Sub must be c<strong>all</strong>ed in by the <strong>of</strong>ficial.Playing time: Each player SHALL play a minimum <strong>of</strong> 50% <strong>of</strong> the total playing time.Teams and matches may be coed.MAXIMUM ROSTER SIZE: U6-8, U8-10, U10-12, U12-15, U16-15Law 4 – The Players’ EquipmentPlayers sh<strong>all</strong> wear a <strong>YMCA</strong> provided uniform. Players must also wear shin guards this is mandatory. Cleats arerecommended. Non-uniform clothing is <strong>all</strong>owed based on weather conditions, but uniforms must still distinguish teams.Law 5 – The RefereeAn OFFICIAL will be used. All infringements sh<strong>all</strong> be briefly explained to the <strong>of</strong>fending player.Law 6 – The Assistant RefereesNo Assistant Referee will be used for U6-U10 matches. Law 7 – The Duration <strong>of</strong> the MatchThe match sh<strong>all</strong> be divided into four equal quarters for the following divisions: U6- 8 minutes and U8- 10 minutes. Thematch sh<strong>all</strong> be divided into two equal halves for the following divisions: U10 – 20 minutes U12- 25 minutes and U16- 30minutes. There sh<strong>all</strong> be a half-time interval <strong>of</strong> 5 minutes. In matches with quarters, there sh<strong>all</strong> be a 2 minute quarterbreak. No timeouts sh<strong>all</strong> be granted (FIFA rules).Law 8 – The Start and Restart <strong>of</strong> PlayA kick-<strong>of</strong>f will start and restart play. The home team sh<strong>all</strong> take the kick-<strong>of</strong>f to start the match. The away team maychoose which goal to attack in the first half <strong>of</strong> the match. During a kick-<strong>of</strong>f, <strong>all</strong> players must be in their own half <strong>of</strong> thefield <strong>of</strong> play and the opposing team must be at least 8 yards (4 yards for divisions U6-U8). The b<strong>all</strong> is in play when it iskicked and moves forward. The kicker must not touch the b<strong>all</strong> again until it has touched another player.Law 9 – The B<strong>all</strong> In and Out <strong>of</strong> PlayThe b<strong>all</strong> is out <strong>of</strong> play when it has wholly crossed the goal line or touch line whether on the ground or in the air or playhas been stopped by the referee. The b<strong>all</strong> is in play at <strong>all</strong> other times, including when: it rebounds <strong>of</strong>f a goalpost,crossbar, or corner flag and remains in the field <strong>of</strong> play and if it rebounds <strong>of</strong>f either the referee or assistant referee whenthey are on the field <strong>of</strong> play.Law 10 – The Method <strong>of</strong> ScoringA goal is scored when the whole <strong>of</strong> the b<strong>all</strong> passes over the goal line, between the goalposts and under the crossbar,provided that no infringement <strong>of</strong> the Laws <strong>of</strong> the Game has been committed previously by the team scoring the goal.Law 11 – Offside (U12 & up only)Offside Position: It is not an <strong>of</strong>fence in itself to be in an <strong>of</strong>fside position. A player is an <strong>of</strong>fside position if he is nearer tohis opponents’ goal line than both the b<strong>all</strong> and the second-last opponent. A player is not in an <strong>of</strong>fside position if: (1) he isin his own half <strong>of</strong> the field <strong>of</strong> play, (2) he is level with the second-last opponent, or (3) he is level with the last twoopponents.Offence: A player in an <strong>of</strong>fside position is only penalized if, at the moment the b<strong>all</strong> touches or is played by one <strong>of</strong> histeam, he is, in the opinion <strong>of</strong> the referee, involved in the active play by interfering with the play or interfering with anopponent or gaining an advantage by being in that position.No Offence: There is no <strong>of</strong>fside <strong>of</strong>fence if a player receives the b<strong>all</strong> directly from a goal kick, throw-in or corner kick.Law 12 – Fouls and MisconductDirect Kick: A direct kick is awarded to the opposing team if player commits any <strong>of</strong> the following seven <strong>of</strong>fences in amanner considered by the referee to be careless, reckless, or using excessive force: (1) kicks or attempts to kick anopponent (2) trips or attempts to trip an opponent (3) jumps at an opponent (4) charges an opponent (5) strikes orattempts to strike an opponent (6) pushes an opponent (7) tackles an opponent. Law 12- Fouls and Misconduct (continued)Penalty Kick: A penalty kick is awarded if any <strong>of</strong> the above <strong>of</strong>fences is committed by a player inside his own penalty area,irrespective <strong>of</strong> the position <strong>of</strong> the b<strong>all</strong>, provided it is in play.Direct Kick: An direct kick is awarded to the opposing team if a goalkeeper inside his own penalty area, commits any <strong>of</strong>the following three <strong>of</strong>fences: (1) touches the b<strong>all</strong> again with his hands after he released it from possession and before ithas touched another player (2) touches the b<strong>all</strong> with his hands after it has been deliberately kicked to him by a team-mate(3) touches the b<strong>all</strong> with his hands after he has received it directly from a throw-in taken by a team-mate. None <strong>of</strong> these<strong>of</strong>fenses sh<strong>all</strong> result in a penalty kick.A direct kick is also awarded to the opposing team if, in the opinion <strong>of</strong> the referee, a player: plays in a dangerous manner,impedes the progress <strong>of</strong> an opponent, prevents the goalkeeper from releasing the b<strong>all</strong> from his hands, commits any other<strong>of</strong>fence, not previously mentioned in Law 12, for which play is stopped to caution or send <strong>of</strong>f a player.Miscount: If a player commits any <strong>of</strong> the following seven <strong>of</strong>fenses, the referee may tell the coach to substitute out the<strong>of</strong>fending player for at least two minutes: (1) unsporting behavior, (2) dissent by word or action, (3) persistentinfringement <strong>of</strong> the Laws <strong>of</strong> the Game, (4) delaying the restart <strong>of</strong> play, (5) failure to respect the required distance whenplay is restarted with a corner kick, free kick, or throw-in, (6) entering or re-entering the field <strong>of</strong> play without the referee’spermission, (7) deliberately leaving the field <strong>of</strong> play without the referee’s permission. If a player commits any <strong>of</strong> thefollowing seven <strong>of</strong>fenses, the referee may ask that player to be disqualified for the remainder <strong>of</strong> the game: (1) serious foulplay, (2) violent conduct, (3) spitting at an opponent or any other person, (4) denying the opposing team a goal or anobvious goalscoring opportunity by deliberately handling the b<strong>all</strong>, (5) denying an obvious goalscoring opportunity to anopponent moving towards the player’s goal by an <strong>of</strong>fence punishable by a free kick or penalty kick, (6) using <strong>of</strong>fense,insulting or abusive language and/or gestures, (7) receiving a second caution in the same match.Law 13 – Free KicksDirect Kick: A goal can be scored on a direct free kick. If a direct free kick is kicked directly into the team’s won goal, acorner kick is awarded to the opposing team. All kicks will be direct kicks.Procedure: For direct free kicks, the b<strong>all</strong> must be stationary when the kick is taken and the kicker must not touch the b<strong>all</strong>again until it has touched another player.Law 14 – The Penalty Kick – U8 and older (there are no penalties for U6)A penalty kick is awarded against a team that commits one <strong>of</strong> the ten <strong>of</strong>fences for which a direct free kick is awarded,inside its own penalty are and while the b<strong>all</strong> in play.Position: The b<strong>all</strong> must be placed on the penalty mark. The player taking the penalty kick must be properly identified.The defending goalkeeper must remain on his goal line, facing the kicker, between the goalpost until the b<strong>all</strong> has beenkicked. The players other than the kicker must be located: inside the field <strong>of</strong> play, outside <strong>of</strong> the penalty area, behind thepenalty mark, at least 8 yards from the penalty mark. After the players have taken the positions in accordance with thisLaw, the referee signals for the penalty kick to be taken: The player taking the penalty kick must kick the b<strong>all</strong> forward. Hemust not play the b<strong>all</strong> again until it has touched another player or the goalpost. Law 15 – Throw ins.A throw-in is awarded to the opponents <strong>of</strong> the player who last touched the b<strong>all</strong> when the whole <strong>of</strong> the b<strong>all</strong> crosses thetouch line, either on the ground or in the air. A goal cannot be scored directly from a throw-in.Procedure: At the moment <strong>of</strong> delivering the b<strong>all</strong>, the thrower: faces the field <strong>of</strong> play, has part <strong>of</strong> each foot either on thetouch line or on the ground outside the touch line, holds the b<strong>all</strong> with both hands, delivers the b<strong>all</strong> from behind and overhis head, and delivers the b<strong>all</strong> from the point where it left the field <strong>of</strong> play. All opponents must stand no less than 2 yardsat which the throw-in is taken. The b<strong>all</strong> is play when it enters the field <strong>of</strong> play. After delivering the b<strong>all</strong>, the thrower mustnot touch the b<strong>all</strong> again until it has touched another player, the goalpost or crossbar.Law 16 – The Goal KickA goal kick is awarded when the whole <strong>of</strong> the b<strong>all</strong> passes over the goal line, either on the ground or in the air, having lastbeen touched by a player <strong>of</strong> the attacking team, and goal is not scored in accordance with Law 10. A goal may be scoreddirectly from a goal kick, but only against the opposing team.Procedure: The b<strong>all</strong> is kicked from any point within the goal area by a player <strong>of</strong> the defending team. Opponents remainoutside the penalty until the b<strong>all</strong> is in play. (U6-U8 must retreat to the midfield line.) The kicker must not play the b<strong>all</strong>again until has touched by another player. The b<strong>all</strong> is play when it is kicked directly out <strong>of</strong> the penalty area.Law 17 – The Corner KickA corner kick is awarded when the whole <strong>of</strong> the b<strong>all</strong> passes over the goal line, either on the ground, or in the air, havinglast touched a player <strong>of</strong> the defending team, and a goal is not scored in accordance with Law 10. A goal may be scoreddirectly from a corner kick, but only against the opposing team.Procedure: The b<strong>all</strong> must be placed inside the corner arc nearest to the point where the b<strong>all</strong> crossed the goal line. Thecorner flag must not be moved. Opponents must remain at least 8 yards from the corner arc until the b<strong>all</strong> is in play. Theb<strong>all</strong> must be kicked by a player <strong>of</strong> the attacking team. The b<strong>all</strong> is in play when it is kicked and moves. POST GAME ACTIVITIESAt the conclusion <strong>of</strong> every game, both teams sh<strong>all</strong> line up at the center <strong>of</strong> the field for a congratulatory handshake.RE GAME PLEDGEWin or Lose,I pledge to do the best I can,To be a team player;And to respect my teammates, my coaches, and <strong>of</strong>ficials;To improve myself in spirit, mind, and body.PLAY BALLRAIN POLICYPractices will be held if the if the <strong>YMCA</strong> deems that the field conditions are satisfactory. If a practice is to be cancelled the<strong>YMCA</strong> will post the cancellation on their website by 4:30pm. Practices that are cancelled will not be made up.Games will be played unless field conditions are unsuitable. If a game is to be cancelled, the <strong>YMCA</strong> will post thecancellation on their website. Games that are cancelled will be rescheduled and posted on the <strong>YMCA</strong> website.*Please note that practices and games may be cancelled on short notice due to severe weather.In case <strong>of</strong> bad weather during a game in which the <strong>YMCA</strong> staff or coach c<strong>all</strong>s a stoppage <strong>of</strong> play, the game will besuspended and rescheduled on another date unless the first half is already completed. If the first half is completed at thetime <strong>of</strong> the stoppage <strong>of</strong> play, it will stand as a completed game. If the first half is not complete, the time left in the gameand where and who had possession <strong>of</strong> the b<strong>all</strong> at the time <strong>of</strong> the suspended play sh<strong>all</strong> be recorded. Play sh<strong>all</strong> pick upfrom that time and spot <strong>of</strong> possession at the rescheduled time <strong>of</strong> the game. In the post season, if teams are tied in thesecond half and play is suspended, the time left in the game and where and who had possession <strong>of</strong> the b<strong>all</strong> at the time <strong>of</strong>the suspended play sh<strong>all</strong> be recorded. Play sh<strong>all</strong> pick up from that time and spot <strong>of</strong> possession at the rescheduled time <strong>of</strong>the game. In the regular season, the game sh<strong>all</strong> be declared a tie.*<strong>YMCA</strong> field supervisor will notify teams with three whistle burst or air horn blast when practices or games have beencancelled. Once this happens, please exit the field immediately.SPECTATOR CONDUCTPositive team support is encouraged. Offensive language or behavior will not be tolerated. Each coach is responsible forthe conduct <strong>of</strong> <strong>all</strong> persons on his/her team or supporting his/her team. Spectators should remain at least 3 feet awayfrom the touch lines. Fans are encouraged to cheer, encourage, and support both teams.
