<strong>Geo</strong>-<strong>demographic</strong> <strong>Features</strong> :H<strong>owrah</strong> <strong>District</strong> <strong>plays</strong> a <strong>vital</strong> <strong>role</strong> <strong>in</strong> <strong>the</strong> economy of both <strong>the</strong>State and <strong>the</strong> country as a whole. There is a large<strong>in</strong>dustrial population <strong>in</strong> this <strong>District</strong>. Highly congested<strong>in</strong>dustrial belt and its problems are <strong>in</strong>deed complex. The<strong>District</strong> H<strong>owrah</strong>, ly<strong>in</strong>g on <strong>the</strong> west of <strong>the</strong> river Hooghly, is <strong>the</strong>smallest district <strong>in</strong> <strong>the</strong> State of West Bengal. It is one of <strong>the</strong> 18districts <strong>in</strong> <strong>the</strong> State, comprises only 1.68% of its total area, andconta<strong>in</strong>s 5.45% of its population. Accord<strong>in</strong>g to <strong>the</strong> Census 1991, <strong>the</strong> area of <strong>the</strong><strong>District</strong> is 1467 Sq.K.M. There are 14 Community Development Blocks/PanchayatSamities, 157 Gram Panchayats and 763 Mauzas <strong>in</strong> <strong>the</strong> <strong>District</strong> consist<strong>in</strong>g of twoSub-divisions i.e. H<strong>owrah</strong> Sadar and Uluberia hav<strong>in</strong>g 5 blocks under Sadar Subdivisionand 9 blocks under Uluberia Sub-divisions. H<strong>owrah</strong> city is much older thancity of Calclutta and connected by <strong>the</strong> H<strong>owrah</strong> Bridge which is known as Rab<strong>in</strong>draSetu constructed <strong>in</strong> <strong>the</strong> year 1943. Very recently it has been connected by ano<strong>the</strong>rmodern bridge called Vidyasagar Setu which is a f<strong>in</strong>est comb<strong>in</strong>ation of architecture &technology. Belurmath which was set up by <strong>the</strong> renowned philanthropist and socialreformer Swami Vivekananda is a place of attraction to <strong>the</strong> people <strong>in</strong> this globe.Botanical Garden speaks about ancient memories. The district gave birth oflum<strong>in</strong>ary like great poet Bharat Chandra (1712 - 1764) who was born <strong>in</strong> PerRadhanagar (Penro) a village <strong>in</strong> north western part of <strong>the</strong> district. Sri SaratChandra Chattopadhyay who is a name <strong>in</strong> bengali literature was resid<strong>in</strong>g <strong>in</strong>Panitrash at <strong>the</strong> bank of Roopnarayan. Gadiara and Garchumuck are <strong>the</strong> attractivetourist spots which draw people for a change from different parts of <strong>the</strong> state.Among <strong>the</strong> Eng<strong>in</strong>eer<strong>in</strong>g College of name & fame <strong>in</strong> this State <strong>the</strong> BengalEng<strong>in</strong>eer<strong>in</strong>g College, Shibpur now converted <strong>in</strong>to a "Deemed University" drawprom<strong>in</strong>ence which is as old as more than 140 years. The college has successfullycreated many talents who have contributed <strong>in</strong> develop<strong>in</strong>g <strong>the</strong> country’s modern<strong>in</strong>frastructures. Shibpur H<strong>in</strong>du Girls' School which was established <strong>in</strong> 1837 wasgraced by Sister Nivedita <strong>in</strong> <strong>the</strong> year 1902. H<strong>owrah</strong> Town Hall is carry<strong>in</strong>g a specialmemory of <strong>the</strong> presence of two lum<strong>in</strong>aries of <strong>the</strong> country <strong>the</strong> great poet ShriRab<strong>in</strong>dra Nath Tagore and <strong>the</strong> novelist Shri Sarat Chandra Chattapadhyay <strong>in</strong> <strong>the</strong>year 1923. There is ano<strong>the</strong>r addition of <strong>the</strong> district, an attractive Community Hall &Auditorium "Sarat Sadan" named <strong>in</strong> <strong>the</strong> memory great novelist Sarat ChandraChattopadhyay.The <strong>District</strong> is well connected with o<strong>the</strong>r parts of <strong>the</strong> country by broad-gaugedrailway l<strong>in</strong>e of <strong>the</strong> Eastern Railway and South Eastern Railway. Two importanthighways are connect<strong>in</strong>g <strong>the</strong> three major metropolitan cities i.e. Calcutta, Mumbai &Delhi which is ensur<strong>in</strong>g faster movement of important necessities of <strong>the</strong> people.


Hemmed <strong>in</strong> between <strong>the</strong> river Hooghly on <strong>the</strong> East and <strong>the</strong> Rupnarayan on<strong>the</strong> West, <strong>in</strong>tersected by <strong>the</strong> Damodar, <strong>the</strong> district consists of a flat alluvial pla<strong>in</strong>.The surface soil <strong>in</strong> <strong>the</strong> Western part of <strong>the</strong> district, served by <strong>the</strong> rivers Rupnarayanand Damodar is sandy loam whereas nearer to <strong>the</strong> Hooghly, hard clay loampredom<strong>in</strong>ates. Clay and Deep Loamy soil prevail <strong>in</strong> <strong>the</strong> North and lighter loams <strong>in</strong><strong>the</strong> South.All round <strong>in</strong>dustrial activities <strong>in</strong> <strong>the</strong> district with both heavy/medium and smallscale/cottage <strong>in</strong>dustries, have enriched <strong>the</strong> <strong>in</strong>dustrial economy and environment of<strong>the</strong> district.Accord<strong>in</strong>g to <strong>the</strong> Census 2001, <strong>the</strong> population of <strong>the</strong> district is 4274010. Thismeans an <strong>in</strong>crease of 62.21% over 1971. Out of total population, 49.60% resides <strong>in</strong>rural areas while 50.30% <strong>in</strong> <strong>the</strong> urban area. The numerous mills <strong>in</strong> H<strong>owrah</strong> city andalong<strong>the</strong> river banks and o<strong>the</strong>r <strong>in</strong>dustrial concerns attracted a large number oflabourers as well as professionals from Bihar, Orissa, Uttar Pradesh and o<strong>the</strong>rStates. Large number of agriculturists and labourers immigrate to seekemployment on farms, <strong>in</strong> <strong>the</strong> brick fields or <strong>in</strong> <strong>the</strong> railway works. Besides, <strong>the</strong>re aremany farmer families from <strong>the</strong> border<strong>in</strong>g districts of Midnapore Hooghly andBankura.Almost all <strong>the</strong> parts of <strong>the</strong> district are well connected with motorable road,railway l<strong>in</strong>k and River ways. Added with this proximity to <strong>the</strong> City and Port Calcutta,Rail L<strong>in</strong>k , resource of coal Iron & Steel with<strong>in</strong> <strong>the</strong> short distance, Jute resources,availability of steel scrap, mostly Rly. Spares for use <strong>in</strong> foundry, re-roll<strong>in</strong>g mills Steelforg<strong>in</strong>g shops are <strong>the</strong> causes for <strong>the</strong> concentration of large medium & small scale<strong>in</strong>dustries <strong>in</strong> H<strong>owrah</strong>. The Eng<strong>in</strong>eer<strong>in</strong>g units, generated four or five decades ago,once established <strong>in</strong>ternational reputation generated <strong>in</strong> mach<strong>in</strong>e manufacture ando<strong>the</strong>r eng<strong>in</strong>eer<strong>in</strong>g skill is relegated to <strong>the</strong> background today and are unable tocompete with small scale units established elsewhere <strong>in</strong> India. But ‘excellence’contents with special reference to eng<strong>in</strong>eer<strong>in</strong>g skill still available are unique of itsk<strong>in</strong>d and if <strong>the</strong>y could be supported by modern technology and equipments, <strong>the</strong>situation could be brought to its orig<strong>in</strong>al position. Tak<strong>in</strong>g <strong>in</strong>to consideration of <strong>the</strong>skill po<strong>in</strong>ts as are available <strong>in</strong> <strong>the</strong> district most of <strong>the</strong> Blocks <strong>in</strong> <strong>the</strong> district can beidentified as Growth Centres.Industrial Backdrops :<strong>District</strong> H<strong>owrah</strong> though smallest <strong>in</strong> area is remarkably known as "IndustriallyDeveloped" district <strong>in</strong> <strong>the</strong> State hav<strong>in</strong>g a unique position <strong>in</strong> <strong>in</strong>dustrial economy. Forsome obvious reasons viz. (i) generalised way of plann<strong>in</strong>g towards sett<strong>in</strong>g up of<strong>in</strong>dustrial units, (ii) sharp <strong>in</strong>cl<strong>in</strong>ation to adhere to <strong>the</strong> "NUCLUEUS" of commercialhubs for better <strong>in</strong>frastructure facilities (iii) <strong>in</strong>adequacy of <strong>in</strong>vestments <strong>in</strong> time


(iv) reluctance amongst <strong>the</strong> <strong>in</strong>dustrial units to adopt <strong>the</strong> "MODERN TECHNO-MANAGERIAL" <strong>in</strong>puts towards greater efficiency, productivity with properattachments to keep <strong>the</strong> surround<strong>in</strong>gs of <strong>the</strong> societies free from all sorts of "PollutionHazards" (as may automatically creep <strong>in</strong>to <strong>the</strong> horizon of societies unless countermeasures are fore-seen and put <strong>in</strong>to effect) etc. - all have resulted <strong>in</strong> relatively slowgrowth rate. All <strong>the</strong>se factors have urged for a plann<strong>in</strong>g with match<strong>in</strong>g shift fromconventional out-look, <strong>in</strong> order to br<strong>in</strong>g an <strong>in</strong>tegrated development under a phasedannual programme. <strong>District</strong> Industries Centre, H<strong>owrah</strong> (D.I.C. H<strong>owrah</strong>) has beenlay<strong>in</strong>g much stress <strong>in</strong> this direction <strong>in</strong> consideration of subsistence of <strong>the</strong> exist<strong>in</strong>gunits and to raise its standard qualitatively as per world parameters <strong>in</strong> view of stiffcompetition <strong>in</strong> "GLOBAL" MARKETS under "Liberalised Economic" policy.Simultaneous efforts are be<strong>in</strong>g pursued for sett<strong>in</strong>g-up of <strong>in</strong>novative as well asdiversified product oriented units.Industrial development of H<strong>owrah</strong> district <strong>in</strong> comparison to o<strong>the</strong>r places wasprimarily due to <strong>the</strong> follow<strong>in</strong>g <strong>in</strong>frastructural and o<strong>the</strong>r economic facilities :-(i) Advantageous communication network by Road, Rail, River-ways,Air- service(Dum Dum) and Port facilities.(ii) Availability of power.(iii) High technical skill through generation at a cheaper rate.(iv) Availability of raw materials from nearest sources.(v) Large & medium houses <strong>in</strong> and around <strong>the</strong> district adjacent,Developed and develop<strong>in</strong>g localities by <strong>the</strong> side of river Bhagirathi,Steel complex at Durgapur belt, Colliery complex <strong>in</strong> Raniganj-Asansol belt needs of adjo<strong>in</strong><strong>in</strong>g <strong>District</strong>s Towns and localitiesprovided good market resut<strong>in</strong>g from <strong>the</strong>ir commercial and <strong>in</strong>dustrialneeds. In o<strong>the</strong>r parts of our country too demand of products of thisregion was also relatively high. Migration <strong>in</strong>flux s<strong>in</strong>ce partition aswell as rapid urbanisation <strong>in</strong> and around H<strong>owrah</strong> had widelyopened <strong>the</strong> scope of market to a considerable extent.************
