Concernsof landless, marginalised, indigenous and disadvantaged people have tobe addressed by post-conflict development intervention. Implementationstaffs need to be selected within the principle of inclusion from women,ethnic community, Dalit, and poor. Similarly, the implementation of socialservice related development and infrastructure projects are important toreduce poverty and address structural causes of conflict.Focus of post-conflict development has to be in rural reconstruction andrehabilitation to promote equity-based livelihood basis and well-being ofpoor, marginalised and conflict-affected people, economic growth andpoverty reduction. Restoration of basic infrastructures and social capital,public services and community based services should be in priority in theaftermath of conflict. Employment and income generation through ruralroads, community water supply and sanitation, community development,institutional capacity building and empowerment of socially excluded andmarginalised sections of society are some of the important activities thatcan contribute to peace building and stability.Post-conflict development needs a holistic policy and regulatoryframework, a clear institutional mechanism and operational arrangementto ensure inclusion of excluded, to address poverty, inequality, injusticeand discriminations and employment generation in the project areaand restore the lost trust with the state, regain the mistrust betweenpolitical forces and promote collaboration and mutual respect. It has toincorporate basic principles of conflict sensitive development. Flexibility,transparency and accountability are fundamental principles of conflictsensitive development. Hence, the new development policy and strategymust ensure provision of these principles in modus operandi and projectmanagement levels.
