Lower attendance rates are registered at thestart <strong>of</strong> secondary education, which is not compulsory inSerbia. While 89 percent <strong>of</strong> children in Roma settlementsare attending primary school, only one in five Romachildren (19 percent) <strong>of</strong> secondary school age, attendssecondary school. The net attendance rate among girls iseven lower than among boys (17 percent and 23 percentrespectively). The net attendance rate is about six timeslower in the poorest quintile (6 percent) than in the richestquintile (35 percent). A further 11 percent <strong>of</strong> all secondaryschool age children in Roma settlements are attendingprimary school while the remainder are not attendingschool at all.19Ratios presented in this table are “adjusted” since they include not only secondary school attendance, but also attendance at higher levels in the numerator.MONITORING THE SITUATION OF CHILDREN AND WOMEN 165
