The changes in the distribution ofowner- versus renter-occupied units and the vacancy rates of the housing stock between 2000 and2010 are presented in Table 17. In 2000 and 2010, 60% of the occupied housing units in <strong>Garden</strong><strong>Grove</strong> were owner occupied. Countywide, 59% of all housing units were owner occupied 6 . Thatthe City’s tenure distribution has remained at levels seen in 2000 speaks to the stability of the City’sresidential neighborhoods.VacancyVacancy rates often influence the cost of housing. In general, vacancy rates of 5% to 6% for rentalhousing and 2% to 3% for ownership housing are considered healthy and suggest a balancebetween housing supply and demand. With a housing stock of 65% single-family and 31% multifamilyunits, the weighted optimum vacancy rate should be between 3% and 4%.
