Based on a thorough understandingof the conflict, it provides strategic framework for conflict prevention andpeace-building work in a country at risk. It helps to identify root causes ofconflict and promote local capacities and opportunities for peace buildingwithin development programmes. It also assists to monitor and mitigatethe potential negative consequences of development intervention,helps review of existing good practices of development interventions,integrate conflict resolution and peace-building values in developmentprogrammes, emphasise for the introduction of the codes of conduct toimplement development interventions through flexible approach to adaptto different types and stages of conflict, helps co-ordinate a wide range ofinstruments and actors based on their comparative advantages, addressessecurity risks, promotes local capacities for peace and the structural rootcauses of conflict. Hence, the Ministry of Peace and Reconstruction shouldensure that all development policies and strategies incorporate PCIA as acompulsory development administration and management tool as EIA ispractised in bigger projects.Use of tools and techniques of conflict sensitive development interventionin the planning and monitoring is essential. Conflict analysis (CA), conflictimpact assessment (CIA), PCIA and conflict risks assessment (CRA) mustbe made compulsory in designing and implementing big developmentprojects, programmes and regular project performance monitoringsystem, yearly reviews and periodic evaluations. Development policy andprogrammes should also incorporate not only Do-No-Harm principles(Anderson 1999) but also Do-Good principles (Upreti 2007).4. The political face of developmentSuccess or failure of peace process depends upon adaptation ofintegrated approach of simultaneously dealing with political processand development intervention. They are mutually reinforcing. Some ofthe important political and social aspects of post-conflict situation arediscussed in the following lines.142
