It was formedby excluding all enumeration areas with 17 or less Romahouseholds. In this way 46% <strong>of</strong> the Roma households wereincluded. The resulting frame with the number <strong>of</strong> Romahouseholds from the Census data for each enumerationarea was used for the selection <strong>of</strong> primary sampling units(PSUs). The primary sampling units (PSUs) were selectedfrom each <strong>of</strong> the sampling strata by using a systematicpps (probability proportional to size) sampling procedure,based on the estimated number <strong>of</strong> Roma households. Thefirst stage <strong>of</strong> sampling was thus completed by selecting therequired number <strong>of</strong> enumeration areas from each <strong>of</strong> thethree territories, by urban and rural areas separately.Listing ActivitiesSince the sampling frame (the 2002 Population Census) wasnot up-to-date, a new listing <strong>of</strong> households was conductedin all the sample enumeration areas prior to the selection<strong>of</strong> households. For this purpose, listing teams were formed,who visited each enumeration area, and listed the occupiedhouseholds. The Statistical Office <strong>of</strong> the Republic <strong>of</strong> Serbiawas responsible for updating the household lists. RegionalOffices formed the teams responsible for listing andfieldwork. For each team, the list <strong>of</strong> all households in theselected cluster from the Census 2002 was provided. Theinterviewers’ task was to go to the addresses listed and toidentify the current Roma households, together with thenumber <strong>of</strong> children under five living in the household. Thelisting process was performed during June and July 2010.Selection <strong>of</strong> <strong>Households</strong>Updated lists <strong>of</strong> households were prepared by the listingteams in the field for each sample enumeration area andsent to the Statistical Office <strong>of</strong> the Republic <strong>of</strong> Serbia.Afterwards, the updated lists <strong>of</strong> the households in theenumeration areas were classified into two categories:households with children under 5 and householdswithout children. According to the number <strong>of</strong> listedhouseholds for each category per enumeration areaand the desired sample size <strong>of</strong> 1300 households withchildren under 5, a different number <strong>of</strong> householdsto be selected from each category in enumerationareas was determined. The number <strong>of</strong> householdswith children under 5 per cluster was calculated as13, excluding clusters from Belgrade region where 14households with children under 5 were assigned. Inthe case <strong>of</strong> clusters with less than 13 (14 for Belgraderegion) updated households with children under 5, all<strong>of</strong> these households were included in the sample. Thenumber <strong>of</strong> households without children under 5 wasobtained as the difference between the total number<strong>of</strong> sample households per cluster (18) and the number<strong>of</strong> households with children under 5 allocated in thecluster. The households from both categories wereselected systematically with equal probabilities. Duringthe data collection, another 15 households (11 withchildren under-5 and 4 households without childrenunder-5) were included in the sample, in the case wheninterviewers identified that two households were livingin the dwelling, instead <strong>of</strong> only the one listed.262MULTIPLE INDICATOR CLUSTER SURVEY 2010
