TrusteesLonnie Holder and ScottEisen voted against renew-See Coach on page 11AJOE DUTY/WCMESSENGERTOTAL LOSS — Firefighters from multiple agencies responded to a house fire south of Cottondale early Friday morning, but flames quickly devoured thehouse, killing two dogs trapped inside.BY BRANDON EVANSbevans@wcmessenger.comAfire destroyed a house and killedtwo dogs trapped inside early Fridaymorning in south <strong>Wise</strong> <strong>County</strong>.The fire was first reported shortlyafter 2 a.m. at a home located on <strong>County</strong> Road3791, near the intersection of CR 3690, severalmiles southwest of Cottondale.The blaze spread quickly. By the time firefightersarrived, more than half the home was inflames and other nearby structures were threatened.The volunteers contained the fire to thehome, but it was a total loss.Within an hour nothing was left but orange,smoldering remains. Firefighters trudgedthrough ashes as thick clouds of smoke billowedinto the cold, night sky, under a low-hanging,pale moon. White, red and blue lights of the firetrucks illuminated the smoke, which was visiblefor miles.Tommy Alley, 46, lived at the home with histwo dogs, Cooee and Sheba. Alley was not homewhen the fire started. He thinks a candle he leftburning might have touched it off, but the exactcause is unknown at this time.“Those dogs were like his family,” said Marti<strong>Wise</strong>, who lives in a nearby home on the property.“My stomach is still churning thinking aboutthose dogs being in there.”Alley lost almost everything he owned, alongwith a lot of family memorabilia. Every vendor, everyitem, tells a story. The collectionof rusty volumes is readby historians as grizzled andweather-worn as the itemsthey peddle.“This is history,” said JohnChadwell. “That’s what allthis is. There’s not a swapmeet I go to where I don’tlearn something new. I’vebeen in the car business fora long time, and I still learnsomething new every time.”Chadwell’s white vanpulled a trailer full of historysouth to Decatur fromhis home in Wichita Falls. But thoseroads are already pockedwith potholes and grassand weeds are poking upthrough the surface.“On Park and Brownstreets there is actuallygrass coming up throughthe blacktop,” said councilmember Bob Wells. “We justresurfaced these roads sixmonths ago. This is happeningon roads all over the city.“We’ve got to approve thisand get it done so we can getmore life than two years outof these new roads.”At a meeting Thursdaynight, the rest of the councilagreed. They unanimouslyapproved tweaking the budgetso they could get a totalof $35,000 into the streetrepair account. That’s theprojected budget total toresurface Sandy Bass Laneand fix the pothole problempopping up on roads all overtown.Wells said there are moreroads slated to be resurfaced,including Pettit andBurke streets, but that willcost another $34,400, which“is not feasible this year.”New officer tocutd own on weedsThe council also unanimouslyapproved hiring a“code service official” on aNEWARKCity wages waron street grasspart-time basis to help thecity enforce ordinances.“We need them to identifyowners of property or renters,send out certified lettersand produce spreadsheets,”said city secretary DianeRasor.She said it’s important forwhoever they hire to stayon top of the enforcementprocess because it involvesseveral steps. Rasor is alsoa certified code enforcementofficer and could help. Theyalready have an individualin mind who moonlights asa martial arts instructor.The council approved themayor to hire the officer forfive to 10 hours per weekat a wage not to exceed $20per hour. Depending on howmuch they work, it will costthe city between $3,000 and$6,000 to fund the positionfor the remainder of the fiscalyear.City notes Council agreed to againsponsor the Annual EasterEgg Hunt. The hunt will occuron the grounds outsideCity Hall from 10:30 a.m.to noon on Saturday, March<strong>23</strong>, and will feature an egghunt, snacks, games andprizes. If there is inclementweather the hunt will moveinto the community center. Council reviewed photosand progress of volunteersworking on water andsewer line projects towardthe STEP grant. City auditor Bill Sporereviewed the audit of lastyear’s fiscal budget with thecouncil. This is the contractGod made to Abram: “…Lift up now thine eyes, and look from the place where thou artnorthward, and southward, and eastward, and westward: For all the land which thouseest, to thee will I give it, and to thy seed for ever (Gen 13:14,15).” So how do we get tobe part of this great promise or contract? “And if ye be Christ’s, then are ye Abraham’sseed, and heirs according to the promise (Gal 3:29).” To become a part of Jesus’ flock, wemust heed what he says. “…but these things I say, that ye might be saved (John 5:34).”What did he say? “But now ye seek to kill me, a man that has told you the truth… (John8:40).” He called himself a man or human being. He says: “Beware of false prophets…(Matt 7:15).” “And this is the will of him (God) that sent me, that every one that seeththe Son, and believeth on him, may have everlasting life: and I will raise him up atthe last day (John 6:40).” I have heard quite often: “Just accept Jesus in your heart andye shall be saved.” First, we must ask ourselves how important is it to know who Jesusis? “And this is life eternal, that they might know thee the only true God, and JesusChrist, whom thou hast sent (John 17:3).” Know the nature of God and Jesus. God is theCreator of man and is above man. Jesus is a man or human being (I Tim 2:5). Who diedon that cross? Was it God or his Son, the man, Jesus Christ? His sheep know who he isand follow him (John 10:17). To have an ever-binding contract with God, we must heedthe word and follow it-not what some man has come up with. Help get the word outand stay off the broad way. “For they being ignorant of God’s righteousness, and goingabout to establish their own righteousness… (Rom 10:3).” Remember, Jesus warnedto beware. Why? Do you think Abraham heeded God or manmade religion? God hasnot fulfilled his contract with Abraham yet (Heb 11:13), but it will be done (Matt 6:10)when Jesus returns. 8A WISE COUNTY MESSENGER, Decatur, Texas, Saturday, February <strong>23</strong>, <strong>2013</strong>RUNAWAY BAYPolice chief position open, code officer createdY ERIKA PEDROZAepedroza@wcmessenger.comThe City of Runaway Baywill add two staff positionsto the payroll following thecouncil’s meeting Tuesdaynight.After approving amendmentsthat made a city ordinanceon the police chief positionuniform with a morerecent personnel policy (adoptedin 2010), the councilapproved posting the jobopening.The ordinance originallyrequired the police chief toreport to the mayor daily.Although the position is tobe appointed by the council,the chief is to daily report tothe city administrator (filledin the interim by OnetaBerghoefer) and to the councilat its monthly meetings,as outlined in personnelpolicy.The new job descriptionalso excludes the duty ofserving as public safety directorand eliminates requiredpatrol hours.The changes were discussedat a work sessionFeb. 13.“It makes the two thesame,” Mayor Robert Ryansaid.The position will be postedthrough March 22 beforethe selection process is initiated.Rex Richie has servedin the interim since DrewPaschall resigned last year.Later in the meeting,the council also created apart-time, contracted codecompliance officer position.Because the city cannot contractpast the end of the fiscalyear, the position is forsix months.“That gives us time toevaluate the performanceand need thereafter,” Ryansaid.The post will earn amonthly $500 salary — a$3,000 impact on this budget.Berghoefer said she’dbeen in contact with someonewho holds the requiredlicenses and permits but declinedto give a name.Because the position iscontracted, the city cannotstipulate the hours worked.“They work at their owndiscretion,” Berghoefer said.But the hired hand is toreport to her weekly, themayor added.Pooling timeIn related personnel matters,the council approvedthe formation of a voluntarysick-leave pool at the requestof employees wantingto donate their sick days to aco-worker in need.According to the ordinance,to use time from thepool, an employee must: contribute at least oneeight-hour period to the sickpool annually; have exhausted all oftheir own approved time off; be using it for personal,catastrophic ailments, notto care for a family member;and not request more than120 days a year (240 total)or one-third of the pooledtime.The pool will be administeredby a committee comprisedof department headsand one council memberappointed by the mayor,and once time is donated,it cannot be returned. Cityemployees get 12 sick daysa year.The city will make a onetimematch of the hours donatedby individual employeesto get the pool started.“I’ve had experience withsomething similar in thepast,” Ryan said. “It’s notused very often, but whenit’s needed, it’s needed.”In other news Berghoefer shared anote of praise submittedthrough the city’s website.A man from Temple washaving trouble getting incontact with his daughter,who just moved to RunawayBay over the weekend. So hecalled the police departmentand had them check on her.He was “very impressedwith the timeline in whichthe response was handled.”The note continued with,“You have a wonderful communityand a very good policedepartment.” Councilman Neil Petersreceived the green light totalk with golfball manufacturersand other companiesabout advertising on thecity’s water tower, whichlookslike a golfball atop atee. Although no price wasset, the council discussedcharging $100,000 up-frontto be featured on the watertower for 10 years. “I thinkI may be underpricing it,”Peters said. “That moneywould be used to rehab andrepaint the water tower andadd the logo.” Councilmembers awardeda $6,800 contract to BasicIDIQ to install handicapped-accessiblerampsat City Hall, to be paid forwith funds allocated for municipalbuilding repairs. Thecouncil postponed a decisionto install ramps at the policeand fire buildings pendingadditional research. Lastyear’s numbers include: 83 larceny/theft reported— up from 69 in 2011 but lessthan the 107 in 2010; 59 assault — up one from2011 but less than the 63 in2010; 19 burglaries — up from11 in 2011 but less than 34 in2010; four forcible rapes — uprom zero in 2011 and 2010;ndBRIDGEPORTReport: Crime rate higher in 2011 two motor-vehicle thefts— up one from 2011 but lessthan the four in 2010.For the third-straight year,there were no murder or manslaughter/negligenceincidents,and for the second yearin a row, no burglary reports(there were two in 2010).Arrests were down to 384from the 525 in 2011, as wellas calls for service — 46,979in 2012 from 49,407 in 2011.There were also less citationswritten last year than the8,193 issued in 2011. The 2012total of 6,955 includes 1,937citations and 5,018 warnings(down from 2,373 and 5,820,respectively, in 2011).Motor vehicle accidents increasedfrom last year’s 56to 77 in 2012. About half occurredon U.S. 380.Code enforcement worked413 cases including 184 tallgrass and weeds; 144 junkand debris; 47 junk vehicles,30 parking violations andeight substandard structures.Areas of significant clean-upinclude the tire farm at FarmRoad 21<strong>23</strong> at Texas 114; the100 block of Lake Road; thelot at Halsell and 20th streets;and a demolished house thathad caught fire at 12<strong>02</strong> StevensStreet.The police department alsorequested, and was granted,authorization to apply for agrant through the CriminalJustice Division of the Officeof the Governor to purchase11 in-car, digital video recordingsystems for each patrolunit. The updated equipmentwould replace antiquated, inconsistentVHS systems thatyield poor-quality recordingsand are cumbersome to store.The $50,000 grant is reimbursableand does not requirea match from the city but, ifgranted, would warrant anannual fee of $4,500 for hardwareand software upgradesand maintenance.In other news The council granted toCatalina Parra, owner of LaCampechanita Taco Stand,a special exception allowingthe mobile food unit to permanentlypark at its currentlocation, 2008 Chico Highway,as long as the unit is in operationby Parra’s ownership andhas no structural changes. During the workshopportion of the meeting, councilmembersdiscussed theconstruction of a dog parkat Payne Park, establishinga city recreation center andimplementing a recycling program. Jonesnow practices four to fivehours a day.At the age of 7, he staredworking with his currentswing coach, Teddy Ashcraft,who says the lefty is one of thebest young golfers he’s seen.“He’s got an extremeamount of natural ability,”Ashcraft said. “He’s got a lotof confidence, very competitive,but at the same time he’snot cocky.”Ashcraft has played onnumerous professional toursand brings a lot of insightand experience to the table.Within the first year, he knewhe was working with someonespecial who has amazingpotential.“The sky’s the limit. Hehandles things really well,”Ashcraft said. “It bothers himif he doesn’t play well. He’s gotan excellent work ethic and isextremely goal oriented.”Jones says he never wouldhave gotten this far, this fast,without his coach’s help.“I couldn’t have done itwithout him,” Jones said. “Ihad some talent, but I neededsome help. Having him as myswing coach helps a lot.”There were other big programsinterested in Jones,and he has always been told tokeep his options open. Being aTexas fan growing up and gettingoverwhelmed during hisvisit, the decision to get therecruiting process out of theway was an easy one.If Texas was going to offer,he knew he was going to accept.“I grew up liking Texas, so itwas going to always be Texas,”he said.Now that Jones has madethe history-making commitment,he has to deal with thestigma that comes with it. Decaturbegan their spring highschoolgolf schedule this week.For four more years he willbe the phenom among his opponentswho has a target onhis back. It’s a situation Joneshas put a lot of thought into.“You’ve got to back it up,”Jones said. “When you hearnames that have done this— it’s been intimidating forme. I do think it’s a big bonusthough, getting this processoff my back.”It’s a lot to put on a kid whois two years away from havinga driver’s license, but Ashcraftsays Jones welcomes the pressure.“He understands it.
