The WBSCVET wants to procure Air-conditioner Machine, Paper Shredder Machine, VacuumCleaner, Android Tablet and Material Handling Trolley from Original Equipment Manufactureror dealer of original equipment manufacturer2. Bidders are allowed to quote for those items for which they are distributors / dealers of OriginalEquipment Manufacturer (OEM) or Original Equipment Manufacturer(OEM). If bidder failed toproduce current/recent dealership/distributorship certificate for the item/items for which theyhave quoted those quote will be treated as cancelled.3. Bidders are advised to study all technical and commercial aspects, instructions, forms, terms andspecifications carefully in the tender document. Failure to furnish any information required in theTender Document or submission of a bid not substantially responsive to the Tender d o c u m e n ti n any respect will be at the Bidders’ risk and may result in the rejection of the bid.4. Sealed offers prepared in accordance with the procedure enumerated in Clauses of Section IIshould be submitted to Secretary, West Bengal State Council of Vocational Education & Training,and Kolkata not later than the date and time laid down, at his address given in the schedule forinvitation to Tender.5. Bidder submit tender document fee of Rs. 250/- (Rupees two fifty only) as a crossed DemandDraft/Pay Order, drawn in favour of West Bengal State Council of Vocational Education &Training (Gen), payable at Kolkata from any Nationalized Bank, at the time of submitting bid.6. All bids must be accompanied by a Bank Draft/ Pay Order for Earnest Money of 2% of the quotedvalue in the form of Bank Draft / drawn over a Nationalized Bank in favour of WEST BENGALSTATE COUNCIL OF VOCATIONAL EDUCATION & TRAINING ( GEN). The validity of the BankDraft/ Pay Order should be for six months from the date of submission of the bid.7. The categories of items and quantity indicated in the Tender Document are tentative. WBSCVETreserves the right to increase or decrease the quantity or delete some or all of the items dependingon the needs of the WBSCVET without assigning any reason.8. The Bidders should indicate specifically the Basic Price, Taxes / Excise duty, other duties (if any),and levies chargeable quantitatively on the per unit basis in Indian currency.9. No additional information will be entertained after due date. The WBSCVET may reject tenders ifthey do not carry such information separately and specifically quantitatively without citing anyspecific reason. No queries will be entertained in this regard.10. The bids should indicate clearly that the rates are with the delivery charges to the specific place ofdelivery as indicated by the WBSCVET. The rates would also include the installation charges.11. The tender should be submitted in three covers i.e. (Part-I: EMD, IT, ST/VAT & other relateddocuments Part-2 Technical Bid & Part-3 Financial Bid). There should be proper indication of the5

The successful bidder would not bepaid anything more than what is quoted by the bidder on the per unit basis and this will beinclusive of all taxes, rates, duties, installation charge, transportation, loading & unloading,delivery etc.12. The bidder must clearly indicate its compliance to the delivery schedule. The bid should be valid forat least 90 days.13. The delivery, installation and successful testing of the items must be completed within 30 (thirty)days from the date of award of contract to the successful bidder.14. The bidder would be required to provide services and maintenance facilities including as perguarantee/warrantee period al for the items quoted at the place of installation.15. The Bidders should clearly indicate the availability of service and maintenance facilities for theitems quoted.16. The above mentioned details particularly the Sales Taxes / Excise duty, any other duty, ifnot quoted properly, the bid would be liable for cancellation.17. This tender document is not transferable.18. The Tender must be submitted along with the copies of:a. *Manufacturers license or authority from the Manufacturerb. *Copies of last three years Latest Income Tax Returns acknowledgements.19. The tenders will be opened on the date and time indicated in the presence of Bidders if anypresent on the occasion. If the date of opening is declared a holiday, the tenders will be openedon the next working day.20. No advance payment or payment against Performa invoice will be made. Payment will be madeafter receipt, inspection, installation and successful testing of the all the equipments supplied.21. All damaged or unapproved goods or any item, which is misrepresented, shall be returned tothe Bidders, and cost and the incidental expenditure thereupon shall be recovered from theBidders.22. Terms & conditions of the bidder sent along with the quotation, if any, put by the Bidders, shallnot be binding on the WBSCVET.23. On acceptance of tender, the date of delivery should be strictly adhered to, otherwise, theWBSCVET, reserves the right not to accept the delivery in full or in part. In case the order isnot executed within the stipulated period, the WBSCVET shall be at liberty to make purchasesthrough other sources, and to forfeit the earnest money of the Bidder.24. No claim on account of payment of octroi / way bill, etc, within the limits of the State ofWest Bengal, shall be accepted.6

Technical Bid of the Tender should be covered in a separate sealed cover super-scribing thewordings “Technical Bid”4. The cover thus prepared should also indicate clearly the name and address of the Bidders to enablethe Bid to be returned unopened in case it is declared “late”.7. The Earnest Money is paid by Demand Draft, the draft must be in a separate sealed envelopeindicating the amount, tender Notice Number and due date and enclosed with the bidCost of Tender1. The B i d d e r s s h a l l bear all costs associated with the preparation and submission ofits Bid, including the cost of presentation for the purpose of clarification of the bid, if so desired bythe WBSCVET and the WBSCVET will in no case be responsible or liable for those costs, regardlessof the conduct or outcome of the Tendering Process.Clarification of Tender Document1. Prospective Bidders requiring any clarification of the Tender Document may notify the WBSCVET inwriting at the WBSCVET’s mailing address indicated in Clause of Section I. The modification will be notified.Language of BidsThe bids prepared by the Bidders and all correspondence and documents relating to the bidsexchanged by the Bidders and the Client, shall be written in English language.Documents comprising the BidsThe Bids prepared by the Bidders shall comprise of following components: -a)Technical Bid shall consist of the following: -(i) Technical Bid furnished as per the format for technical bid.(ii) Technical literature for each product / service, covering full technical specifications.b) Commercial Bid consisting of the following: -(i) Bid prices duly filled, signed and complete as per the format.Earnest MoneyAll bids must be accompanied by a Bank Draft/ Pay Order for Earnest Money of 2% of the quoted valuein the form of Bank Draft / drawn over a Nationalized Bank in favour of WEST BENGAL STATECOUNCIL OF VOCATIONAL EDUCATION & TRAINING (GEN).
