To ensure that only millercontractorsin good standing shall participate in the bidding, all interested contractors shall secure aclearance/certificate of good standing from the NFA Provincial Office in their area.Bidding will be conducted through open competitive bidding procedures using a non-discretionary“pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA)9184, otherwise known as the “Government Procurement Reform Act”.Bidders may bid in the lot(s) and province where its ricemill is located or to any proximateprovince/warehouse(s) outside the province where its ricemill is located.Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with atleast sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines,and to citizens or organizations of a country the laws or regulations of which grant similar rights orprivileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.The prospective bidders must have completed, within the last three (3) years, a single contract that issimilar to the contract to be bid, and whose value, adjusted to current prices using the National Statistics

Office (NSO) consumer price indices, must be at least fifty percent (50%) of the ABC of the lot(s) to bebid.A complete set of Bidding Documents may be purchased by interested Bidders or through their dulyauthorized representatives upon submission of certified photocopy of the NFA Certificate ofAccreditation issued by the concerned NFA Provincial Office on the ricemill’s achievement of aminimum Well-Milled Rice Recovery (WMR) of 63.0% based on CY 2013 test milling results andconformance of milled rice output with the prescribed standard quality parameters based on CY 2013Regional Laboratory Analysis Results for WMR.
