(1) The Bulgarian Academy of Sciences (BAS) is a national autonomousassociation for scientific research, which includes academic institutes and other independentresearch entities.(2) The Bulgarian Academy of Sciences unites the academicians and correspondingmembers from the country, recognized Professors scientists from scientific institutes inBulgaria, as well as foreign members.(3) The Bulgarian Academy of Sciences is a legal entity.Art. 2. (1) The Bulgarian Academy of Sciences participates in scientific research, inaccordance with human values and national interests and works for the multiplication of thespiritual and material treasures of the Bulgarian people.(2) The Bulgarian Academy of Sciences:1. (amend. – <strong>SG</strong> 41/07) performs fundamental experiments and preparation of highlytrained specialists independently and also together with universities under the conditions andfollowing the provisions of Art. 21, para 1, item 10 of the Law for the Higher Education;2. investigates the history, language and literature of the Bulgarian people and theircontribution to world culture;3. develops forecasts and long-term programs for social, economical, scientific,technical, ecological and cultural development of the country;4. provides opinion and assessments for projects and programs of nationalimportance;5. publishes scientific works and scientific studies for the general public;6. deals with manufacturing, trading and other activities related to the scientificexperiments carried out and the application of scientific results.Art. 3. (1) The Bulgarian Academy of Sciences carries out its activities on the basis ofthe laws and a statute.(2) The Bulgarian Academy of Sciences publishes annual reports on its scientific andfinancial activities.Art. 4. The statute of the Bulgarian Academy of Sciences specifies the Academy’sstructure and management, the conditions for creating, transforming and closing down theacademic institutes and the other independent research entities, and settles other issues relatedto the object of activity of the Academy.Art. 5. (1) The supreme governing and managing body of the Bulgarian Academy ofSciences is its General Assembly. Its members are elected by the scientists with a degree or a


title of the academic institutes. Scientists, doctors of sciences, corresponding members andacademicians can be elected members of the General Assembly.(2) The General Assembly of the Bulgarian Academy of Sciences adopts and amendsthe statute of the Academy.(3) The General Assembly elects the chairman and the vice-chairs, the scientificsecretary general and the members of the Board of Directors of the Bulgarian Academy ofSciences. An academician or a corresponding member is elected chairman.Art. 6. (1) The academic institutes and the other independent research entities of theBulgarian Academy of Sciences perform fundamental experiments, preparation of specialists,practice and technology activities.(2) The directors of the institutes and the other independent research entities areappointed by competition under conditions specified by the statute.Art. 7. The Bulgarian Academy of Sciences selects academicians, correspondingmembers and foreign members in the sphere of science, culture and art. The selection iscarried out by the academicians by procedures and under conditions specified by a statutebookapproved by the assembly of academicians and corresponding members. The number ofacademicians should not exceed 80, and that of corresponding members – 120.Art. 8. (1) Academicians and corresponding members can be permanently appointeduntil the age of 70, after which conditions of scientific activities and preparation of academicspecialists are kept for them. Academicians and corresponding members receive additional lifemonthly remuneration amounting to a sum specified by the government.(2) Professors, senior research associates of first degree and doctors of sciences canbe permanently appointed until the age of 65, after which, with authorization by the respectiveacademic council, conditions of scientific activities and preparation of academic specialists arekept for them.Art. 9. The Bulgarian Academy of Sciences and its independent research entitiesestablish and develop relations with Bulgarian and foreign academies, universities ad otherorganisations.Art. 10. (1) The property of the Bulgarian Academy of Sciences and its independentresearch entities includes the right of ownership and other real rights, takings, securities,patents, donations, joint-stock share in economic organisations and associations, as well asother rights and obligations.(2) The National Assembly concedes to the Bulgarian Academy of Sciences the stateterrains, buildings, machinery, equipment, installations, book-stock, financial means and othermovable property used by the Academy. This property should be directed only to the benefitof the Academy and by a decision by the General Assembly.(3) The real estates of the Academy are expropriated only by a decision by theNational Assembly.


(4) The Minister of Finance exerts control over the methods and routines of runningand directing the property conceded by the state to the Bulgarian Academy of Sciences.Art. 11. (1) The Bulgarian Academy of Sciences has an independent budget.(2) The incomes in the budget of the Bulgarian Academy of Sciences, including thosefor capital investment, consist of:1. state budget subsidies approved by a law by the National Assembly;2. incomes under contracts for research projects suggested by competent bodies ofauthority, companies and other organisations;3. incomes from marketing intellectual and other products;4. receipts by sponsors and donations.(3) (Added, Official Gazette issue No. 123 of 1997) The budget of the BulgarianAcademy of Sciences and the report on its implementation are approved by the GeneralAssembly by procedures specified in the statute of the Academy.(4) (Previously par. 3, Official Gazette issue No. 123 of 1997) The means in thebudget of the Bulgarian Academy of Sciences are spent on:1. financing scientific research activities;2. preparation of science specialists;3. development of the necessary equipment;4. maintenance of the general academic activities.Art. 12. (Repealed, Official Gazette issue No. 90 of 1993)Transitional and concluding provisions§ 1. The following are repealed: the Bulgarian Academy of Sciences Act (publishedin the Official Gazette issue No. 235 of 1949; amended, Tidings, issue No. 28 of 1957),Decree No. 1029 on Approving the Statute of the Bulgarian Academy of Sciences (OfficialGazette issue No. 38 of 1973), amended by Decree No. 1105 of the State Council of theNational Republic of Bulgaria (Official Gazette issue No. 59 of 1977).§ 2. The membership of the General Assembly of the Bulgarian Academy of Sciencesis formed within two months after the date this Act comes into force. It approves the statute atits first sitting. The General Assembly which approves the statute has 200 members. Thepresently operative statute is applied until the next one is approved.§ 3. The application of this Act is entrusted to the chairman of the BulgarianAcademy of Sciences.
