Chairman’s Statement主 席 報 告The Federation of Hong Kong Industries (FHKI) has had a remarkable year in 2012-2013. Wedevoted much effort to identifying and promoting business opportunities for Hong Kongmanufacturers, and reflect their views on how best to foster Hong Kong’s industrial development.We are delighted to share some of our achievements in this annual report.Over the years, the FHKI has close dialogue with the Government to put forth our advocacies. Atthe start of the new term of the Hong Kong Special Administrative Region (HKSAR) Governmentin 2012, our members had a chance to exchange views with Chief Executive C Y Leung and otherPolicy Secretaries on matters pertinent to Hong Kong industries. We impressed upon them the needfor Hong Kong to develop more high value-added, technology-based local industries to enlargeand diversify our economic base. Since technology, innovation and design will be the propellantsof future industrial development, we believe the Government should give suitable support to theseengines of growth.Mr C Y Leung showed his support for the industries by attending our flagship event “the 11 thNetworking Conference for Industrial and Commercial Circles on Co-operation in Hong Kong andthe Pearl River Delta (PRD)” in December 2012, during which he talked about his blueprint andstrategy for developing Hong Kong industries. We are also delighted that the Government has takenheed of our advice and introduced a number of new policies and measures in the Policy Addressand the Budget. These include the establishment of the Economic Development Commission tomap out a comprehensive economic development strategy and a holistic industrial policy; thespecial concessionary measures applicable to small and medium-sized enterprises (SMEs) in theBudget; and giving financial support to the universities to enhance commercialisation of researchand development (R&D) results. The FHKI will continue to channel our views to the Governmentwith a view to facilitating sustainable development of the industries, which will in turn contribute toemployment and wider economic prosperity.4 FHKI Annual Report 2012-13

2012-2013 年 度 對 香 港 工 業 總 會 ( 工 總 ) 來 說 , 是 精 彩 的 一 年 。 我 們 努 力 為 香 港 廠 商 尋 找商 機 、 推 廣 業 務 , 並 反 映 業 界 的 意 見 , 以 促 進 香 港 工 業 發 展 。 我 很 高 興 在 這 份 年 報 中 與大 家 分 享 各 方 面 工 作 的 成 果 。過 往 多 年 , 工 總 一 直 與 政 府 保 持 密 切 溝 通 , 為 業 界 發 聲 。 香 港 特 區 政 府 的 新 領 導 班 子 在2012 年 上 任 不 久 , 我 們 的 會 員 即 與 行 政 長 官 梁 振 英 和 多 名 司 局 長 會 面 , 就 香 港 工 業 事 宜展 開 交 流 。 我 們 向 政 府 強 調 香 港 必 須 發 展 更 多 高 增 值 、 善 用 科 技 的 本 土 工 業 , 擴 大 香 港的 經 濟 基 礎 , 邁 向 多 元 化 發 展 。 創 新 科 技 和 設 計 是 未 來 工 業 發 展 的 原 動 力 , 我 們 認 為 政府 應 在 這 方 面 提 供 適 切 的 支 援 。2012 年 12 月 , 梁 振 英 出 席 工 總 每 年 一 度 的 盛 事 「 第 十 一 屆 香 港 珠 三 角 工 商 界 合 作 交 流會 」, 並 藉 此 機 會 闡 述 發 展 香 港 工 業 的 藍 圖 和 策 略 , 充 分 顯 示 他 對 工 業 界 的 支 持 。 工 總 很高 興 政 府 採 納 我 們 的 建 議 , 在 施 政 報 告 和 財 政 預 算 案 推 出 多 項 新 政 策 和 措 施 , 包 括 成 立經 濟 發 展 委 員 會 以 制 訂 全 面 的 經 濟 發 展 策 略 和 全 盤 的 工 業 政 策 , 在 財 政 預 算 案 為 中 小 企業 制 訂 特 別 支 援 措 施 , 並 提 出 向 大 學 提 供 資 助 以 鼓 勵 科 研 成 果 商 業 化 。 工 總 會 繼 續 向 政府 反 映 意 見 , 以 促 進 工 業 持 續 發 展 , 從 而 增 加 就 業 機 會 , 帶 動 經 濟 增 長 。香 港 工 業 總 會 年 報 2012-135

Chairman’s statementOn the wider economic outlook, although the US economy has stabilised, there is continuingconcern on the recession-struck Eurozone. Many enterprises are looking at opportunities in theMainland market and other emerging markets. China’s emergence as the world’s second largesteconomy and the world’s fastest growing economy has brought abundant investment opportunitiesfor the manufacturing sector. The signing of Supplement IX to the Mainland and Hong Kong CloserEconomic Partnership Arrangement (CEPA) in June 2012 further relaxed market access conditions in21 sectors such as convention and exhibition, audio-visual and computer and related services.While the Mainland market presents huge potentials, there are also challenges. Given the cleardirectives in the 12 th Five-Year Plan on double digit increase in wages in coming years and increasedemphasis on environmental protection, enterprises with manufacturing operations in the Mainlandare under increasing cost pressures. Furthermore, the development of Mainland enterprises alsocreates competition for Hong Kong firms. Both point to the dire need for Hong Kong enterprises tomove up the value-chain.The FHKI maintains close dialogue with Mainland officials to reflect views on issues affecting theindustries. I led a delegation to visit Governor of Guangdong Province Zhu Xiaodan in May 2012,during which we exchanged views on challenges and opportunities that Hong Kong manufacturersfaced in the PRD. Mr Zhu told us that Guangdong was at the critical moment of transformation, andat the same time tackling the impact arising from overseas economic downturn. He said that theGuangdong Government would put in place policies to help enterprises tide over these difficult times.The FHKI leveraged on the HKSAR Government’s “Dedicated Fund on Branding, Upgrading andDomestics Sales” (BUD) to help industry players upgrade their operations and exploit the Mainlandmarket. The first BUD-funded project (Hong Kong Pavilion in ChinaPlas) staged by the Hong KongMould and Die Council under the FHKI has been successfully held in May 2013. A number of otherBUD-funded projects are underway.During the year, the FHKI has conducted various trade missions to the Mainland and other emergentmarkets (including visits to Chongqing, Guangdong Province, Hunan Province, Turkey and Polandetc.) to facilitate members in exploring new markets and business partnership. A visit was madeto Israel in 2011-12 to learn about its successes in technology transfer. In a recent trip to India inMay 2013, members were briefed by top notched local companies on the use of technology inindustrial operations and development of the Indian economy. We also received numerous incomingdelegations from the Mainland, Japan, the European Union (EU), Canada and South East Asia toforge bilateral ties. Many members joined our visits to factories in the PRD to learn about modernproduction flow, environmental technology and marketing techniques for opening the Mainlandmarket.6 FHKI Annual Report 2012-13

主 席 報 告在 宏 觀 經 濟 展 望 方 面 , 美 國 經 濟 雖 然 已 趨 穩 定 , 但 歐 元 區 的 市 況 仍 持 續 疲 弱 , 令 人 關注 , 因 此 很 多 企 業 在 內 地 及 其 他 新 興 市 場 尋 找 商 機 。 中 國 晉 身 成 為 世 界 第 二 大 經 濟 體 系 ,又 是 世 界 上 發 展 最 快 的 國 家 , 為 製 造 業 帶 來 許 多 商 機 。2012 年 6 月 簽 訂 的 《 內 地 與 香 港 關於 建 立 更 緊 密 經 貿 關 係 的 安 排 補 充 協 議 九 》 進 一 步 開 放 21 個 領 域 , 如 展 覽 業 務 、 視 聽 、計 算 機 及 其 相 關 服 務 等 。內 地 市 場 雖 然 帶 來 無 限 機 遇 , 但 同 時 亦 有 不 少 挑 戰 。「 十 二 五 」 規 劃 明 確 訂 明 未 來 數 年 工資 會 以 雙 位 數 字 增 長 , 加 上 國 家 愈 來 愈 重 視 環 保 , 在 內 地 營 運 的 港 商 正 面 對 成 本 上 升 的壓 力 , 還 有 內 地 企 業 崛 起 所 帶 來 的 競 爭 , 促 使 香 港 企 業 必 須 升 級 增 值 。工 總 與 內 地 官 員 保 持 密 切 溝 通 , 反 映 對 工 業 發 展 的 意 見 。2012 年 5 月 , 我 率 領 代 表 團 拜會 廣 東 省 省 長 朱 小 丹 。 雙 方 就 珠 三 角 港 商 面 對 的 機 遇 和 挑 戰 交 換 意 見 。 朱 小 丹 表 示 廣 東省 正 處 於 轉 型 的 關 鍵 期 , 並 要 應 對 海 外 市 場 經 濟 下 滑 的 影 響 , 他 說 廣 東 省 政 府 會 推 出 措施 幫 助 企 業 渡 過 難 關 。工 總 把 握 香 港 特 區 政 府 推 出 「 發 展 品 牌 、 升 級 轉 型 及 拓 展 內 銷 市 場 的 專 項 基 金 」(「BUD專 項 基 金 」) 的 契 機 , 協 助 業 界 人 士 將 產 業 升 級 和 開 拓 內 地 市 場 。 工 總 轄 下 的 香 港 模 具 協會 於 2013 年 5 月 舉 辦 的 首 個 BUD 專 項 基 金 項 目 ( 國 際 橡 膠 展 的 「 香 港 館 」) 圓 滿 結 束 , 另有 數 個 BUD 專 項 基 金 項 目 仍 在 籌 備 中 。在 這 一 年 中 , 工 總 籌 辦 一 連 串 的 貿 易 考 察 團 前 往 內 地 及 其 他 新 興 市 場 ( 包 括 出 訪 重 慶 、廣 東 省 、 湖 南 省 、 土 耳 其 和 波 蘭 ), 協 助 會 員 開 拓 新 市 場 , 擴 展 商 務 網 絡 。 我 們 亦 於2011-12 年 度 到 訪 以 色 列 , 聽 取 他 們 在 科 技 轉 移 方 面 的 成 功 之 道 。2013 年 5 月 , 我 率 團前 赴 印 度 , 當 地 的 頂 尖 企 業 向 我 們 簡 述 如 何 將 技 術 應 用 於 工 業 生 產 過 程 , 以 及 印 度 的 經濟 發 展 。 工 總 亦 接 待 了 來 自 內 地 、 日 本 、 歐 盟 、 加 拿 大 和 東 南 亞 的 代 表 團 , 促 進 雙 邊 聯繫 。 我 們 還 安 排 會 員 參 觀 香 港 和 鄰 近 地 區 的 工 廠 , 學 習 現 代 化 的 生 產 流 程 、 環 保 技 術 和拓 展 內 銷 的 心 得 。香 港 工 業 總 會 年 報 2012-137

Chairman’s statementLooking ahead, our path will continue to be challenging given rising competition. We believe HongKong industries have many unique advantages which we can build on for continued success. Overreliance on certain services industries and hollowing out of the industrial base is not conducive tosustainable economic development. Afterall, services can only thrive by serving tangible industries,and industries in turn will propel technological advancement and contribute to employment. Wehope the Government would formulate a holistic industrial strategy soon.The FHKI will continue to serve as a champion for the industries. Our annual flagship event, theYoung Industrialist Awards of Hong Kong and Industrialist of the Year Award, gives recognition tothe achievements of industry players. The Young Executive Council (YEC) under the FHKI, whichcelebrated its first anniversary in October 2012, helps to bring in new blood to the industries.A new Business Development Division has been set up in the FHKI Secretariat to spearheadprojects which are beneficial to industrial development. In addition, we are preparing to form atechnology development committee to help members upgrade their technology and give adviceto the Government on the technology front. Ongoing efforts will be made to encourage membersto think green in pursuit of sustainable development. We will also continue to render industrysupport services, such as certification services, training programmes and intellectual property (IP)registration services. In particular, protection of IP rights and facilitating their trading is of growingimportance.It has been an honour for me to serve as the chairman for the FHKI. The success of the FHKI isentirely attributable to the forward-looking General Committee and the unwavering support of ourmembers. Special thanks must be given to the wise counsel of my deputies - Stanley Lau, Eddy Lee,Ir Daniel Cheng, Willy Lin and Jimmy Kwok – as well as the dedicated Secretariat. Operational Review 工 作 回 顧Advocacy for theIndustries為 工 業 界 護 航Living up to its mission as an advocate for the industries, the FHKI has actively advised the HKSARand Mainland authorities on matters pertinent to Hong Kong’s business environment and industrialdevelopment. Through close dialogue with senior government officials, the FHKI has helped shapepolicies and measures in support of Hong Kong’s economic development. It has also spoken up formembers on regulatory issues having implications on their operations.Dialogue with Political LeadersChief Executive C Y Leung visited the FHKI just a few weeks after his inauguration, to meet faceto-facewith members. Speaking out for the IndustriesThe FHKI proactively lobbied the Government on business-friendly policies in the context of thePolicy Address and the Budget. In December 2012, Chairman Dr Roy Chung attended a consultativemeeting hosted by the Financial Secretary on the Policy Address and the Budget. Operational Review Advocacy for the Industries121 Secretary for Constitutional andMainland Affairs Raymond Tamexchanged views with members onHK-Mainland relationship and cooperation.政 制 及 內 地 事 務 局 局 長 譚 志 源 就 中 港關 係 和 合 作 與 會 員 交 換 意 見 。2 Secretary for Financial Services andthe Treasury Prof K C Chan (fifth left,front row) posed for a photo with FHKIleadership.財 經 事 務 及 庫 務 局 局 長 陳 家 強 教 授( 前 排 , 左 五 ) 與 工 總 領 導 合 照 。The FHKI is delighted that a number of its recommendations were adopted by the Government in the2013 Policy Address and the 2013-14 Budget, including:• the establishment of the Economic Development Commission to formulate long-term strategiesand policies and identify industries that will generate further economic growth;• increasing co-operation at G2G level to help business develop Mainland and other emergingmarkets;• the provision of land for dedicated facilities for high value-added logistics services;• the proposal in the 2013-14 Budget for providing funding for the local universities to commercialiseR&D results; and• another Budget proposal for extending the application period for the special concessionarymeasures under the SME Financing Guarantee Scheme for one year and increasing the cumulativeamount of the grant under the SME Export Marketing Fund.Labour IssuesThe FHKI kept a close watch on labour issues with regulatory or cost implications for enterprises. InNovember 2012, the Minimum Wage Commission (MWC) recommended an increase of the hourlyminimum wage rate from HK$28 to HK$30. Deputy Chairman Stanley Lau attended a meeting ofthe Panel on Manpower of the Legislative Council to reflect the views of industries:• the recommended minimum wage increase exceeded Hong Kong’s cumulative inflation rate inthe past two years and would pose burdens on SMEs. But for the sake of maintaining harmoniouslabour relations, the FHKI went along with MWC’s proposal; and• the review of the minimum wage rate should not be conducted more frequently than a two-yearinterval to avoid over onerous compliance costs.Amid mounting debate on standard working hours, the FHKI and other leading trade associationsjointly wrote to the Secretary for Labour and Welfare in November, expressing grave concerns onthe impact of such legislation on Hong Kong’s business environment. Although the working hoursof some sectors are relatively long, any proposed solution must take into account Hong Kong’scompetitiveness, manpower supply, productivity, flexibility and other pertinent factors. Pointingout that Hong Kong’s success had been built on its free economy, agility of enterprises and efficientworkforce, the joint submission cautioned the Government against over-regulation at the risk ofdamaging the cornerstone for Hong Kong’s success.16 FHKI Annual Report 2012-13

Operational Review 工 作 回 顧Bridge to Business inthe Mainland開 拓 內 地 商 機Chaired by FHKI Deputy Chairman Stanley Lau, the PRD Council (PRDC) with its chapters in ninecities in the PRD, provided regular updates and organised numerous events on PRD-related policiesand business opportunities. They also actively relayedmembers’ views on issues affecting the industries. For instance, the FHKI presented submissionsrespectively to the Shenzhen Municipal Government on the proposed collective negotiationregulation, and to the Ministry of Human Resources and Social Security on the draft legislation onmanagement of special working hours.21118 FHKI Annual Report 2012-13

In May 2012, FHKI Chairman Dr Roy Chung led a delegation to call on Guangdong GovernorZhu Xiaodan and other senior officials. Views were exchanged on challenges and business opportunitiesfaced by Hong Kong manufacturers, transformation and upgrading of industrial operations, opening ofdomestic markets and closer co-operation between Guangdong and Hong Kong.In September, Dr Chung together with Stanley Lau, led a visit to Chongqing to participate in theChongqing-Hong Kong Trade and Economic Co-operation Symposium and met with ChongqingMayor Huang Qifan. In November, the PRDC invited officials from Shenzhen Customs to attend a seminar onUpward Re-categorisation concerning the Management of Enterprises in Shenzhen.Exploring New Business OpportunitiesThe FHKI, PRDC and MAC facilitated members in exploring new opportunities and businessmatching in the Mainland through taking part in some 100 trade fairs and symposiums including theGuangdong – Hong Kong Trade Collaboration Symposium held last year.To leverage on the “Dedicated Fund on Branding, Upgrading and Domestic Sales” (BUD) set up by theGovernment in June 2012, the FHKI has established the BUD-Funded Projects Steering Committeeled by Stanley Lau to co-ordinate and provide strategic directions for BUD projects initiated by theFHKI. An application submitted by the Hong Kong Mould and Die Council of the FHKI to facilitatedomestic sales has been approved by the Government and a number of other applications have beensubmitted.During the year, the FHKI signed four Memoranda of Understanding (MOU) respectively with theBureau of Foreign Trade and Economic Co-operation of Guangzhou Municipality, Invest Shenzhen,Huai’an Municipality of Jiangsu Province and Yongchuan District of Chongqing to facilitateinformation and trade flows.In May 2012, FHKI Deputy Chairman Jimmy Kwok and MAC Chairman Martin Tam led a missionto the World Chinese Entrepreneur Leaders’ Summit 2012 and the seventh Expo Central China inChangsha, Hunan Province, to gain an in-depth understanding of the developments and businessopportunities of central China.20 FHKI Annual Report 2012-13

The objectiveof the Council is to promote quality assurance and environmental protection by encouraging localindustries to be certified under its schemes. Q-Mark is a well-known quality assurance mark to theHong Kong public. Its mandate is topromote the importance of design and its use among industries to add value to their products.DCHK Chairman Eric Yim actively worked with members in staging various design-related activitiesduring the year. In May 2012, members paid a visit to the Savannah School of Art and Design. InDecember, Mr Yim and FHKI Group 4 Chairman K C Leung received an Austrian design delegation,and shared experience on the design industry in Hong Kong and the Mainland.A briefing was conducted for DCHK members in January 2013 on the future use of the former PoliceMarried Quarters. The premises will be refurbished and turned into a creative design hub housing 130studios for designers and “create-preneurs”.Protecting Intellectual Property RightsWith over 20 years of professional experience, the FHKI’s Intellectual Property Centre (IPC) promotesintellectual property rights (IPR) and their protection, and provides services on registration oftrademark, patent, design, and copyright depository in Hong Kong, the Mainland and overseas. In2005, the FHKI set up the Hong Kong Coalition for Intellectual Property Rights to serve as a platformto share intellectual property information and experience. In its 2013 Policy Address, the Governmentadvocated developing Hong Kong as a leading intellectual property trading hub in Asia. We believethe IPC is well positioned to facilitate this development. Operational Review Enhancing CompetitivenessThe IPC provides free professional consultation service at the FHKI’s Shenzhen Office and at the HongKong Trade Development Council (HKTDC). Last year, it handled over 130 enquiries and offeredtailored solutions to enterprises on matters relating to trademark, patent, design, copyright and brandbuilding.In September 2012, the IPC and the Hong Kong Customs and Excise Department co-organised aseminar on “IPR Protection in Guangdong Province” with senior Guangdong customs officials asspeakers.The IPC took part in seven HKTDC trade fairs last year, including the Hong Kong Electronics Fair, InnoDesign Tech Expo and Fashion Week, to promote IPR, render advisory services and identify potentialpartners.Training ServicesThe FHKI’s Training Centre offers programmes on a wide range of topics, including total enterprisemanagement, innovation and design, IPR, branding, e-commerce, human resources development,financial management and business negotiation. The programmes are all geared towards the needs ofindustry players.In the past year, the Centre organised over 150 programmes in Hong Kong and the PRD. Operational Review 工 作 回 顧Fostering SustainableDevelopment提 倡 可 持 續 發 展Environmental and Energy IssuesUnder the chairmanship of Ir Daniel Cheng who is also Deputy Chairman of the FHKI, the SustainableIndustry Council oversees the “One Factory – One Year – One Environmental Project” Programme(One - One - One Programme), 【Green • Win • Brand】Workshops and Eco Expo to ensure theprogrammes achieve their goals, and to provide technical advice and assistance where necessary.Through close co-operation with the Hong Kong and Guangdong governments, environmentalprotection organisations and other business associations, the Council capitalises on the growingdemand for green manufacturing, thus creating business opportunities for industry operators.The FHKI has been proactive in reflecting industry views to the Government on environment relatedissues. On the public consultation on reduction of solid waste, the FHKI wrote to the EnvironmentBureau giving its support for a quantity-based waste charging scheme. “One Factory - One Year - One Environmental Project”The FHKI launched the One-One-One Programme in 2005 with the aim of encouraging andrecognising sound environmental practices adopted by enterprises, and reducing pollution in HongKong and the PRD.Since 2007, the FHKI and Hang Seng Bank have joined hands to establish the Hang Seng - PearlRiver Delta Environmental Awards. Visits and seminars were held following the Awards to propelthe environmental protection message and share successful experience. At luncheons in Zhongshanand Huizhou in April and May 2012, 2010/11 Silver Award winners shared their success stories andbenefits of low-carbon manufacturing. These workshops covered topics such as applyingsustainability in a business model, environmental policies and targets of the 12th Five-Year Plan, PRCbusiness and export requirements in relation to environmental protection, and recommendations oncarbon reduction initiatives.Eco Expo Asia 2012The seventh edition of Eco Expo Asia in October 2012 attracted some 270 exhibitors from 14countries and regions. It offered a good opportunity for local companies to showcase theirenvironmental technologies and services, and to develop new business contacts with Mainland andoverseas enterprises to tap into the vast potentials of the growing green economy.Funded by the Environmental Protection Department and co-organised by the FHKI, the Hong KongPavilion was set up at Eco Expo Asia for the sixth year. They covered technologies for food waste treatment, energy and carbon audit, energysaving lighting and environmentally-friendly refrigerants.Bamboo Industry CouncilBamboo Industry Council Chairman Martin Tam and Vice-Chairman Choi Yeung-chi led a delegationto Anji, Zhejiang Province, in November 2012. The showcases on the 31 st floor of Billion Plaza were made available to Q-Mark licenseesand enterprises of different industrial groups to display their products.Young Executive CouncilThe Young Executive Council (YEC) spent much effort in bringing in new blood to Hong Kongindustries and got encouraging responses. YEC membership recorded a 33 per cent increase, thanks tothe interesting and enlightening programmes organised under the leadership of its founding ChairmanEric Sun over the year.The Manufacturing – Education – Design Programme was launched to encourage young Hong Kongmanufacturers to learn the importance of design, and to improve innovation capabilities to adapt tothe ever-changing business environment.In August 2012, Mr Sun together with Vice-Chairmen Karen Chan and Gary Lau, led a group of 31members to visit the PRD Hong Kong Products Sales Centre, and the factories of Kinox Enterprises Ltdand Ming Fai International Holdings Ltd in Shenzhen. Members were briefed on operation models forfactory management and domestic sales.In September, the YEC visited Chopard’s Customer Service Centre and Flagship Store in Hong Kong.They learned its story of turning a family enterprise into an international luxury brand. In October, a30-member YEC delegation visited three world-class enterprises in Taiwan, namely HTC, ASUS andGiant.During the year, the YEC met with various government officials, including the then Deputy Director-General of Trade and Industry Carol Yuen, to convey their views on policy formulation for thebetterment of Hong Kong industries.36 FHKI Annual Report 2012-13

The Awards consist of six award categories, including the Consumer ProductDesign category organised by the Design Council of Hong Kong under the auspices of the FHKI.A total of 52 entries were received for the Consumer Product Design category in 2012 and all showedhigh standards of product design and innovation. President of the Hong Kong University of Scienceand Technology Professor Tony Chan chaired the final judging panel, which also comprised expertsfrom design, industries and testing sectors. The award presentation ceremony was held in August.In 2012, one Grand Award, four second-tier Awards and five Certificates of Merit were presented. Operational Review Recognising the DistinguishedHang Seng Pearl River Delta Environmental AwardsEntering its fifth year, the Hang Seng Pearl River Delta Environmental Awards attracted 188manufacturing contestants who implemented a total of 672 environmental projects. This marked arecord high since the launch of the awards in 2007. Central Textiles Group - Central Fabrics Ltd wasconferred with the Gold Award for its outstanding environmental practices. Highlights of Industry Groups And Councils 工 業 分 組 及 協 會 工 作 概 要Group 14 – Hong Kong Mould and DieCouncil (HKMDC)The HKMDC, led by Chairman Dr JackYeung and Vice-Chairman Coleman Wong,had an action-packed diary during the year.Last April, the HKMDC took part in theHong Kong Electronics Fair 2012 (SpringEdition). In September, the HKMDC onceagain jointly organised the Hong KongGallery at asiamold 2012 with MesseFrankfurt. High-value-added exhibitswith advanced technology content weredisplayed at the gallery to demonstrate theindustry’s technological capabilities andprofessional image. (photo 1)In October, the HKMDC participated forthe first time in the Fakuma InternationalTrade Fair for Plastics Processing inGermany, which provided members withan opportunity to tap into new EasternEuropean markets and further developbusiness networks in traditional WesternEuropean markets.1The HKMDC successfully secured fundingfrom the HKSAR Government’s BUDFund to set up a “Hong Kong Pavilion” incollaboration with Adsale at the Die &Mould Zone in Chinaplas 2013 to be heldin Guangzhou in May 2013. The eventwill help members expand their businessnetworks in the Mainland.The HKMDC is also keen to provideall-rounded support to members fortechnology and innovation advancement.In December, Dr Yeung led a delegationto Chengdu and visited four factoriesengaged in automotive moulding, highprecision tooling, as well as glass andceramic dies. The delegates gained abetter understanding of cutting-edgetechnologies and effective management oflocal enterprises in the Mainland. (photo 2)To learn more about members’ concernsand needs, Dr Yeung and Colman Wongled visits to members’ factories in the PRDevery other month. Such an arrangementnot only helped members betterunderstand HKMDC’s services, but alsoprovided a means for industry players tobuild rapport, share business informationand look for co-operation opportunities.Last year, the HKMDC visited eightfactories and arranged three gatherings inShenzhen and Dongguan. The HKTC and theToys Manufacturers’ Association of HongKong (TMHK) co-organised a seminar inApril 2012. Guest speakers from ICTI CAREFoundation Asia Ltd and Law School ofShenzhen University were invited to talkabout ethical manufacturing programme.(photo 1)The EU toy safety directives (2009/48/EC)have been effective since July 2011, whilethe part related to chemical content willcome into effect in July 2013. The HKTCconducted two sessions in August 2012 toassist members in meeting these chemicalstandards. More than 200 participants tookpart in the sessions. (photo 2)21To enhance toy safety awareness of theindustry, in October 2012 the HKTC,the Hong Kong Council for Testing andCertification, the Hong Kong AccreditationService and EU jointly organised aseminar on “Testing for Toy Safety: EU’sLatest Requirements”. Speakers fromthe HKTC and EU shared their expertiseand experience on toy safety legislation,standards and chemical testing. Over 300participants from the toys setor attendedthe full-day seminar.The HKTC co-organised the Annual Dinnerof Hong Kong Toy Industry with the TMHKin December 2012. The theme of the dinnerfor this year was “Play • Change”, signifyingcontinuous innovative changes in the toysindustry. Secretary for Commerce andEconomic Development Gregory So wasthe Guest-of-Honour. The dinner attractedover 800 guests. Members of the HKTCand the TMHK took the opportunity tocelebrate the ninth inauguration of TMHK’sExecutive Committee. (photo 3)A series of User Forums were arrangedto introduce the Chemical ManagementDatabase system to the industry.Operational difficulties and possiblesolutions with respect to toy quality,safety, definitions and factory procedureswere discussed.A series of seminars and conferenceswere held during the Hong Kong Toys andGames Fair in January 2013. One of theevents was a seminar on ICTI CARE Process– Highlights 2012 and Outlook 2013. Theaudience gained a better understandingof the ICTI CARE Process and its keyaccomplishments for the toy industryover the past years, as well as its strategicplans for the future to create a win-winwinprospect for buyers, factories and thesociety. A meeting with the China ToyAssociation and other toy associations inChina was held after the seminar. (photo 3)The TLSC launched a project on“Challenges, Opportunities and StrategicResponses of Logistics SMEs underthe National 12 th Five-Year Plan” inNovember, with funding provided bySME Development Fund of the Tradeand Industry Department. This projectwould look into market development, theevolution of the logistics industry, and thechallenges, opportunities and limitationsof small and medium-sized logisticsenterprises (SMLEs). The FHKI and the TLSCjoined hands with the implementationagent – the Hong Kong Institute of Asia-Pacific Studies, the Chinese University ofHong Kong to organise two seminars forthe industry in December to kick-start theproject. These seminars aimed at analysingthe development and trends of the logisticsindustry in Hong Kong, its current status,challenges and opportunities faced bySMLEs.
