a seminar on “Collaboration Between Medicaland Social Service Sector on the Promotion of Mental Health” was held on18 and 19 January 2013 at Sally Wong Leung Hall of the Kuk. The seminarwas officiated by Professor Sophia CHAN, JP, Deputy Secretary for Food andHealth. Speakers from the medical and social service sectors shared theirknowledge and experience relating to the promotion of mental health toour service recipients. The event attracted about 900 stakeholders fromvarious sectors.本部於二零一三年三月二日舉辦的員工發展日 , 有九百六十名員工參加 , 內容包括「工作的樂趣」講座、遊戲及分享環節。長期服務獎頒獎禮亦於當天舉行 , 由本局梁寶珠主席擔任主禮嘉賓 , 共有七十七位分別服務保良局達十年、二十年、二十五年、三十年及三十五年的員工獲頒獎項。The Social Services Staff Development Day was held on 2 March 2013. Therewere 960 staff participated in a talk on “Pleasure in Work” with games andsharing sessions. The Long Service Award Ceremony , officiated by the Kuk’sChairman, Ms Jacqueline P C LEUNG, was also held on the day with a total of77 staff being honoured for their long and loyal service with the Kuk, rangingfrom 10, 20, 25, 30 to 35 years.Po Leung Kuk Charity Fund forthe Disadvantaged本局於二零零五年七月成立保良局扶弱基金 , 為領取綜援、低收入及有需要人士 , 提供暫時性的經濟援助 , 以應付其醫療、家居及學習等需要 , 並為家庭或個人遭遇突變的個案提供緊急的經濟支援 , 包括殮葬費及生活費 , 以解燃眉之急。截至二零一三年三月二十二日 , 受惠個案 ( 包括南丫島海難受影響人士 ) 共一百三十二個 , 基金本年度撥款超過一百五十六萬元。The Po Leung Kuk Charity Fund for the Disadvantaged was established inJuly 2005. The Fund provides temporary financial assistance to individualsand families with low income and those living on Comprehensive SocialSecurity Allowance to pay for their medical, household and educationexpenses. The Fund also provides emergency financial assistance to coverburials or maintenance expenses to those who encounter sudden crisis. Asof 22nd March 2013, the Fund has paid out more than $1,560,000 to 132beneficiary cases (including individuals or families affected by the LammaFerry Disaster) during the term.Po Leung Kuk Richfield Home ImprovementCharity Fund本基金由田生慈善基金捐款成立 , 並在二零一二年一月正式接受申請。基金目的是為低收入家庭能有一個具基本設備的家居及能維持基本的生活需要 , 提供一次過或短暫的經濟支援。援助對象包括 :1) 受市區重建、私人發展商收購、清拆令 , 或意外事故影響而必須另行租住房屋的低收入家庭 ; 以及 2)居住環境欠佳而需改善家居的低收入家庭。With the generous donation of Richfield Charity Fund, the Po Leung KukRichfield Home Improvement Charity Fund was launched in January 2012.The Fund, serving as a one-off and temporary financial aid, dedicates tohelp low income families acquire household equipment and fulfill theirbasic needs. Target beneficiaries include: 1) low income families who arerequired to rent a separate abode due to urban renewal, private acquisition,removal orders, or other emergency, and 2) low income families whosehomes need refurbishment. 所有申請經由社會福利署、社署資助機構、醫管局轄下醫院或公益金會員機構的註冊社工轉介。截至二零一三年三月二十二日 , 受惠個案共八十七個 , 基金本年度撥款超過四十九萬元。Department and its sub-vented organizations, medical units of HospitalAuthority or member agencies of the Community Chest of Hong Kong.As of 22nd March 2013, the Fund has paid out more than $490,000 to 87families or individuals.Po Leung Kuk Medical Assistance Fund本基金由保良局預留三千萬元成立 , 並於二零一二年十一月正式接受申請 , 旨在資助於政府醫院或診所輪候做手術或掃描檢查的病人 , 盡快在私家醫院進行所需手術或深層次檢查。此外 , 亦資助在政府醫院接受治療而需要購買藥物或儀器 , 但未能受惠於撒瑪利亞基金或關愛基金資助的病人。The Po Leung Kuk Medical Assistance Fund was launched in November2012 with the capital support of $30,000,000 from the Kuk. It aims toprovide financial assistance to patients waitlisted at government hospitalsor clinics for surgery or advance investigation to receive treatmentor investigation at private hospitals or clinics. The Fund also assistsgovernment hospital patients who need financial assistance to purchasemedicine or equipment but are not eligible for the Samaritan Fund orCommunity Care Fund.Integrated Health Centre本港人口老化及長期病患者年輕化 , 對醫療服務需求大增。為回應社會需求 , 本局逐步開展醫療服務的工作。除了為本局服務單位長者及殘疾人士提供中醫義診及口腔檢查牙齒護理 , 本局進一步推出西醫服務。於旺角鄰近太子港鐵站旁 , 設立綜合健康中心 , 中心面積二千一百八十四平方呎 , 於二零一二年十一月初完成註冊 , 獲衛生署批准開辦西醫診所 , 並隨即開始為本局的服務使用者 ,提供以下服務 :With ageing population in Hong Kong, and people start to have chronicdisease at a relatively young age, there is heavy demand on medicalservices. In response, the Kuk has taken steps to develop medical services.Apart from providing free Chinese medical consultation as well as dentalcare and examination to members of our elderly and rehabilitationcentres, an integrated health centre was set up in Mong Kok close toPrince Edward MTR station. The centre, with an area of about 2,184 squarefeet was registered with the Department of Health in November 2012.It commenced operation in November to provide services to the Kuk’sservice recipients. Beforejoining the centre, they had worked in public or private hospitals. Thecentre aims to provide quality one-stop medical services at a low fee.2. 綜合健康中心醫生定期巡視本局安老及康復院舍 , 為院友提供診症及跟進治療 ; 期望由本局自聘醫生巡院的安排逐步取代以往院舍向區內私家醫生購買外展到診服務。由本局醫生自行巡院可以提升院舍巡院服務的水平 , 為院友健康提供更佳的醫療照顧。3. 定期舉辦健康講座 , 並與區內團體 , 如福利機構、婦女組織、學校等合作 , 推動健康教育。2. Visiting Medical Doctor ServiceDoctors from the Integrated Health Centre conduct regular visits to theKuk’s elderly and rehabilitation homes. They give physical examinationon the residents and treat their illnesses. We hope that doctors of thecentre could gradually replace those outsourced visiting medicalservices offered by private doctors. It will ensure consistent and highstandard visiting medical doctor services for residents of our elderlyand rehabilitation homes.3. Community Health EducationThe Centre holds regular health talks and raises the community’sawareness of health issues by collaborating with local welfare agencies,women groups and schools. @Po Leung Kuk Flea Market本局於二零一二年十一月初設立保良市集 ,於每月第一及第三個週日假禮頓道本局總部舉行。本局僅收取低廉的管理費 , 為弱勢社群其中包括青少年、婦女、長者、殘疾人士、少數族裔、新來港人士等提供創業平台 , 體驗共融社會 , 達至「扶弱勢、助創業」的目的。保良市集攤檔超過七十個 , 貨品種類多元化 , 為大眾提供一個假日消閒的好去處。市集自營運以來 , 獲得社會各界的認同 , 單日入場紀錄超過一千七百人次 , 整體銷售額亦見理想。Po Leung Kuk Flea Market has started operation since early November 2012,and has been scheduled for the first and third Sundays of each month atthe Kuk’s Headquarters. It provides a platform for those in disadvantages,including youths, women, the elderies, person with disabilities, ethnicminorities and new arrivals, to startup businesses with nominal rental,get trained up and experience social integration. In addition, it providesleisure for the public during weekends. The market had recorded over1,700 visitors a day, and the total sales amount was also satisfactory.114保良局壬辰年年刊

社會服務 Social Services野外煮食樂趣多Fun Fun Outdoor Cooking迎接挑戰 — 攀石活動Meet the Challenge – Rock Climbing「親子樂融融計劃」則以六歲以上之住宿兒童及家屬為對象 , 藉著家長教育、親子聯繫活動及個案輔導 , 冀改善親子關係 , 提升家長管教能力及自信心 , 以早日實現兒童回家團聚的目標。The “Parent-child Relationship Enhancement Project”: with the residentialchildren aged above six years old and their parents as the service targets.It aims at enhancing parent-child relationship and parental skills throughparent education, parent-child activities and counselling. We hopethat through this project, the parent-child bonding can be rebuilt andstrengthened so as to shorten the children’s duration of stay in Kuk andachieve home restoration.為使曾接受本局兒童住宿服務的人士 , 在離局後仍有繼續進修的機會 , 本局設立「保良局香港外國記者會獎助學金」及「保良局展毅獎助學金」。本年共有十一名及九名住宿舊生分別獲頒發「保良局香港外國記者會」及「展毅」獎助學金。本局家庭危機支援服務包括翠林中心及三間婦女庇護中心 , 分別是昕妍居、曉妍居及維安中心。今年服務計劃沿用主題「婦女充權展新姿、童畫童樂共成長」, 舉辦了一系列有關家庭暴力、個人健康、子女管教及權益資訊的工作坊及講座 , 另外由專業治療師為婦女及兒童舉辦藝術治療小組 , 旨在協助家庭暴力受害人重整個人價值 , 強化內在的資源。Sponsorships and Bursaries for the DisadvantagedTo support those children discharged from the Kuk’s residential child careservice to pursue higher education, two scholarships and grants havebeen set up, namely the Po Leung Kuk-Foreign Correspondents’ ClubScholarship and Grants Fund and the Po Leung Kuk Scholarships andGrants for Ex-residents of the Residential Child Care Services. In the pastyear, a total of 11 and nine ex-residents were awarded with scholarshipsand grants respectively.Family Crisis Support ServicesThe Family Crisis Support Services comprise Tsui Lam Centre and threeRefuge Centres for Women, namely the Sunrise Court, Wai On Home andDawn Court. During the year, a series of educational talks and workshopson understanding domestic violence, health, parenting and personal rightsbased on the theme of “Women Empowerment and Children Development”was conducted. In addition, professional therapists were employed toconduct different therapeutic art groups for women and children, helpingthem restructure their values and expand their internal resources.此外 , 為了加強支援受家庭暴力影響的家庭 , 年內更增聘專責社工策劃男士服務 , 除現有的男士熱線之外 , 亦會為受家庭或同居關係衝突或危機問題困擾之十八歲及以上男士提供電話跟進、個案輔導及小組活動等。In order to strengthen the support for families affected by domestic violence,a social worker was additionally employed to provide specialized servicesfor men. In addition to men’s hotline service, case telephone follow up,individual counselling and group activities had been set up for men aged 18and above who are in conflict with family members or cohabitants.118保良局壬辰年年刊

西貢郊遊一家親離舍婦女及其子女結伴遊覽西貢獅子會自然教育中心Mutual help group members visit Lions Nature Education Centre at Sai Kung「童心同行」子女探視手冊 ─ 父母篇及我和爸媽有個特別約會“Walking with Child Handbook – For Parents” and “I Have a Special Datewith Dad and Mom”婦女庇護中心主要為遭遇家庭暴力的婦女及兒童提供安全的暫時住宿 , 以解決即時危機。服務內容包括二十四小時熱線及接收個案服務、專業輔導、個案管理、日常生活支援、離舍個案跟進、婦女互助小組及社區教育等。中心的社工會為個案進行全面的危機評估、制訂安全及介入計劃。是年離開中心的個案中 , 百分之九十四點三的個案評估 ,危機程度已有所降低 ; 而中心亦透過問卷向服務使用者進行服務滿意調查 , 全年整體服務滿意率達百分之九十九點七。Refuge Centre for WomenRefuge Centre for Women provides temporary safe accommodation forwomen and children who encounter or are at risk of domestic violence.Services included: 24-hour hotline and admission service, counselling, casemanagement, daily life supportive services, after-care services, mutualhelp group for women and community education. Social workers conductcomprehensive risk assessment for formulation of safety and interventionplan for each individual case. Over the year, based on the pre and post riskassessment, 94.3% of the abused women were assessed to have lower risklevel upon time of discharge. The overall service satisfaction rate capturedthrough our survey was 99.7 %.General Profile on cases admitted to the Women’s Refuge Centres(1January 2012 – 31December 2012)5.1.1. ● 63% 身體虐待 Physical Abuse2. ● 2% 性虐待 Sexual Abuse3. ● 5% 精神虐待 Psychological Abuse4. ● 11% 多種虐待 Multiple Abuse5. ● 19% 緊張家庭關係 Tense Family Relationship4.2.3.本局三間婦女庇護中心分別設有二十四小時熱線服務 , 為遭遇家庭暴力的婦女提供情緒支援、介紹社會資源及處理轉介入住宿舍之申請。由二零一二年十二月十七日開始 , 上述三條熱線已經合併為一 ,8100 1155 , 將繼續為有需要的人士提供更統一及便利的支援服務。The three women refuge centres of Po Leung Kuk each operated a 24-hour hotline to provide emotional support, information on communityresources and process application for admission for women at risk ofdomestic violence. Starting from 17 December 2012, the three hotlineswere merged into a new single line 81001155 in order to providestandardized and convenient service for target users.Po Leung Kuk Annual Report 2012-2013 119

社會服務 Social Services「兩性互重 , 關愛共融」是本年度家庭危機支援服務所舉辦之社區教育活動主題 , 目的包括 :( 一 ) 推廣服務及反暴力訊息 , 增進社區人士對家庭暴力支援服務的認識 ;( 二 ) 舉辦地區性活動 , 建立暴力零容忍的文化 , 加強兩性平等教育 ;( 三 ) 提高新來港、少數族裔及殘疾婦女等對預防家庭暴力及保障個人權益的認知。舉辨活動包括 : 講座、工作坊、攝影比賽、服務展覽、問卷調查、義工訓練、嘉年華、文化共融及互助活動等。“Gender Respect and Care for all” was the theme of this year’s communityeducation programme. Its aims include: 1) To promote concept of antiviolenceand enhance public understanding on the community resourcesin tackling of domestic violence; 2) To conduct activities at the district levelin order to build a culture of zero tolerance towards violence and strengtheneducation on gender equality; 3) To facilitate women of new arrivals,ethnic minorities and disabilities to understand prevention of domesticviolence and related personal rights. Activities conducted include: talks,workshop, photo competition, service exhibition, questionnaire survey,volunteer training, carnival, cultural exchange and mutual help activities.中心於二零一二年六月正式遷入將軍澳翠林邨的永久用址 , 繼續推行全港性的家庭暴力受害人支援計劃 , 為受害人提供一系列的資訊、情緒支援及陪伴服務 , 減輕受害人在面對案件調查、司法程序及生活突變的徬徨和恐懼。由二零一零年六月服務開辦至今 , 中心舉辦了九十節義工培訓課程 , 共招募義工超過二百五十名 , 並且分佈於不同地區為受害人提供各項陪伴服務。透過中心的職員及義工攜手合作 , 積極參與服務 , 致令整體服務滿意率達百分之一百。Tsui Lam CentreTsui Lam Centre, which operates territory-wide “Victim SupportProgramme for Victims of Family Violence”, moved to a permanent locationat Tsui Lam Estate in June 2012. The centre aims to alleviate feelings offear and helplessness of victims who are facing case investigation, legalproceedings and sudden life changes through the provision of emotionalsupport, information and companion services. Since the commencementof service in June 2010, the centre had conducted 90 sessions of volunteertraining and recruited over 250 volunteers to provide companion service tovictims over the territories. Abused womenand children aside, clinical psychologist also worked with social workers torun men’s groups, which helped the fathers to relieve stress and improvechild care skills. Apart from rendering counselling services based on“Child-centred Play Therapy” to the children, “Expressive Arts Therapy”and “Music Therapy” were also provided to service users to facilitate theirself-understanding and ventilation of negative emotions. The centre alsoprovided parents’ training on “Child-centred Play Therapy”, group onparenting skill enhancement, parent-child parallel group on “EnhancingChildren’s Self-care Ability” and training group on “Enhancing Children’sAttention and Etiquette”. They were well-received by parents. A total number of 734 children had registered as members by the endof December 2012. Our intercountry adoption service aimsto match suitable adoptive families in USA and Australia to the childrenin-needin Hong Kong. Interested parties are welcome to contact ouradoption worker for enquiries. As of January 2013, five children have beenadopted by Australian adoptive families and another child by a Hawaiianfamily, while 13 applications from overseas are under process.Local AdoptionThe local adoption service aims at finding permanent and loving localhome for children waiting for adoption in Hong Kong. Comprehensivehome studies were conducted by our adoption social workers to assessthe families’ suitability to be prospective adoptive parents. As of January2013, we have received 33 local adoption applications and a total of 11approved families have been successfully matched with adoptive children.We wish them all the best in the future.Child Sponsorship ProgrammeAs at 22nd March 2013, a total of 17,111 sponsors participated in the ChildSponsorship Programme and 639 sponsors participated in the HouseSponsorship Programme. 本年度的『助養兒童誼親日』已於二零一二年五月二十七日假灣仔伊利沙伯體育館舉行 ,參加人數包括嘉賓、助養人及住宿兒童共一千四百一十六人。一眾局童及外界團體亦於當日獻上多個精彩環節。The Po Leung Kuk Sponsors’ Day 2012 took place at Queen ElizabethStadium on 27 May 2012, with a total of 1,416 guests, sponsors and theKuk’s children attending. Performers on that day included the Kuk’schildren and other organizations. All those present had an enjoyable time.家舍贊助計劃於二零一二年共舉辦了七次同樂日活動 , 讓「陽光家庭大使」與小朋友一同歡聚遊戲 , 除參觀了保良局博物館及兒童家舍 , 認識保良局的工作 , 亦有探訪兒童之家家舍等。Seven fun days were held during the year to provide opportunities forthe Sunny Family Ambassadors to get together with the Kuk’s children.They also visited small group home, the children’s dormitories and the PoLeung Kuk Museum. We were glad to have Mrs.Cecilia Yuen, the Assistant Director of Social Welfare (Rehabilitation andMedical Social Services) then, to officiate at the opening ceremony. TheExhibition featured more than 400 pieces of artwork, including over 300pieces of oil painting, ink wash painting, pottery and paper mache.Special Children Education and Training ServicesChild Care Services operate two special child care centre cum earlyeducation training centres to provide professional training, therapy andfamily support to children with special needs, from newborn to age sixyears old. The Fund provides these children with specialtraining, support to their families, and also assistance in acquiringrehabilitation facilities. 社會服務 Social ServicesRehabilitation Services本局康復服務於一九七零年代成立 , 現時服務包括輔助宿舍、輕中度和嚴重弱智人士宿舍、嚴重肢體傷殘人士宿舍、嚴重殘疾人士護理院、長期護理院 ( 精神復康服務 )、日間訓練中心、庇護工場、綜合職業服務中心、社區支援、輔助醫療、社會企業及為綜援受助人或低收入人士 ╱ 單親家庭提供就業援助服務。Since the inception of service in the 1970s, the Kuk’s rehabilitation servicehas developed to provide a wide spectrum of quality services, includingresidential service for disabled persons, day activity centres, vocationalrehabilitation service centres, integrated rehabilitation services centres,community support services, paramedical services, social enterprisesand intensive employment assistance schemes for those ComprehensiveSocial Security Allowance recipients or low income earners.在住宿服務方面 , 康復服務現有十五間不同類別的院舍 , 為不同程度的弱智人士 , 肢體傷殘及長期精神病患者提供服務 , 名額合共一千零五十二個。社工及醫護職員會為每位服務使用者制訂個人訓練和照顧計劃 , 並定時與他們及其家人檢討進度 , 使服務切合他們的需要。除生活照顧、技能訓練及醫療護理外 , 各院舍亦經常舉辦不同的活動 , 以促進服務使用者的個人發展 , 家庭關係及社區融合。On residential service, we are now operating 15 residential units whichtogether provide 1,052 places for people with disabilities. These include handicrafts, Chinese painting,lion and dragon dance, and various ball games. Along with this, our servicerecipients are often encouraged to take part in various open competitions.We are very happy to see that they had won 35 gold, 36 silver and 29 bronzemedals, a number of outstanding performance prizes and special awards invarious competitions this year. Apart from this, wealso organize activities to strengthen the relationship between our servicerecipients and their families. These services include home-based training, clinical psychologicalservices, occupational therapy, respite service and various interest groupsfor them. Recently, we have also provided services for children/adolescentswith autistic or learning difficulties. The dental care room especially for thedisabled persons in our Tin Ka Ping Rehabilitation Support Centre at Shatinaims to promote and enhance the dental health of the disabled persons. Given its central location, theHome is approaching its full occupancy.今年獲社會福利署邀請營辦位於港島西營盤的安老院暨長者日間護理中心 , 院舍提供九十三個宿位及二十二個日間護理中心名額 , 將於二零一三年七月正式投入服務。新院舍以「心繫老香港」為主題 , 透過舊貌西環的老香港家居設計 , 為體弱的長者提供全面優質的住宿照顧服務。A new elderly home, located in Sai Ying Pun, Hong Kong Island with 93residential and 22 day care places will commence operation in July 2013.The home, with a theme of “The Old Hong Kong We Lived” creates areminiscent ambient and provides elders with comprehensive and highquality residential care services.於二零一二年三月開辦的深水埗長者日間護理中心 , 為深水埗區及黃大仙區的長者提供日間護理照顧服務 , 中心因應長者的程度及活動能力 , 分三個組別提供照顧服務 , 讓照顧可以更全面和個人化。環境方面 , 中心設有模擬家居 , 為長者及護老者提供日常起居訓練。Sham Shui Po Day Care Centre for the Elderly commenced operation inMarch 2012 to provide day care service to elders living in Sham Shui Poand Wong Tai Sin Districts. In the centre, three groups of daily routinesare set for the elders according to their different capability. Our showroom located at Kwai Chung,was decorated as a “public housing unit” for elders’ training on the use ofrehabilitation aids. The Centre began its operation in March 2013.Speech Therapy ServiceDistrict-based Speech Therapy Service TeamsStarting from August 2002, two District-based Speech Therapy ServiceTeams were formed to provide quality and comprehensive speech therapyservices for children attending kindergartens-cum-nurseries. Our speech therapists conductedon-site professional assessment, and individual and group treatmentto students. We were also actively involved in the schools’ educationalprogrammes in order to raise awareness of the importance of earlyintervention in children’s speech and language development.“Talk Wise” Children Language Development ProjectThe project was made possible by the grant of the Eu Yan Sang CharitableFoundation Company Limited. It aims to promote the collaborationbetween kindergartens, teachers and speech therapists through a series offree speech and language assessment and trainings for children in need andother children awaiting special education services from the government.The programme benefitted over 1,000 teachers, parents and children.Educational Psychology ServiceThe Educational Psychology Services provide school-based educationalpsychology services to various schools in Hong Kong, ranging from nurseryto secondary. Social workers from Po Leung Kuk provide in-school services,including guidance services, making referrals to other service units, as wellas organizing parental talks, workshops and parent-child group activities.Special Developmental Programmes for the YouthInvited by the Student Health Service, Department of Health, theAdolescent Health Programme was set up in various junior secondaryschools in September 2008.
