GOVERNMENT OF BIHARDEPARTMENT OF ANIMAL HUSBANDRY AND FISHERIES RESOURCESANNUAL REPORT OF THE YEAR 2007-08( ANIMAL HUSBANDRY SECTOR )Animal Husb<strong>and</strong>ry is the root base <strong>of</strong> rural economy. The <strong>government</strong> is making all outefforts for its development. It can be gauged from the fact that in the year 2004-05 the budgetallocation for this sector in the plan scheme was Rs. 292.25 lacs which has been increased toRs. 1795.96 lacs in the year 2007-08. Likewise in the non-plan head, the amount <strong>of</strong> Rs. 6354.86lacs in the year 2004-05 has also been increased to Rs. 7672.10 lacs in the year 2007-08.There has been a satisfactory improvement in the production <strong>of</strong> milk, meat <strong>and</strong> eggs. The milkproduction <strong>and</strong> egg production in the state was 2974 thous<strong>and</strong> MT <strong>and</strong> 7894 lacs respectivelyin the year 2004-05, the figure has increased in the year 2006-07 to 5450 thous<strong>and</strong> MT <strong>and</strong>9455 lacs respectively.Animal breeding programme – Other states had been getting benefits from nationalproject on cattle <strong>and</strong> buffalo breeding (NPCBB), a hundred percent central sponsored scheme,since, 9th five year plan, whereas our state was having no benefits <strong>of</strong> it (NPCBB). In thisconnection out <strong>of</strong> the state <strong>government</strong>’s proposed plan worth Rs.6145.89 lacs producedbefore the central <strong>government</strong> under NPCBB, the state has been able to get only Rs. 499.80lacs from central <strong>government</strong>. Again under the same scheme (NPCBB) in phase II, the plan <strong>of</strong>Rs. 11152.00 lacs has been submitted to the central <strong>government</strong> for its approval.All the sanctioned AI centres (1401) <strong>of</strong> the state had been lying dead for the last severalyears. Out <strong>of</strong> these 1401 centres, 500 centres have been rejuvenated <strong>and</strong> rest 901 has beenproposed to be restarted in Phase-II <strong>of</strong> NPCBB.In the year 2004-05, where only 0.74 lacs <strong>animal</strong>s were inseminated artificially, thefigure has just reached to 2.38 lacs in the year 2006-07. In the year 2007-08 upto Jan’2008,1.32 lacs <strong>animal</strong>s were inseminated artificially. With respect to the <strong>animal</strong> treatment the figurehas increased from 22.95 lacs to 24.96 lacs.Vaccination – For the safe guard <strong>of</strong> the <strong>animal</strong>s against different infectious diseases inthe year 2004-05, 14.98 lacs <strong>animal</strong>s were vaccinated against different diseases. In the year2007-08 this work (vaccination) was organised on campaign drive at panchayat level <strong>of</strong> thestate. In the year 2007-08 vaccination drive was organized in May’2007 <strong>and</strong> Jan’2008 each <strong>of</strong>15 days duration. During these two campaigns altogether 61.95 lacs <strong>animal</strong>s were vaccinatedagainst different diseases.Castration – To check the unwanted reproduction, unwanted <strong>and</strong> unproductive bullsare castrated. In comparison to the year 2004-05 where only 2.03 lacs male calves were castrated,2.21 lacs male calves were castrated in the year 2006-07. In the year 2007-08 upto Jan’20081.44 lacs male calves have been castrated.Poultry Development – New initiatives have been taken by the <strong>department</strong> to enhancethe poultry rearing. Programmes have been started to rear the low input variety poultry whicheats left over materials <strong>and</strong> gives more production in backyard. Such types <strong>of</strong> poultry farmshave been started in <strong>government</strong> poultry farms one each at Patna, Muzaffarpur, Purnea <strong>and</strong>Kishanganj.


For augmenting the poultry rearing, the training programmes for the poultry rearersinside <strong>and</strong> outside the state have been started for the first time in the state. 2000 poultry rearershave been trained during the year 2007-08.Free Medicine Distribution – Earlier the costs <strong>of</strong> medicines supplied to the <strong>animal</strong>owners through veterinary dispensaries / hospitals were charged from <strong>animal</strong> owners that havenow been made free. In this connection 17 types <strong>of</strong> drugs <strong>of</strong> common use have been providedin the dispensaries.Establishment <strong>of</strong> pathological laboratory – For the first time in the state,pathological laboratories are being established at 100 sub-division level hospitals.Fodder Bank – 8 Fodder banks under RKVY <strong>and</strong> 2 under state plan are beingestablished for the first time in order to provide balanced feed to the <strong>animal</strong>s <strong>and</strong> to cope upthe situation at the time <strong>of</strong> its dearth. Under this scheme provision has been made to makefodder brick <strong>of</strong> dry fodder by chemical treatment <strong>and</strong> increasing the nutritional value <strong>of</strong> thefeed. Such fodder brick can be stored safely for longer periods.FUTURE PROGRAMMES• Strengthening <strong>of</strong> dispensaries / hospitals by increasing infrastructural facilities.• It is a matter <strong>of</strong> prime importance to provide veterinary service, artificial insemination<strong>and</strong> vaccination at the doorsteps <strong>of</strong> the <strong>animal</strong> owners.• With the collaboration <strong>of</strong> the NGO <strong>and</strong> PPP, defunct <strong>animal</strong> farms will be rejuvenated.• There are programmes to augment the goatery <strong>and</strong> make it lucrative.
