Introduction“The legislature finds and declares as follows:a. The availability of housing is of vital statewide importance, and the early attainment ofdecent housing and a suitable living environment for every Californian, including farmworkers,is a priority of the highest order.b. The early attainment of this goal requires cooperative participation of government and theprivate sector in an effort to expand housing opportunities and accommodate the housingneeds of Californians of all economic levels.c. The provision of housing affordable to low- and moderate-income households requires thecooperation of all levels of the government.d. Local and State governments have a responsibility to use the powers vested in them tofacilitate the improvement and development of housing to make adequate provision forhousing needs of all economic segments of the community.e. The Legislature recognizes that in carrying out this responsibility, each local government alsohas the responsibility to consider economic, environmental, and fiscal factors andcommunity goals set forth in the general plan and to cooperate with other localgovernments and the state in addressing regional housing needs.”Section 65581 of the California Government Code reflects the legislative intent for mandating thateach city and county prepare a <strong>Housing</strong> <strong>Element</strong>:“It is the intent of the legislature in enacting this article:a. To assure that counties and cities recognize their responsibilities in contributing to theattainment of the state housing goal.b. To assure that counties and cities will prepare and implement housing elements which,along with federal and State programs, will move toward attainment of the state housinggoals.c. To recognize that each locality is best capable of determining what efforts are required by itto contribute to the attainment of the State housing goal, provided such a determination iscompatible with the State housing goal and regional housing needs.d. To ensure that each local government cooperates with other local governments in order toaddress regional housing needs.”State law requires housing elements to be updated on a regular basis to reflect a community’schanging housing needs. For the cities and counties within the Southern California Association ofGovernments (SCAG) region, that period is every eight years for jurisdictions with a certifiedhousing element. The Government Code also requires that each draft <strong>Housing</strong> <strong>Element</strong> bereviewed by the California Department of <strong>Housing</strong> and Community Development (HCD), and thatthe HCD’s findings be incorporated prior to adoption, or that specified findings be made inresponse to the HCD’s comments.<strong>2014</strong>-<strong>2021</strong> <strong>Housing</strong> <strong>Element</strong> 2 City of <strong>Garden</strong> <strong>Grove</strong>
IntroductionIn response to recent State law related to housing elements, this <strong>2014</strong>-<strong>2021</strong> <strong>Housing</strong> <strong>Element</strong>addresses SB 812 that requires the housing element to assess the housing needs of developmentallydisabled persons.Relationship to Other General Plan <strong>Element</strong>sThe <strong>Garden</strong> <strong>Grove</strong> General Plan consists of the following elements: Land Use, <strong>Housing</strong>, Circulation,Infrastructure, Safety, Noise, Open Space and Recreation, Conservation, Economic Development,Community Design, and an Implementation Program. The <strong>Housing</strong> <strong>Element</strong> contains policies andprograms that are consistent with policy directives in all other General Plan elements. The <strong>Housing</strong><strong>Element</strong> draws upon the development capacity levels set forth in the Land Use <strong>Element</strong> todetermine the appropriate locations for new housing development. When any element of theGeneral Plan is amended, the City will review the <strong>Housing</strong> <strong>Element</strong> and if necessary, amend it toensure continued consistency among elements.Public ParticipationThe <strong>Housing</strong> <strong>Element</strong> must reflect the values and preferences of <strong>Garden</strong> <strong>Grove</strong> residents; therefore,public participation played an important role in the development of this <strong>Element</strong>. Section65583(c)(6)(B) of the Government Code states: “The local government shall make diligent effort toachieve public participation of all economic segments of the community in the development of thehousing element, and the program shall describe this effort.” This process not only includesresidents of the community, but also coordinates participation among local agencies and housinggroups, community organizations, and housing sponsors.All segments of the <strong>Garden</strong> <strong>Grove</strong> community were encouraged by the City to participate in thepreparation of the <strong>Housing</strong> <strong>Element</strong> through a combination of general public notices and directcontacts with organizations serving low-income and special needs groups. They were invited to twopublic workshops on the <strong>Housing</strong> <strong>Element</strong> with the Planning Commission and NeighborhoodImprovement and Conservation Commission, on October 18, 2012 and April 4, 2013, at theCommunity Meeting Center, 11300 Stanford Avenue, <strong>Garden</strong> <strong>Grove</strong>.
