ご 挨 拶Welcome to the Electronic Navigation Research Institute私 は、 平 成 25 年 4 月 独 立 行 政 法 人 電 子 航 法 研 究 所 の 第 3 代 目 理 事 長 に 就 任 いたしました 山 本 憲 夫 でございます。どうぞよろしくお 願 いいたします。理 事 長山 本 憲 夫President Kazuo Yamamoto電 子 航 法 研 究 所 は、 航 空 交 通 管 理 とそれを 支 える 通 信 、 航 法 及 び 監 視 技 術 などからなる 航 空 交 通 システムに 関 する 我 が 国 唯 一 の 研 究 機 関 として、 航 空 交 通 のさらなる 増 大 、 安 全 性 の 向 上 及 び 地 球 環 境 の 保 全 などを 可 能 にする 技 術 の 実 現 をめざして研 究 開 発 に 取 り 組 んでいます。 特 に、 現 在 当 研 究 所 は 我 が 国 の 航 空 交 通 システムの円 滑 な 発 展 を 目 指 して 国 土 交 通 省 が 提 唱 している「 将 来 の 航 空 交 通 システムに 関 する 長 期 ビジョン」(CARATS)に 含 まれる 課 題 を 重 点 的 に 実 施 しており、それによりこの 長 期 ビジョンの 実 現 を 全 面 的 に 支 援 しています。当 研 究 所 は、 欧 米 の 同 様 の 研 究 機 関 と 比 べると 小 規 模 な 組 織 です。そのような 組 織 が 幅 広 い 研 究 の 要 望 に 応 えるためには、 自 らの 絶 え 間 ない 努 力 と 共 に 国 内 外 の 研 究 機 関 、 大 学 などとの 連 携 が 極 めて 重 要 と 考 えます。そこで当 研 究 所 では、 自 らの 研 究 能 力 を 高 めることに 努 めると 共 に、 限 られた 研 究 員 数 では 対 応 が 難 しい 多 様 な 研 究 依 頼に 対 しては、それらを 得 意 とする 国 内 外 の 機 関 と 連 携 することで 応 えることを 考 えています。こうして、ご 満 足 をいただける 成 果 をタイムリーに 国 民 の 皆 様 に 提 供 して 参 りますので、 引 き 続 き 関 係 する 皆 様 のご 指 導 とご 支 援 を 賜 りますようお 願 い 申 し 上 げます 。平 成 23 年 3 月 の 東 日 本 大 震 災 とそれに 続 く 津 波 により、 当 研 究 所 の 重 要 な 実 験 施 設 である 岩 沼 分 室 は 大 被 害 を受 け、 実 験 用 航 空 機 も 全 損 状 態 となりました。しかしながら、 幸 いにも 政 府 の 財 政 支 援 を 受 け、 職 員 一 同 復 旧 に 努めた 結 果 、 分 室 の 機 能 は23 年 度 末 までにほぼ 復 旧 、 実 験 用 航 空 機 も 更 新 が 実 現 して、25 年 度 初 めには 飛 行 実 験を 再 開 できる 見 通 しとなりました。この 過 程 で 皆 様 から 寄 せられましたご 支 援 に 心 より 御 礼 申 し 上 げます。My name is Kazuo YAMAMOTO. I was appointed president of Electronic Navigation research Institute (ENRI) in 2013.ENRI is the only institute in Japan conducting research relating to air traffic systems consisting of Air Traffic Management,Communication, Navigation and Surveillance technologies and is now involved in research and development to realize airtraffic increase, traffic safety enhancement and global environmental preservation. In particular, ENRI is now placing emphasison the topics included in the long-term vision for future air traffic systems, "Collaborative Actions for Renovation of Air TrafficSystems (CARATS)" proposed by the Ministry of Land, Infrastructure, Transport and Tourism, for smooth advancement of theair traffic systems in Japan, so that ENRI can fully support the realization of the vision.Compared to similar institutes in the U.S. and Europe, ENRI is a small organization. We believe that our own continuousefforts and collaboration with national or international research institutes and/or universities will be crucially important forus to respond to wide variety of research requirements. Thus, ENRI will not only enhance its research capabilities but seekdomestic and foreign partners to respond to wide variety of research topics when ENRI itself cannot provide appropriatesolutions because of the lack of staff. As we have a will to provide people with satisfactory accomplishments timely, we wouldbe grateful if you could understand our situation and advise us for supporting our activities.Iwanuma branch, which is our important experimental facility was submerged and our experimental aircraft was totallydamaged by the Tsunami on March 11 2011. However, thanks to governmental financial support and by our efforts, almost fullfunction of the branch has resumed by the end of fiscal 2011. In addition, we succeeded in replacing our experimental aircraftand will start flight experiments by the new aircraft at the beginning of fiscal 2013. We therefore would like to express oursincere gratitude to you for your encouragement and support.1
