chapter 11RISKS AND MITIGATING ACTIONSThe main risks confronting Joint Support remain relatedto maintenance and repair of facilities, vehicles andequipment, as well as the skill and experience level ofpersonnel. The risk of unsafe and unstable ammunitionstill exists. The rate of disposal needs to be increased tosubstantively mitigate this risk. The establishment of anammunition disposal plant to overcome the risk is beinginvestigated. Although some additional funding to mitigatethe risk was received and steady disposal is takingplace, the risk remains at an unacceptable level. Thethreat to personal safety and loss of life and propertydue to this situation will remain the most serious risk inthe DOD. The additional funding allocated for the maintenanceand repair of facilities has also increased butremains far below the amount required to improve significantlywhat is currently a steadily declining state offacilities in the DOD. This funding will continue to beused in conjunction with the long-term programme ofthe National Department of Public Works to upgradeState facilities.The diversity and non-standardisation of informationtechnology systems in the DOD as part of legacy continuesto be a risk. This will eventually be solved by thephased implementation of information systems thatserve the defence function and are also linked to theimplementation of the National Information andFinance Management System (IFMS), which is currentlybeing developed. In the interim, funding is directed tomanaging this risk, which largely entails maintenance ofobsolete software and hardware to the detriment ofother priorities.SERVICES TO BE SCALED DOWN,SUSPENDED OR ABOLISHEDOwing to continued underfunding, the CommandManagement Information Systems (CMIS) Division willcontinue with the reduction of service levels with SITAin order to obtain products and systems support serviceswithin budget, satisfying transversal corporate prioritiesas its first commitment. The services of theInformation Communication Technology (ICT) serviceproviders will also continue to be scaled down, drivenlargely the increasing cost of goods and services universallyexperienced in the IT sector.Contractual obligations with regard to CMIS relatedservices to the DOD will be met, but further developmentin the IT and Internet environment will be limited.Although additional funding is still being provided forinformation technology requirements, it is insufficient toovercome the chronic backlog of services to sustain theDivisions output, with little or no funds to address criticalaspects of renewal.The Military Police Agency will provide provost platoonsat the same level as for FY2005/06, which will betwo less than required owing to the high maintenancecosts of the Mamba vehicle, inadequate structure andshortage of funds to staff and to equip additional personnel.The Crime Administration System can still onlybe deployed in the larger MP structures and not at 19 ofthe smaller MP structures due to insufficient funding.PERFORMANCE AND SERVICEDELIVERY IMPROVEMENTThe activities described in the following Table are themost important in terms of improving service deliveryof the Joint Support Programme during FY2006/07.They stretch over more than one year and some arealready in process.
