Ensuring quality social service isproved to be one of the effective peace dividends in post-conflict societies.While giving priority to society and service sector, equal emphasis has tobe given to rebuild social capitals such as social networks, linkages andtraditional arrangements.3.7 Planning post-conflict developmentWhile planning the post-conflict development, the classical, centralisedand politically-manipulated approach of development planning by thecentral National Planning Commission (NPC) must be changed. All localdevelopment programmes and projects must be planned, implemented,monitored and evaluated locally. Conflict sensitive development planningmust be applied using the concept of project cycle management. In thehistory of NPC model of development planning, the projects proposed bylocal levels were modified by the regional offices and the regional plansproposed by regional offices were changed by the concerned departmentsand the departmental plans were modified by the related ministries. Theministerial plans submitted by the concerned ministries were altered bythe NPC and finally these plans were modified by finance ministry andultimately irrelevant plans and budget got finalised by the government/NPC. Such a type of planning is the main cause of failure of developmentin Nepal. Therefore, it has to change.Post-conflict development planning has to:• provide peace dividends as one of the fundamental components ofpost-conflict reconstruction. Hence, development itself has to beensured as societal peace dividends.• must ensure transparency and accountability. It has to focus on socialinclusion and addresses marginality.• provide direct tangible benefits (quick disbursements and delivery),emphasise on local capacity building, use local resources and skills,138
