4.1: EXISTING AND ADDITIONAL HUMAN RESOURCES FOR HIGH BURDEN AREASMedical officer in charge of PHCThe MO-PHC, as the team leader and program manager is responsible <strong>for</strong> results. He will manage thechange from current malaria program strategy to future strategy by: Planning and ensuring establishment of community volunteers at all areas and their supportivesupervision Establishing supply and incentive mechanisms as per program strategy Stratifying all villages / habitations as “RDT” or “slide” sites Introducing the use of new MIS <strong>for</strong>mats at all levels Training all staff and volunteersHe will contribute data and details from his area <strong>for</strong> development of the annual district action plan. Hewill also monitor the quality of laboratory results, data on disease burden and <strong>for</strong>ecast outbreaks. As aclinician he will be well versed with management of malaria cases and refer cases of severe malaria tothe referral <strong>centre</strong>s at the earliest.The skills expected from the MO-PHC are: Understanding of technical basis <strong>for</strong> malaria control and overall program strategy Program management skills: analyzing and utilization of data <strong>for</strong> planning and monitoring Interpretation of surveillance data trends Personnel management skills Communication skills Training skillsThe job responsibilities of MO-PHC have been dealt with in detail in an earlier session.Role of Laboratory TechnicianEnsure quick and reliable reporting of blood smears giving priority to slides coming from siteswithout RDTsProvide support mechanisms <strong>for</strong> slide transportMaintain lab records meticulously and support reporting from the PHCThe role of the laboratory technician presented here is only indicative and <strong>for</strong> the purpose of the full jobdescription and scope of work, reference should be made to the respective annexure in the operationalmanual.Role of Health supervisorsEnsure that MPHWs are per<strong>for</strong>ming their duties well in supporting case management and vectorcontrol activitiesConduct monthly program review with the staff, particularly when the MO-PHC is not availableMonitor data quality through field visits and per<strong>for</strong>m desk reviewsMonitor <strong>training</strong> status of staff and alert MO-PHC when required41
