2011-12 Accounts at a GlanceChapter- 2The Role of Controller of Accounts (MoES) as per the revisedcharter of Integrated Finance Scheme issuedby the Ministry of FinanceThe Controller of Accounts (MoES) is the Head of Department ofthe accounting organization in the Ministry of Earth Sciences. Hisfunctions can be put into the following broad categories:-(i) Receipts, Payments and Accounts :a. Accurate and timely payments in conformity with prescribed rulesand regulations;b. Timely realization of receipts;c. Timely and accurate compilation and consolidation of monthly andannual accounts;d. Ensure efficient service delivery to the Ministry/Department by thebanking system;e. Adherence to prescribed accounting standards, rules and principles;f. Timely, accurate, comprehensive, relevant and useful financialreporting.g. In respect of the above responsibilities the Controller of Accountsshall function under the direction superintendence and control of theController General of Accounts.(ii) Financial Management Systems :The Controller of Accounts as the head of the accounts wingshall render their professional expertise in the functioning of thefinancial management system, from the system point of view andmaking it more effective. He would also be responsible for theimplementation of the financial information systems of theController General of Accounts.8
