Addressing poverty and promoting good governanceFrom experience to date, the most problematic aspects of FREELIFE areprovision of land – as often it is difficult for the CFUG to make availableland of any quality that is not too far from the settlement – and theinvolvement of the poor in forest-based enterprises, the establishment ofwhich requires outside support (and presents a challenge when combiningcommercial and social objectives).We cannot claim that FREELIFE is fully implemented by all the CFUGs or thatthose implementing it are fully successful.
