Numerous studies (Kreimer et al. 2000; UNIFEM 2004;Hamber and Kelly 2004; Specht and Carlien 1998; Centro de EstudiosInternacionales 1995; Department of Foreign Affairs and InternationalTrade Canada 1997; Mokalobe 1999; Barron 1996; de Watteville 2002,Fusato 2003; Honwana 2005, MacCormack 2003; Palmer 2002; Aditya etal. 2006 and Skaar et al. 2005) have shown that R&R is complicated andlengthy process that requires concerted efforts from government, societyand the local people. Substantial social, economic and political change (Hamber andKelly 2004).4.1 Building confidence, trust and mutual respectBuilding and revitalising the local social capitals to promote R&R iscrucial in building mutual trusts and promoting peaceful coexistence. Theeroded social capitals (social relations, networks, common forums andplatforms) in community during the ten years of armed conflict has to berevitalised.The post-conflict approach needs to focus on rebuilding local socialrelations and strengthening them. It starts with bringing conflict victimsand other key actors of conflict in a common platform to work together,understand and respect each other.Revitalised social capital entails emergence, promotion and strengtheningof local association, community participation, collective accountability,enables collective censure of violence, promotes feeling of security andcommon identity thereby reducing fears (Colletta et al. 1996)4.2 Participation in social and political organisations andprocessesOnce people get busy in their social spheres, they tend to forget thebitter past. In contrary, if people are isolated, alone and mentally andphysically inactive, they recall their horrible past memory and developmental response accordingly that ultimately leads either to revenge andretaliation or to hopelessness and helplessness. Therefore, engagingconflict victims and conflict actors in social and political activities accordingto their capacity and ability is vital.Social, religious and philanthropic organisations, forums and mechanismsexist in every society. Engaging conflict victims and people to bereintegrated in these organisations is the beginning R&R. Once theystart to engage in social activities, they gradually develop confidence.Then they have to be given more responsibility. Finally, it is essential tobring them to the leading positions incorporating in the political process.272
