Urgent action is needed <strong>to</strong>divert mentally ill women out <strong>of</strong> <strong>prison</strong>s which are <strong>in</strong>capable <strong>of</strong> meet<strong>in</strong>g theircomplex needs.”Janet Brough, Valerie Hayes’ sister said:“Valerie was outgo<strong>in</strong>g, chatty and well liked by everyone that met her. She wastalented, had a lovely s<strong>in</strong>g<strong>in</strong>g voice and played the guitar. Six women died at HMP Styal <strong>in</strong> a twelve month period <strong>in</strong> 2002 <strong>to</strong> 2003. This caused the thenPrisons’ M<strong>in</strong>ister Paul Gogg<strong>in</strong>s <strong>to</strong> commission an <strong>in</strong>vestigation <strong>to</strong> be overseen by the PrisonsOmbudsman <strong>to</strong> consider the circumstances surround<strong>in</strong>g the six <strong>death</strong>s at HMP Styal. The reportex<strong>press</strong>ed grave concerns about the quality <strong>of</strong> care and treatment be<strong>in</strong>g provided at Styal, particularly<strong>to</strong> women who are vulnerable <strong>to</strong> drug use and/or mental illness.2. In response <strong>to</strong> the publication <strong>of</strong> the PPO report, the government announced that it would undertake areview <strong>of</strong> vulnerable women <strong>in</strong> the crim<strong>in</strong>al justice system. Baroness Jean Cors<strong>to</strong>n was responsible forthis review, which reported its f<strong>in</strong>d<strong>in</strong>gs and recommendations <strong>in</strong> March 2007. The governmentresponded <strong>to</strong> the review <strong>in</strong> November 2007 and has failed <strong>to</strong> allocate any resources <strong>to</strong> itsimplementation.3. INQUEST is the only non-governmental organisation <strong>in</strong> England and Wales that works directly withthe families <strong>of</strong> those who die <strong>in</strong> cus<strong>to</strong>dy. It provides an <strong>in</strong>dependent free legal and advice service <strong>to</strong>bereaved people on <strong><strong>in</strong>quest</strong> procedures and their rights <strong>in</strong> the coroner’s courts.2
