The Remake of a Statepeace and development. Promotion of flexibility, transparencyand accountability in planning, implementation and evaluation ofdevelopment, concerted and collaborative efforts among I/N/GOs andlocal communities, balance between longer-term development goals(e.g., the achievement of MDGs, Poverty Reduction Strategic Plan) andimmediate developmental need of conflict affected population, linkingpost-conflict development with national defence policy, foreign policyand national constitutional provisions are some of the other importantissues to be dealt with in foreseeable future.The conflict sensitive development policy at post-conflict situation needsto integrate development with DDR, which often take place in a situationcharacterised by insecurity and lawlessness, poor or badly functioningeconomies and a lack of social services and social tension. Post-conflictrecovery should be one of the prime focuses at such a critical phase ofpeace process. Conflict sensitive development strategies must synchroniseall development programmes and projects implemented by developmentagencies including the UN, bilateral and multi-lateral agencies and I/N/GOsto ensure smooth implementation of broader recovery and developmentprogrammes. Development programmes are unlikely to succeed withoutfull cooperation and the firm commitment of the political and developmentactors within and outside state structures. Building trust and cooperationamong political and development actors and general public is crucial.Strategic focus of conflict sensitive development must concentrate inthese areas (Upreti 2005).Successful development intervention in post-conflict situation shouldensure basic principles of conflict sensitive development. For it to takeplace, existing institutional arrangement are not enough to address thewide-ranging difficulties faced by Nepalese people now. Hence, newarrangements are needed in terms of development administration andplanning, resource allocation, implementation and monitoring.Post-conflict monitoring and evaluation should focus on integrity,accountability, professionalism and corruption control in addition toregular domains of monitoring and evaluation. Adopting the principleslaid in the preceding section and constant monitoring (on both processand outcomes) at national and local levels help ensure the achievementof the objective of post-conflict reconstruction and development, i.e.achieving stability and state building. However, state building is far morecomplicated. The development sector is only a part of it. Therefore, efforts147
Reconstruction and developmenthave to be made to strongly interlink post-conflict development plan withthe broader nation building framework discussed in Chapter 2.Post-conflict peace and stability can be achieved by getting developmentand state-building process right, means having strong monitoringmechanism, sincere implementation of understandings and agreements,appropriate dealing with the past and ensuring of transitional justice andrule of law, guarantee of transitional security, free and fair elections, properfacilitation of DDR, restructuring of security sector and implementationof development projects and programmes that provide direct benefits topoor and socio-economically DAGs.ReferencesAnderson MB. 1999.
