In thissense, the issue of community property rights is an important issue anda pre-requisite even from the view po<strong>in</strong>t of conflict management, socialjustice, peace and state build<strong>in</strong>g.To conclude, <strong>in</strong> the past, the state with au<strong>to</strong>cratic regime consolidated itspower and ga<strong>in</strong>ed property rights over forest land through constitutionalprovision, legislation, organisational <strong>in</strong>struments and armed forces.
