Clarion University of Pennsylvania 11Graduate Study atClarion Universitypersons affected.Students are held responsible for reading andunderstanding the academic, administrative, anddisciplinary policies or regulations and for understandingthe general education requirements as published in thecatalog when they matriculate. They are held responsiblefor the requirements of a major in effect at the time theyofficially declare a major. If students change majors, theyare responsible for the requirements of the major in effectwhen they officially change majors.Requirements for graduation as well as those forvarious curricula and degree programs may changeafter students matriculate at Clarion. Such changeswill not be retroactive, although students will have theoption to elect to meet the new program requirements, ifdesired. Exceptions may be necessary when changes inprofessional certification or licensure standards mandatesuch changes in requirements or programs.Nondiscrimination on the Basis of DisabilitySection 504 of the Rehabilitation Act of 1973 and theAmericans with Disabilities Act of 1990 have providedthe framework for those individuals with disabilitiesto not be discriminated against. Clarion University,which is a federally funded institution, must provide fornondiscrimination under its federal grants and programs.Thus, “no otherwise qualified individual with a disabilityin the United States... shall, solely by reason of her orhis disability be excluded from the participation in, bedenied the benefits of, or be subjected to discriminationunder any program or activity receiving federal financialassistance...” (29 U.S.C. § 794(a), see also 29 U.S.C.§ 706(8), see also 42 U.S.C. §§ 12132, 10102, 12114).An “individual with a disability” has been defined, withcertain exceptions, as “any person who (i) has a physicalor mental impairment which substantially limits one ormore of such person’s major life activities, (ii) has a recordof such an impairment, or (iii) is regarded as having suchan impairment. (See 42 U.S.C. § 12101 et. seq. And 29U.S.C. § 701 et. seq.)The applications of these laws at Clarion Universityensures that:1. no qualified individual with a disability maybe excluded solely by such disability from anycourse, or courses of study;*2. classes will be rescheduled for those studentswith mobility impairments if they are scheduledfor inaccessible class rooms;*3. academic degree or course requirements maybe modified in certain instances to ensure fullparticipation by students with disabilities;*4. alternate methods of testing and evaluationare available in all courses offered by theuniversity for students with documentedrequirements for such methods;*5. auxiliary aids are made available by theuniversity for students with impaired sensory,manual, or speaking skills;*6. certain campus rules and regulations maybe waived if they limit the participation ofstudents with disabilities;* and7. housing opportunities, employmentopportunities, and other opportunities forstudents with disabilities are equal to those ofstudents without disabilities.**Note: The university is only legally obligatedto provide academic adjustments to a qualifiedindividual with a disability who has made hisor her need known and when it has received theappropriate documentation of such disability tosupport the adjustment. Thus, students must providethe university with the necessary medical anddiagnostic information to support their requests,

Studentsmust initiate the process of receiving accommodationsby contacting the coordinator of Disability SupportServices, located in 102 Ralston Hall. Also, as part of theuniversity’s registration process, students are providedwith a confidential questionnaire that enables themto notify the university of possible accommodationsand services that are related to a disabling condition.Students should return these forms to the office of theRegistrar. In addition, students must contact the DSS officeto submit proper documentation and discuss requestedaccommodations.
