It has to link with NSP because some of the unconventionalsecurity issues are related with development such as food security, healthsecurity, environmental security, water security and energy security.Link with economic policy is needed as they are mutually reinforcing.Also, development contributes to achieve objectives of economic policyand economic policy provides framework for development. Similarly,development policy framework has to cover peace and human rights andtherefore any post-conflict reconstruction and development interventionmust ensure that they contribute to peace promotion, livelihood securityand addressing the socio-economic, cultural and political rights of localpeople (Upreti 2009).3. Post-conflict reconstruction and developmentNepal is finalising federal structures (tiers: central, provincial, local,numbers, demarcation, naming, etc.) promulgating new constitutionand redefining the governing system (presidential, prime-ministerial,or combined). In this stage, development plans must incorporate thefollowing basic principles:1. Focus on peace building- Address root causes of conflict, relief,rehabilitation, reconstruction and reintegration; implementdevelopment related provisions of CPA, transitional justice,human rights, cantonments and SSR.2. Focus on capacity building - Transfer of technical and managerialskills to provinces and local level, invest in research andeducation.3. Focus on reconstruction and rehabilitation – Reconstruction ofsocial and economic infrastructures.4. Focus on reconciliation – Include DAGs, promote civiceducation, harmony and trusts, provide reparation package toconflict victims, deal with the past and truth and reconciliationeffectively5. Focus on strengthening human rights and rule of law- Addressgender disparity, marginalisation, exclusion and socio-economicrights of people within the boarder framework of human rightsand transitional justice.132
