Enforcement regimes2.6 Apparently, plain-clothes officers working on a full-time basis at strategiclocations are much more effective in taking enforcement actions against public cleanlinessoffences. To further strengthen enforcement actions, Audit considers that the FEHDneeds to deploy more plain-clothes officers working on a full-time basis.Need to enhance publicity on littering offences2.7 In mid-2004, the FEHD launched a publicity drive to disseminate keep HongKong clean messages. The key messages were to express appreciation of the contributionby the community in the past <strong>and</strong> encourage the public to keep up the clean Hong Kongefforts. In respect of the enforcement actions against public cleanliness offences,posters/pamphlets were used to advise the public not to commit the cleanliness offences onlittering, spitting, dog fouling <strong>and</strong> unauthorised display of bills <strong>and</strong> posters.
