: 2 :Compliance: The catch water drains (garland drains) and siltation sumps of appropriatesizes has already been constructed with a length of 350 mtrs to arrest silt and sedimentflow from soil and ore stack yard. Periodical cleaning & proper maintenance of thesedrains are being carried out for de-siltation.To avoid heavy rush of water due to sudden rainfall or maximum discharge of water inthe area adjoining the mines site, the garland drains have been designed to cater atleast 50% more water. Sumps have been constructed so as to allow adequateretention period for water facilitating, proper settling of silt materials.(v)Condition :Dimension of retaining wall at the tow of OB dumps and benches within themine to check run-off and siltation should be based on the rainfall data.Compliance : The OB dump inside the mine has already been utilised for back filling ofold opencast workout quarries. A sump has been constructed at worked out area ofopencast quarry for de-watering after proper settling of silt materials during rainyseason.(vi)Condition :Ground water abstraction for domestic use should not exceeds 96.17m3/day. Balance water requirement (3215 m3/day) of the project should be met onlyfrom the mine pit water.Compliance : Water for domestic use including losses and other water requirement ofthe project is being made from Bore Wells and Underground mine respectively limitingwithin the approved limit.(vii)Condition :A green belt of adequate width should be raised by planting the nativespecies around ML area. Plantation should also be carried out along roads. OB dumpsites etc. in consultation with the local DFO/Agriculture Department raising the totalare under afforestation to 24.858 ha. The density of the trees should be around 2500plants per ha.Compliance : Plantation on road side, safety zone and reclamation area is being donein consultation with local D.F.O./Agricultural department and shall be continued in thereclamation area in future. Efforts shall be made to maintain the density of the treesaround 2500 plants per ha. The following table shows the achievements.

Themonitoring should be done for quantity four time a year in Pre-monsoon (April/May),Monsoon(August), Post-monsoon (November) and Winter (January) seasons and forquantity in May. Data thus collected should be submitted to the Ministry of Environment& Forests and the Central Ground Water Authority quarterly.Compliance : The regular monitoring of ground water level and quality is being carriedout by us through authorised outside agency of M/s-Environmental Research andServices (India) Pvt. Ltd., Bhubaneswar & the results are being submitted to theMinistry seasonal wise. During <strong>2012</strong>-13 we have submitted the monitoring reportsvide our letter No.NCM/12/789 dt. 03.10.<strong>2012</strong>, No.NCM/12/877 dt.09.11.<strong>2012</strong>,No.NCM/13/1100 dt.08.02.<strong>2013</strong> & No.NCM/13/1297 dt.11.04.<strong>2013</strong>. The said data formonitoring of ground water level (mRL) during <strong>2012</strong>-13 is appended in table below andthe plan showing the locations of BW-1 & BW-3 bore wells along with the graphicalrepresentation of the water table is attached herewith in Annexure-1.

In case the village wells godry the water requirement shall be made by the project authority.(x)Condition :Mine water discharge and/or any waste water containing Cr +6 should beproperly treated to meet the prescribed standards before reuse/discharge.Surface Run-off from the OB dumps & other surface run-off should be continuouslymonitored and analysed for Cr+6 and in case its concentration is found higher than thepermissible limit, the water should be treated before discharge/re-use.Compliance : The mine water and other surface run-off water etc. are being analysedregularly and found free from Cr +6 . Hence no treatment has been necessitated.(xi)Condition :Vehicular emissions should be kept under control and regularly monitored.Compliance : Being maintained and monitored.(xii)Condition :Recommendations made by the Central Mining Research Institute in theirstudy report on dump slopes stabilisation should be implemented.Compliance : As per the EIA & EMP, we have closed the Opencast operation from2005-06. Only operation activity is going on for back filling of old Opencast pits.(xiii)Condition :“Consent to Operate” should be obtained from SPCB before re-startingmining activities.Compliance : Consent to Operate of Air & Water has been obtained from OPCB videletter No.1778/IND-I-CON-256 Dtd.04.02.<strong>2012</strong>, valid up to 31.03.2014.(xiv)Condition :A detailed mine de-commissioning plan should be submitted to the Ministryof Environment & Forests five years in advance for approval.


: 5 :Compliance : The mine shall continue may be for another 40/50 years. As per theconditions, the de-commissioning plan shall be submitted before five years of minede-commissioning.(xv)Condition :All mining related ditches(excavated benches) created on the hill slopesshould be filled up by back filling within a period of two years and reclaimed byplantation / afforestation.Compliance : During <strong>Oct</strong>'12 to <strong>Mar</strong>ch'13 1877.960 M 3 overburden has been backfilled , however up to <strong>Mar</strong>ch'<strong>2013</strong>, 11,16,914.367 M 3 of Overburden back filled in theold working pits of opencast mines and total area of 6.604 ha. has been reclaimedand rehabilitated by plantation.(xvi)Condition :For any depredation by elephants within a radius of 20 Kms from this miningareas, ex-gratia and compassionate payment to people affected at all future timesshould be paid by the mining agencies.Compliance : This will be implemented in case of occurrence.(xvii)Condition :The mining agency should bear the cost of habitat improvement andcorridor development in respect of Hadagarh sanctuary.Compliance : Shall be done after hearing from competent authority.(xviii) Condition :No opencast operation shall be carried out from 2005-06 onwards when theproject will change to Underground method of mining. Only rehabilitation of voids fromopencast mining will be completed thereafter.Compliance : Is being followed.GENERAL CONDITIONS(i)Condition :No change in mining technology and scope of working should be madewithout prior approval of the Ministry of Environment & Forests.Compliance : There is no change in mining technology and scope of working. Priorapproval from MoEF shall be obtained if any change is warranted.(ii)Condition :No change in the calendar plan including excavation, quantum of mineralChromite and waste should be made.

Locationof stations should be decided based on the meteorological data, topographical featuresand environmentally and ecologically sensitive targets in consultation with the StatePollution Control Board.Data in ambient air quality (RPM,SPM,SO2,NOx & CO) should be regularly submittedto the Ministry including its regional office at Bhubaneswar and the State PollutionControl Board/Central Pollution Control Board once in six months.Compliance : Ambient air quality monitoring station has already been established inboth core & buffer zone in consultation with the State Pollution Control Board and themonitoring is being carried out by the authorised agency M/s-Environmental Researchand Services (Indian) Pvt. Ltd, BBSR in seasonal wise. The monitoring reports arebeing submitted to MoEF and OSPCB regularly.(iv)Condition :Drill should wet operated or with dust extractors and control blasting shouldbe practiced.Compliance : Wet drilling is being carried out. Control blasting technique is alsoadopted.(v)Condition :Fugitive dust emissions from all the sources should be controlled regularlymonitored and data recorded properly. Water spraying arrangements on haul roads,wagon loading, dumpers/trucks, loading and unloading points should be provided andmaintained.


: 7 :Compliance : Monitoring of fugitive dust emissions is being carried out seasonal wiseregularly i.e. in Summer, Post-Monsoon & Winter except Monsoon season by theauthorised agency M/s-Environmental Research and Services (Indian) Pvt. Ltd, BBSR.The monitoring reports has already been submitted vide our No.NCM/12/789 dt.03.10.<strong>2012</strong>, No.NCM/12/877 dt.09.11.<strong>2012</strong>, No.NCM/13/1100 dt.08.02.<strong>2013</strong> &No.NCM/13/1297 dt.11.04.<strong>2013</strong>. The location map for the same has already beensubmitted vide our letter No.NCM/11/1548 dtd. 23.12.2011 for reference. Regularwater sprinkling 3-4 times in a shift in three shifts depending upon the requirements isbeing done on haul roads,loading & unloading points, ore stack yards and colony etc.(vi)Condition :Adequate measures should be taken for control of noise levels below 85dBain the work environment. Workers engaged in blasting and drilling operations,operations of HEMM etc. should be provided with ear plugs/muffs.Compliance : Adequate measures have been taken to control the noise levels below 85dBa by providing acoustic enclosure to the D.G. Sets and Compressors in the workenvironment. All workers engaged in blasting and drilling operations, operations ofHEMM etc. are provided with ear plugs/muffs.(vii)Condition :Industrial waste water (workshop and waste water from the mine) should beproperly collected, treated so as to conform to the standards described under GSR422(E) dated 19 th May'1993 and 31st Dec'1993 or as amended from time to time. Oiland Grease trap should be installed before discharge of workshop effluent.Compliance : Being done as per condition.(viii)Condition :Acid mine water if any has to be treated and disposed of after conforming tothe standard prescribed by the competent authority.Compliance : There is no acid mine water generated at present. Hence no action iswarranted.(ix)Condition :Environmental laboratory should be established with adequate no. and typeof pollution monitoring and analysis equipment in consultation with the State PollutionControl Board.Compliance : We are monitoring all the environmental parameters by the authorisedagency M/s-Environmental Research and Services (Indian) Pvt. Ltd, BBSR in seasonalwise. Apart from this we are also monitoring mine discharge water quality in monthlybasis by our own laboratory situated at our Division Office, J.K.Road. The list ofequipment used for monitoring has been submitted vide our letter No.NCM/11/1548dtd.23.12.2011 for reference.


: 8 :(x)Condition :Personnel working in dusty areas should wear protective respiratory devicesand they should also be provided with adequate training and information on safety andhealth aspects.Occupational health surveillance programme of the workers should be undertakenperiodically to observe any contractions due to exposure to dust and take correctivemeasures if needed.Compliance : Regular in-house training is being conducted for personnel working in themine to trained them on different safety and health aspects. Personnel, who areworking in dust areas, are provided with the protective respiratory devices.Periodical medical check-ups of the mine workers are being under taken to find out theill effects of dust or any contractions due to exposure to dust. Corrective measures shallbe taken if needed. Apart from that we have also got OHSAS 18001-2007 certificationin respect of our Nuasahi Chromite Mines.(xi)Condition :A separate environmental management cell with suitable qualifiedpersonnel should be set-up under the control of a Senior Executive, who will reportdirectly to the Head of the Organisations.Compliance : A separate environmental cell with suitable qualified personnel has beenset up under the control of Senior Executive of Mines.(xii)Condition :The funds earmarked for environmental protection measures should be keptin separate account and should not be diverted for other purpose. Year wiseexpenditure should be reported to the Ministry and its Regional Office located atBhubaneswar.Compliance : Enclosed in Annexure -II.(xiii)Condition :The Regional Office of this Ministry located at Bhubaneswar shallmonitoring compliance of the stipulated conditions. The project authorities shouldextend full co-operation to the officer(s) of the Regional Office by furnishing the requisitedata/information/monitoring reports.Compliance : Full co-operation to the monitoring officials of the regional office of theMoEF is being extended.
