<strong>JOB</strong> <strong>DESCRIPTION</strong><strong>EMERGENCY</strong> <strong>PLANNING</strong> <strong>MANAGER</strong>Directorate and Unit:Scale/GradeReporting to:Responsible for:Planning, Economy and Performance Directorate (PEP)Emergency Planning UnitPO4Head of Community LeadershipEmergency Planning Officers, Admin/Clerical SupportMain purpose of job:To manage the Worcestershire County Council’s discharge of its emergencymanagement responsibilities under the Civil Contingencies Act; Safety at Sports GroundAct and other related legislation including COMAH. To provide professional leadershipfor: maintaining and developing resilience plans; fulfilling the statutory duties foremergency planning; cooperation; information sharing; risk assessment; warning andinforming; internal business continuity.Responsibilities, duties and tasks• To effectively lead and manage the Emergency Planning Team (EPT) includingstaff recruitment, selection, training and appraisal.• To develop an Annual Service Plan and Operational Work Plan that supports theCouncils objectives, the Risk Assessment process, the Local Resilience Forum(LRF) and the National Capabilities Programme.• To regularly review and monitor the effectiveness of the EPT recommending,where appropriate, areas for improvement and change.• To ensure that assigned County Council Directorates and district councils have inplace the required systems to meet their statutory duties under the CivilContingencies Act (CCA).• To be the lead on emergency planning matters within the Council and identifygaps in contingencies and/or service delivery. To put forward proposals toaddress any identified areas of concern.• To work with other Category 1 responders to ensure that their systems, under theCCA, form part of an integrated whole for all such responders in Worcestershire.Job Description – Version 3 – November 2007 1


• To consult with and assist District Council Chief Executives and senior managersin ensuring that they meet their statutory CCA obligations via a Memorandum ofAgreement (MOA).• To establish effective professional relationships with key personnel representingpartner agencies and other emergency planning stakeholders. To represent theCouncil at various multi-discipline forums; also influence policies and plansaffecting the County Council.• To make an effective contribution within the West Mercia Local Resilience Forum(LRF), articulate the Worcestershire County Council perspective and chairrelevant working groups, when required.• To ensure the EPT work effectively to assess risks of emergencies occurring,their impact on the County Council, locality or sector and communicate theseappropriately within established procedures.• To set up and support the establishment and operation of the EmergencyResponse Centre in the implementation and coordination of the Council’sresponse to an emergency or incident.• To develop a corporate policy for emergency management and controlprocedures.• Maintain an up to date knowledge of emergency planning policies, developmentand good practice.• To act as a cost-centre manager/ budget holder, developing budget forecasts forthe EP Unit (approximately £310K) and manage allocations in support ofcapabilities.• To give strategic and professional advice on Business Continuity Managementprocess to the Council.• To make an effective contribution, within WCC Communications Strategy,towards achieving the statutory duty of Warning and Informing the public aboutemergency incidents and civil protection issues.• To contribute to the design, delivery and analysis of multi-agency trainingexercises to validate emergency arrangements.• In the event of a major incident to deputise, as appropriate, for the Head ofCommunity Leadership as the WCC liaison officer at tactical (Silver) coordinatinggroup. To direct response and resources also advise the Chief Executive andDirectors in accordance with agreed emergency management procedures.• To make an effective contribution to the management of a multi-agency responseto and recovery from emergencies within the Council’s community strategy.• To support and influence the County Council’s strategic direction to civilcontingencies providing specialist advice and recommendations on complex andcontentious issues, affecting all areas of the service, to the Chief Executive,Directors, senior managers and other key stakeholders.Job Description – Version 3 – November 2007 2
