The Remake of a Statescience and innovation, tourism, cooperatives, and investment-friendlyenvironment are some of the important components of economic growthin the post-conflict situation.The post-conflict state building has to focus on linking development witheconomy. Economic development assistance in the conflict-affectedareas, economic policy reforms, trade promotions (export and import),creation of markets and jobs, intensive investment in basic services suchas education, health, drinking water, etc, rural infrastructure developmentand rural investment, promotion of private investment, modernisation ofagriculture, land reform (land consolidation, assuring land entitlementto tenants and landless, defining land ceiling, land-use classification),rural entrepreneurship development, commercialisation of prospectsof bio-diversity, rural people's access to and benefit sharing in naturalresources (such as land, forest, water, mines, etc.) and public resources,development of tourism industries and associate sectors, exploitation ofhigh potential of hydropower are some of the major areas of economicdevelopment.2.7 Security sector restructuringOne of the fundamentally important components to achieve post-conflictstability and peace is restructuring of security sector that not only includestate security forces and institutions but also the security structures ofparties taking arms against the state. It has five interrelated components,i.e. i) restoring transitional security ii) disarmament, demobilisation andreintegration (DDR) iii) controlling SALW iv) developing national securityplan/policy (NSP) and v) restructuring of security sector.2.7.1 Restoring transitional securityTransitional security is one of the fundamental bases to shorten thepost-conflict period and achieve stability, regain public trust on state andcreate conducive environment with reconstruction and development.Transitional justice is another crucial area to be dealt with the post-conflictsituation. Without dealing with the past, it is not possible to promotereconciliation, harmony and feeling of justices. This can be achieved byestablishing tribunals, strengthening human rights bodies, establishingmonitoring mechanisms, strengthening community security armamentsand civilian police.One of the major challenges after signing the peace agreement ismaintaining security situation in any war-torn countries.
