Hence, postconflictdevelopment planning has to ensure these provisions.Conflict sensitive development is a flexible, transparent and effectiveapproach with functional modus operandi at all levels. It ensuresincorporation of root causes of the conflict and issues and provisionsincluded in peace agreement in a regular project cycle (planning,implementation and evaluation). They provide methodology andconceptual orientation to address root causes of conflict, minimisepotential negative effects and provide opportunity for implementingdevelopment projects and programmes in the changed political contextwithin which the development has to operate. Addressing root causes ofconflict is one of the fundamental principles of post-conflict developmentplanning.Incorporation of the concept of conflict sensitive development in all stepsof project cycle is crucial in post-conflict phase. Analysis of interrelationshipand interaction among context, actors and cause of conflict (as depicted inthe following figure) and incorporation of their outcomes into each step ofthe project cycle (planning, implementation, monitoring and evaluations)is the other must.Focus on conflict sensitive development project cycle:Post-conflcit development strategy needs to use ‘conflcit sensitive projectdevelopment cycle’ while visioning, policy formation, defining procedures,implementation and monitoing and evalutation of development inthecountry.
