Indianapolis Metropolitan Planning OrganizationTech Memo - <strong>Public</strong> <strong>Involvement</strong> ProgramImplementation of the procedures identified in this Section III will lead to a slate of community goals and objectives,from which, each element of the community goals and objectives will subsequently be weighted.IVESTABLISHMENT OF A WEIGHTED HIERARCHY OF COMMUNITY GOALS AND OBJECTIVES THROUGHA PUBLIC CONSULTATIVE PROCESSAn orderly method of making comparisons between the various alternatives will be established by using a “UtilityTheory Approach”. In this approach, quantifiable measures of preference or satisfaction associated with statementsof community values are applied . This quantifiable measure of preference is expressed as weights for communitydecision criteria or community goals and objectives. By use of the Utility Theory Approach, an ordinal utility value willbe assigned to each element in a comprehensive listing of community goals and objectives. This process will resultin a weighted set of decision criteria (Community Goals and Objectives) to form the categories against which theperformance of each regional rapid transit system alternative is scored, thereby establishing the three most viableregional rapid transit systems.The ordinal utility values will be established through a series of questionnaires presented to all interested groups and<strong>org</strong>anizations. Through suitable ranking, a relationship between utility values and an individual’s goals andobjectives can be determined. These ordinal utility values will then be used to score the performance of the universeof alternative systems producing the three most viable systems. Once established, project cost parameters will beassigned to the viable systems, which should determine the cost-effectiveness of each viable regional rapid transitsystem.VSCORE, AT A COARSE LEVEL OF SCREENING, ALL REGIONAL RAPID TRANSIT SYSTEMSINITIALLY SEEN AS VIABLE AND IDENTIFY THE THREE MOST COST-EFFECTIVE SYSTEMSThrough the processes defined in Section IV (Establishment of a Weighted Hierarchy of Community Goals andObjectives through a <strong>Public</strong> Consultative Process), an ordinal utility value will be established for each element in acomprehensive listing of community goals and objectives. These ordinal utility values will then be applied to a set ofalternate systems, which will produce a coarse scoring of each regional rapid transit system alternative.While at this stage of coarse screening, the universe of rapid transit alternatives will be scored on a broader scopeusing mainly community goals and not the numerous objectives, which may be nested within each goal. Examples ofsuch goals may be as follows:A. Multimodal Transportation (Does the system integrate good roadways with effective masstransit options to help more citizens travel well in years to come?);B. Increased Transportation Accessibility (Does the system provide easier access to placespeople need to go, through a variety of transportation alternatives?);C. Transit Corridors (Does the system travel along existing transportation corridors, origins,and destinations where many Indianapolis region residents need to go?);D. Mixed-Use Developments (Does the system provide a mechanism for neighborhoods tobe developed that make walking and biking a more likely way of getting to nearby transitstations and stops?);INDY-TechMemo - public involvement program (revised 3-5-03).DOCPage 4 of 6

Urban Centers (Does the system provide convenient and timesaving transit options thatenhance the vitality of the Indianapolis region urban centers, including downtownIndianapolis and the focal points of Central Indiana cities and towns?);F. Open Spaces (Does the system promote and protect open spaces and farmland – a partof the vital ecology and serene landscape valued for generations – will the systemcreatively preserve these areas as the region grows?); and,G. Local Planning (Will the system, once integrated into local planning, allow citizensthroughout the Indianapolis region enjoy the benefits of enhanced mobility?).Once the utility values established for community goals and objectives have been applied to score the universe ofregional rapid transit systems, the three most viable systems are thereby selected. After this coarse screening theywill have project cost parameters applied to establish the cost-effectiveness of each viable regional rapid transitsystem.VISCORE, AT A REFINED LEVEL OF SCREENING, AND DEVELOP COST FOR THE THREE MOSTHIGHLY COST-EFFECTIVE REGIONAL RAPID TRANSIT SYSTEMS, PRODUCING THE MOST COST-EFFECTIVE OR LOCALLY PREFERRED RAPID TRANSIT SYSTEM.At this Phase of the study process, the universe of rapid transit systems has been narrowed down to the three mostviable and cost-effective rapid transit systems through coarse screening using a broad spectrum of community goals.Now and once again through the <strong>Public</strong> <strong>Involvement</strong> Program, the three most viable and cost-effective regional rapidtransit systems will be reevaluated at a finer screening level. The scoring criteria will be expanded to include thenumerous community objectives that are nested within the listing of community goals. The project cost parameterswill also be refined and updated for application to the selected systems.Once again the stakeholders will be involved through a series of questionnaires in the process of establishing a newset of scoring criteria based on community goals and objectives. This new set of scoring values will be applied to thethree most viable regional rapid transit systems through the process described in Section V.This cycle of public-involvement-based cost-effectiveness analysis will produce the single most viable regionalsystem, the “locally preferred” regional rapid transit system to be carried into the Phase II analysis (feasibility ofindividual corridors).VII.COMMUNICATION INSTRUMENTS TO BE EMPLOYED TO SUPPORT THE PUBLIC INVOLVEMENTPROGRAMThe <strong>Public</strong> <strong>Involvement</strong> Program will expand upon the already successful public involvement effort from theConNECTions Study. To effectively communicate with Indianapolis-region communities, the ITC team will employ anumber of communication methods will be applied to ensure that all stakeholders are informed and have theopportunity to contribute to the improvement of the planning process and quality of the project, to identify andunderstand the concerns of the communities that will be impacted by the design and construction activities of theproject, and to accurately provide information to the media, realizing the media collectively are importantstakeholders.In order to achieve this public involvement goal, several techniques will be used, including:INDY-TechMemo -- public involvement program (revised 3-5-03).DOCPage 5 of 6

This appendix will describe the mathematics associated withthese techniques. The scoring model extends the effectiveness matrix technique by treating a stratification of judgesby background and interest groupings.A. The Effectiveness Matrix TechniqueAt this point, it is assumed that a hierarchy of community goals and objectives has been established and that anumerical utility measure or criterion weight has been assigned to each objective statement. For explanationpurposes three alternative community plans are assumed to be under consideration. Outlined in this section is aprocedure for evaluating the three alternative proposals.1. Definition of TermsConsider here the set of community planning objectives (G j ) where j = 1, 2, ..., n; n being the total number ofdecision criteria under consideration. Secondly, three plans are proposed for evaluation. The set of plans underconsideration are designated by (P i ) where i = 1, 2, 3.
